The Tsardom of Luzhnychka (Lužnyčkan: Lužničko Carstvo, Šwabian: Lusianesche Räich, Orvari: Wíyohpeyata Owičhákhičhuŋpi Lúžnička, Arabic:?) is a nation located in northern Bareland. Bordered to the south by Fauderland, to the west by Fatiniyya, and to the east by Kai Fa.

Luzhnychka is a constitutional elective monarchy featuring a strong executive leader called a Tsar and a unicameral legislature known as the Stanak. The political system combines centralized executive authority with democratic oversight mechanisms, designed to maintain both effective leadership and accountability.

Executive branch

The Tsar serves as both head of state and head of government, holding extensive authority over national governance. The Tsar is elected by popular vote and remains in office until death or upon reaching the mandatory retirement age of 55. Candidates must be at least 21 years old to be eligible. Once elected, the Tsar governs without term limits, although they remain subject to constitutional removal mechanisms.

All legislation passed by the Stanak must be formally signed into law by the Tsar. The Tsar has the right to veto legislation, effectively blocking it unless overridden by specific procedures (which may or may not exist, depending on constitutional interpretation). This requirement for royal assent ensures that the Tsar plays a central role in the legislative process and reinforces the executive’s dominance in the political system.

Despite this concentration of power, the Tsar is not above oversight. The Stanak may initiate impeachment proceedings if it determines the Tsar to be unfit for office due to misconduct, incapacity, or other serious concerns. A successful impeachment, confirmed by a national referendum, leads to the Tsar’s forced abdication and triggers a new election.

Legislative branch

The Stanak is Luzhnychka’s unicameral legislature, composed of members elected every four years. Voting is open to all citizens aged 21 and older, with early enfranchisement at age 18 for individuals who have completed military or substitute civilian service, regardless of gender.

The Stanak is responsible for drafting and passing laws, but these do not take effect without the Tsar’s signature. In addition to its legislative role, the Stanak functions as:

  • A watchdog body, empowered to hold the executive accountable;
  • An advisory council, consulted by the Tsar on major matters of state;
  • And, if necessary, an initiator of impeachment proceedings, particularly in cases of dereliction of duty or decline in fitness to govern.
