Powers and functions
The Republican Commission has the powers over the policy of the Republic of Anserisa and the application of the laws. It is however not in charge of the budget and thus must negotiate with the Congress of the Republic for the allocation of the budget to be aligned with the policies of the Commission.
It is also responsible for the organization of elections in Anserisa and for the dissolution of the Congress. The Congress being responsible for the nomination of the President and its revocation, there is a delicate balance of power that is part of the democratic culture of Anserisa.
The Commission is also in charge of the nominations in the public administration, mostly the heads of the different Secretariats, Offices and Administrations of Anserisa.
Except for the President and the Vice-President, the Commissioners are not necessarily members of a political party or even affiliated with a political party. Commissioners are mostly nominated on the basis of their educational background, but they still tend to be aligned politically with the President, even if they are not officially affiliated.
Departments
- Main article : Departments of Anserisa
The Departments of Anserisa are the first sub-division of the executive branch, each Department is headed by a Commissioner. The Departments are established by the Constitution of Anserisa and they can only be modified by a constitutional modification. Within the Departments, there are Secretariats, the second sub-division of the public administration of Anserisa. They are established collectively by the Republican Commission in-session. Secretariats can be the only division but most Secretariats are divided in Offices, which is the third sub-division of the public administration, their number is established by the Commissioner in charge of the Department and doesn't require the approbation of the Republican Commission, although it is generally decided collectively to modify the number of Offices. The last sub-division of the public administration are the Administrations, they are generally decided by the Commissioner in charge of the Department, especially for the creation of Administrations, the removal or merger of Administrations are also generally decided collectively even if the Constitution gives the powers to the Commissioners.
Republican Commission Building
The Republican Commission is meeting in the Republican Commission Building which is housing the Chamber of the Commission and all the Departments offices. Some key Secretaries are also found in the complex, which was build in 1995.
The Chamber of the Republican Commission is quite unique for it is a replica of the former throne room of Prince Stéphano I at the Princely Palace of Castorida. It was done to preserve the heritage of the original room which is now preserved and part of a museum on-site.
