The Vice-President of Anserisa (Anserisan: Vicario-Présidento d'Anserisa) is the deputy head of state and deputy head of government of the Republic of Anserisa. The Vice-President is also a member of the Republican Commission of Anserisa.

Chapter 3 of the Constitution of Anserisa defines the Republican Commission and within this chapter, the role of the Vice-President. Powers included are mostly to replace the President is incapacitated, removed from office, resigns from office or dies.

The Vice-President is the main representative of the public administration and is the main contact to the Congress of the Republic

The President appoints the Vice-President and this nomination needs to be approved by the Council of Regions

The Vice-President is nominated without a term limit or time limit, however, the mandates of Vice-Presidents are considered to be de facto of 4 years, like the mandate of the President.

Jacobo Holtium is the 25th President of Anserisa. He was nominated on 6th June 2014.

Origin

With the establishment of the Republic, it became important to consider a replacement for a President that would not be acting accordingly to the Constitution without having to select an immediate successor, or simply to replace the President when incapacitated, to ensure a continuity in government. The office of Vice-President was then created with those purposes.

Powers and duties

The Constitution of Anserisa does mention the Vice-President specifically within the Chapter 3,[1] which is about the Republican Commission.

The main constitutional powers of the Vice-President are to become Acting-President when the President is either incapacitated, removed from office, resigns or dies while in office. The Vice-President has also been the de facto representative of the administration to the Congress of the Republic.

Selection process

The Vice-President is nominated for a mandate without any term limit or even a time limit, but de facto because the term of the President is 4 years, it has been established that the term of the Vice-President is also of 4 years. The nomination is done by the President and must be approved by the Council of Regions, this is however a normality, because the Vice-President is often campaigning with the candidate who is nominated President.

The Council is also the only institution that can remove the Vice-President from office, apart from the President, needing a two-thirds majority.

Succession and disability

The Vice-President is only succeeded by the Commissioner of External Affairs and the South Pacific if Acting-President and when the Vice-President is either incapacitated, removed from office, resigns from office or dies while in office. Otherwise, the Vice-President is not succeeded by any position.

Political affiliation

The Vice-President, being nominated by the President, is affiliated with a political party, normally the same as the President.

Form of address

The government of Anserisa recognizes The Honourable as the general form of address for the Vice-President, although it is not a formal requirement.
