The Celestial Empire Of Galactya ("Ouremeis Yhurnoa Qyt Galactya") is an ancient spacefaring Empire in Sector A1-0, occupying an area of around 120’000 square light years.The Empire comprises around 32,000 star systems, all of which have been inhabited and terraformed where possible. It borders the Zelvan Regime and the Treecuu Star Empire to the South, the Star Empire Of Calerost to the East and Ferristia to the West. To date, it is the second oldest Star Nation in the Sector, only younger than the Drakari Celestial Imperium. Founded in 9698 BBT after the Global War and the MoonFall, the empire is built on three major principles: Cooperation, which states that all citizens must treat others with kindness and respect; Self-Sufficiency, since even though the Empire will gladly entertain trade relations and alliances with other nations it is still fundamental to be able to maintain themselves independently; and most important of all, Genetic Manipulation. The Celestial Empire Of Galactya maintains a policy of Liberal internationalism, even though most citizens are reluctant to exit the two Great Nebulae. Still, after the end of the Second Era and with the discovery of new (and now mostly allied) Star Nations, population's reluctance to leave the borders is fading, thanks especially to the National Integration Program scheduled and organized by the Ministry Of Foreign Relations.

The Galactyan Empire has a population of about 68 trillion Galactyans, around 1.2 trillion for every subspecies, and all of them enjoy equal rights regardless of gender, sexuality, belief or subspecies. While the number of citizens is fairly high compared to other Star Nations, the only thing maintaining it is the very high life expectancy of a Galactyan, and the decreasing birth rates are becoming a matter of concern for the Government. The Empire is divided into 16 Quadrants, each containing 2000 star systems, that are overseen by a Quadrant Representative. The singular star systems are instead governed by a Governor, which oversees all of the system's aspects and report to their Quadrant Representative. While they can make decisions for their own systems, Governors have to report to their representatives if they wish to make a major decision like starting the colonization of a new colony or starting mining operations. The Empire is a diarchy, in which the power is split between the two Emperors (heterosexuality is not a prerequisite of the Imperial Couple; however, monogamy is), which oversee both common and specialized aspects. The two current Emperors are Empress Karheismas and Emperor Nixhoeils, which were elected in 845 BBT. The Imperial Couple resides in the Imperial Palace, located on Galactya, Capital and Homeworld of the Galactyans.

The Galactyan Economy is mostly fueled by Terraformation, Genetic Manipulation, Extraction of Gaseous Resources, Asteroid Mining and Resource Exports. Important native technologies include Genesis Energy and all related technologies, the HPGM (High Precision Genetic Manipulation) Nanobot, the Ringular Gravity Warp Drive and various other technologies related to Terraformation. The National currency is the Galyl (), and it is used both internally and for International Trade.

Etymology

The word "Galactya", used for the Empire, the species' designation and it's homeworld, derives from an ancient Galactyan word, "Gællektiä", which translates to "Celestial". While the now current word for the adjective celestial is "Ouremeis", "Galactya" has remained detached from it. This lead linguists to speculate that Galactya is only part of a complete name for the Empire, which probably got partially lost during the Genetic Revolution.

History

The PreHistoric Era and the Arrival Of The Comet

Not much is known about the PreHistoric Era, mostly because of the events of the Genetic Revolution. What is known is that it took around 47 million years for the Galactyan species to achieve sentience, and another 3 to advance to the final stages of Primitive Advancement. For most of the planet’s primitive history, the surface was divided in hundreds of nations, who often fought for supremacy or formed alliances between one another. This sort of balance continued until 9712 BBT, with the arrival (through collision) of the Genesis Comet. It took Galactyans 4 years to discover the Comet’ capabilities.

The Global War and the Moonfall

After discovering that the Comet could be used as a weapon of mass destruction, a Global War started and lasted until 9699 BBT, in which all nations on the planet turned on each other in an attempt to get possession of the Comet. The conflict alone caused the deaths of around 382 million of then then 8 billion Galactyans. Likely due to a bomb exploding near the Comet during the war, it was almost fully activated: because of this, the weapon it was had been built into malfunctioned, destroying Galactya’s third and smallest moon, converting it into various gases. The environmental repercussions of the event were enormous, changing the seasons and the planet’s axial tilt. This resulted in the deaths of another 194 million Galactyans. After this though, the various nations on the planet, both because the environmental changes were forcing them to, and because the deaths of more than half a billion people were a clear sign that the war couldn't continue, started collaborating and in little time decided to fuse into a single governing body for the entire planet, called the Empire of Galactya. Initially a republic governed by a senate of elected members, the Empire started colonizing the other planetary bodies in the Crus-Lux system. In 870 years, the established and later completely terraformed colonies on all the major celestial bodies in their system. Also, during this time, the Empire slowly changed, becoming an actual empire, with the power now being held by two Imperial Figures.

Era 1 and the First Interstellar War

In 8828 BBT, 870 years after the founding of the Empire, Galactyans invented a primitive version of the current Ringular Gravity Warp Drive. This is considered to be the official start of Era 1. Around 30 years after this invention, the first Interstellar Galactyan colony was established on the planet of Gwinthera, one of the planets of the star system Kaleidia. In a span of 1280 years, Galactyans colonized numerous star systems, colonizing planets and slowly terraforming them. Due to their rapid and notable expansion, in 7548 BBT Galactyans made first contact with another spacefaring race, known as the Melaneans. This alien empire, after discovering the great numbers of lush and already terraformed worlds the Galactyans inhabited, decided to wage war against the Galactyan Empire to get control of the resourceful colonies. The conflict that followed, known as the First Interstellar War, caused the deaths of billions of Galactyans and Melaneans and the destruction of two entire planets. The war also resulted in a great "boom" of technological advancement that mainly interested weaponry and defense systems, but that also heavily affected other areas. After the incredible damage suffered by both nations after the war, and the loss of an actual reason to keep fighting on the Melaneans' part, the two species decided to sign a peace treaty, known as the Peace Of the Nebulae, in which they both promised to remain in their own territories and expand in the opposite direction. But, after around 140 years, the instability caused by the heavy losses caused a total failure of the Melanean economy, reducing the population to around 23 billion Meleneans and forcing them to ask the Galactyan Empire for help. Galactyans accepted their request, and allowed them in their colonies. Initially the two populations distanced each other, but thanks to various programs organized by the Empire they soon began to integrate. Due to this newfound unification though, a new problem arose: as interspecies relationships started to become more and more common, their inability to have children became apparent. To solve this, biologists began working on a way to change the DNA of the two species to make them suitable for reproduction. Their plans worked, and now they also had access to a new technology, which they called "Genetic Manipulation".

The Genetic Revolution

Officially starting in 7368 BBT with the discovery of Genetic Manipulation, the Genetic Revolution lasted for 952 years, officially ending in 6416 BBT. During the Revolution, Galactya lost all interest in expanding the Empire's territories, instead completely focusing on developing and testing the limits of Genetic Manipulation and Terraformation. This lead to the invention of an initial version of the HPGM Nanobot, more than 21 of the current Galactyan Subspecies and various terraformation technologies. Welfare was also highly prioritized, and the incredibly excellent life conditions on Galactyan colonies lead to a sharp increase in population numbers, which skyrocketed from 120 billion to 540 billion. Even though expansion was completely halted, a new version of the Ringular Gravity Warp Drive was also invented, together with a more primitive version of antimatter shielding and the Genesis Generator, which remains a core component of bigger Galactyan stations and warships to this day.

Astrography

The Celestial Empire Of Galactya is situated in the middle of the eastern part of sector A1-0, and is delimited by the Two Great Nebulae, respectively the Altay Cygnus and Hercules Borealis Nebula. These two formations are much much denser than regular nebulae, more akin to a rough but still traversable version of the Badlands. In both of them, on opposite ends of the Region, are located two Molecular Clouds, the Heaven's Tower and the Celestial Wall, which produce around 5 new stars every year. This means that Galactyan space is generally much denser than regular Interstellar Space, which leads to actual phenomenons of Interstellar Weather.

This also means that while smaller than some other Regions of the Sector, it has approximately the same number of stars and planetary bodies.

Administrative divisions

The Treecuu and subject species are extremely segregated. On previously uninhabited worlds settled by the Treecuu, only Treecuu citizens are allowed to reside; on subjugated worlds only the natives and a limited number of Treecuu personnel necessary to maintain Treecuu control and extract resources, and their families, are allowed to reside. Therefore there are two separate tiers of administrative divisions of the Treecuu Star Empire: the system tier, which comprises all Treecuu-settled worlds and space stations, currently around 200, and the mandate tier, which comprises all subjugated worlds and not yet settled systems and systems with a population too small to be granted systemship. However, all systems are assigned to a mandate but they only have a subordinate role in military matters and certain aspects of interstellar communications and resource extraction. There are 13 mandates, which are further divided into subject systems.

Both the systems and subject systems can be further divided into worlds and subject worlds respectively. Worlds are typically further divided into continents and moons, while subject worlds often are allowed to arrange their own divisions.

The Treecuu Star Empire is nominally governed by an elected senate where each system has a specific number of seats based on its population, headed by a president. All systems have an elected local government called a System Council, which sends representatives to the Senate in the city of Irveem, Ecteen. Mandates are governed by governors appointed by the Committee for the Expansion of the Empire, which in turn appoint vice-governors for individual systems, except for the mandate capital which is directly governed by the governor. Subject worlds normally have a large degree of autonomy but have no representation in the mandate governance or the Treecuu Senate.

The self-appointed CEE has de facto control over international affairs, a majority of the military and vital industry and resources.

Elections to the system councils and the senate are held every five Ecteen years, or approximately 4.64 standard years, and all Treecuu citizens have the right to vote and run for a seat. The president is the person who manages to gain the most support in the senate, which is confirmed by a vote.

Military

The military of the Treecuu Star Empire is divided into two branches: the Planetary Forces and the and Interplanetary Forces, which themselves are divided into services that either are under the command of the Treecuu government or directly by the CEE. The Planetary Forces are divided into the Planetary Defence Forces which are under the command of the local system council or vice-governor, and the Security Forces which are de facto paramilitary forces directly commanded by the governors. The Interplanetary Forces consist of the Remote Fleets and the Mandate Fleets, which are under CEE command, the System Fleets that are under government command, and the Marine Corps that is commanded by the CEE.

The military has about 281 million active personnel and 160 million reserve personnel, in total 441 million, or about 0.07% of the Treecuu population. The Interplantery Forces have about 42,000 commissioned ships of at least frigate size. The military can also request civilian transport craft. Service is voluntary and only Treecuu citizens are eligible for service. Treecuu military ships and personnel participate in the Joint Exploratory Fleets.

The arsenal includes weapons of world destruction, such as antimatter devices, as well as programmable biological weapons. Treecuu ships are equipped with cloaking systems intended to help ships evade enemy sensors.

Demographics

The Treecuu Star Empire has a population of about 875 billion biological sapients, of which 577 billion are Treecuu and the rest so-called subject species.

Settled worlds

The population is firmly segregated into Treecuu and subject species. There are 7,237 systems with an exclusively Treecuu population and 100 subject worlds populated almost exclusively by the native subject species.

Of the 7,237 settled Treecuu systems, 37 planets have a population of around ten billion, 200 systems have a population of about one billion, and 7,000 systems have a population of about one million. There are 53 subject worlds of which 43 have life that evolved independently on them, while the rest were settled by the subject species before the Treecuu annexed them. Most of the subject worlds are moderately populated, having on average a population of about 5.5 billion.

Species

Synthetic life

No synthetic/artificial life is recognised in the empire. The Treecuu government has banned the creation of synthetic sentient beings due to a fear of the so-called Tuu-Laarth ("great nullification"), the possible surpassing of synthetics, rendering biological creatures useless. Even before the reorganisation into the empire, the Senate had banned all logical machines that were more than mere computational devices. Synthetics are hunted down and destroyed on subject worlds.

Religion

The Galactyan Empire is a secular state but freedom of religion is granted by the constitution. The Galactyans are irreligious by nature, and the concept of a belief in a higher being and/or existence was completely foreign to them until it was first inroduced to them by the Star Empire Of Calerost. Subject species are allowed to practice any religion. Due to the isolation imposed on subject worlds, only two religions are shared between different worlds. Hoolu is practised by sizeable minorities on both Dacoor and Utac, and has a smattering of Treecuu followers. Preoylob has followers on serval moons in the Laree and Baac systems.

There are several examples of less advanced civilisations where the Treecuu are revered as divine. On Yuu-caan, home to the hunter-gatherer Ceecs, the Treecuu are widely believed to be gods due to their superior technology appearing to be manifestations of magic powers. Treecuu authorities generally take advantage of this to control these civilisations.

Health

Healthcare in the Treecuu Star Empire is universal for all citizens. It is considered to be of excellent quality and contributes greatly to the extreme growth rate of the Treecuu. Healthcare authorities claim to have eradicated or cured all known viral and bacterial infections. The Treecuu government funds and supports the healthcare on subject worlds and the Treecuu has devised cures for many severe diseases. However, Treecuu autorites have also deliberately spread disease in societies as a means of imposing control, or in some instances as a propaganda ploy where the disease has been rapidly eradicated to show the superiority of Treecuu technology and the benevolence of the Treecuu.
