Armed Forces of National Union of Viliakmon (officially: Armed Forces NUV; colloquially: AFNUV) is the official military of National Union of Viliakmon. It consists of four service branches: "The Army", "The Navy", "The Airforce" and "Special Forces". It is the sole military wing of NUVs security apparatus, and as such, has no jurisdiction over civilians in Viliakmon. AFNUV is headed by the Executive Chief of Joint Staff, who is subordinate to the Head of Ministry of Armed Affairs. During the Gafsred negotiations, AFNUV was formed on 10th February 2023 and began to operate on 15th March 2023, drawing its initial officers from the already-existing paramilitaries and enlists of the predecessor military V.A.F. AFNUV was formed in a separate document from The Constitution of 2023, titled "New National Defense Policy", which envisions its initial operations to be conducted against left-over unrest from The 2022 Civil War. The "NNDP" was adopted in contrast to other recommendations during the Gafsred negotiations (including but not limited to: numeric limit to active members, total nuclear disarmament, abolishing the existence of an official military, abolishing the existence of a standing/professional military in favor of national-peoples mobilization military, continuation of the V.A.F. lest those convicted as war criminals, non-conditional continuation of the V.A.F., etc).

Inheriting one of the most prominent institutions in Viliakmoni society due to its influence on ensuring functionality of the previous Associated Clans regime by anti-corruption internal measures. AFNUV is planned to be a more efficient replacement to the V.A.F., focusing solely on defense, as the guaranteer of territorial integrity of the National Union. It uses several technologies developed within Viliakmon, namely that of the FIBR and nuclear plantations. Prominent Viliakmoni-developed military equipment was developed during V.A.F. era (2001-2022), though unlike V.A.F., AFNUV is given rights of accessing and using "Category 5 Equipment", which was previously limited to Private Special Forces (PSF). Importantly, PSF did not participate in the 2022. Civil War, except for the capture of Darian Zihexh on orders of I. Xhuglini and the subsequent creation of "Decree 7". AFNUV prioritizes participation of civilian sector within it (coordinated through "Chief of Warranty Units") and other "Institutions" (namely the All-Electronic Monitoring Service, or EAMS). Adhering to the 2023. Constitutional proclamation of a temporary "armed neutrality" in foreign relations, it is limited in cooperation with foreign forces, bilateral exception being created from the August Accords.

The AFNUV inherited possession of operational nuclear weapons since (first introduced in the 90s unsuccessfully, successful since 2013). Adhering to the 2023. Constitutional duty of declassifying nuclear armament research, it has conducted that "there exists probable possession of between 110 and 250 nuclear warheads with two official models". Its nuclear-delivery system structure is widely "probable" of having been successfully developed past that of the nuclear triad, primarily consisting of "DENVER S1" maritime aviation, with Series 2 halted in its previous active development. Adhering to the New National Defense Policy, AFNUV has ceased further technological development of its equipment until the nuclear waste in The Cordilian Ocean, caused by V.A.F. experiments, has been decontaminated.

Composition, Function, Structure (CFS)

The NNDP envisions several guiding principles for the AFNUV, primarily the "Composition, Function, Structure" or The CFS Principle, with "The SSSFOU, MBI, NBC" Principles following in notability. The CSF Principle envisions that composition of AFNUV is dependent on its functionality (capability and readiness of all active soldiers) from which the structure (horizontally-among branches and vertically-among ranks) of AFNUV is derived. The CSF Principle envisions that non-traditional branches (Special Forces & Warranty Staff) receive the most emphasis from the civilian government (this is further reinforced in The MBI Principle). Although the NNDP does not explicitly favor the Airforce of the traditional three branches, it does predict that "Among the traditional three branches, Airforce is to be primarily utilized, due to its vital role in the restructuring of military".

This favoritism towards the Airforce is seen by comparing Expenditure Per Active-Duty Soldier (EPADS) of each branch. AFNUV as a whole still maintains the highest budget-per-soldier in the world (as its predecessor, VAF). However, AFNUVs Airforce budget-per-soldier is 2x higher than that of AFNUVs Army or Navy, likely as consequence of VAFs Navy highest participation in the Civil War.

SSSFOU Principle

"The SSSFOU Principle (Smallest Self-Sustaining Functioning Operational Unit)" provides the guiding operational methodology of AFNUV units. It is composed of three axioms. The primary axiom reinforces civilian control over the military on the assumption of self-interest. Directly speaking, civilian control is ensured by making all active duty soldiers (irrespective of rank of branch) are dependent on the civilian sector (either internally through the institutions of Warranty Staff & Non-Commissioned Officers which hold supremacy in decision-making over regular units, or externally through cooperation with institutions such as AEMS). Importantly, Warranty Staff & NCO's are not counted in Active Duty Soldiers.

Secondary axiom is concerned with specific operational structures of AFNUV soldiers. Shortly, it orders that AFNUV be divided and AFNUV soldiers united foremost in "SSSFO Units", regardless of rank or branch the soldier holds. Typical numeric size of an SSSFOU is comparable to 2-3 "Company" units. SSSFOUs require a minimum of one officer within them, to which all enlists are accountable to, and who answers to the nearest (in both rank and proximity) Officer Headquarters.

The final and third axiom foresees an "Ideal composition of AFNUV, where the ratio of Officers to Enlist is, at minimum, 1:2." In practice, the third axiom exists to ensure transition of the military from conscription-based to professional-based, ideally AFNUV is to be entirely composed of officers but the minimum ratio provides room for the fastest, realistic reformation of the military.

MBI Principle

"The MBI Principle (Mutual Branch Interdependence)" proclaims close collaboration, to the point of interdependence, of the three traditional branches with one another. It likely exists consequently of intra-branch divisions within the VAF which was displayed during the 2022. Civil War. SSSFOU Principle provides operational guidelines for MBI to be manifested; MBI further reinforces (although not explicitly) the dependence of military to civilian sectors, as communications & coordinations are tasks primarily delegated to the Warranty Staff.

Marshal Law Question

Marshal Law and State of Emergency were (unsurprisingly) the main topics of discussion during the Gafsred negotiations between Viliakmoni Delegates among one another. Interestingly, neither the NNDP nor the Constitution of 2023. provide a single legal clause in which the military may be utilized by the civilian government (in addition to Law Enforcement and/or the Secret Service) to combat crisis efficiently. NNDP further tasks AFNUV "only with matters of national defense and security from outside threats, thus subsequently with defending the territorial integrity of the state." Although this responsibility may be misinterpreted in certain situations as to legally allow for Marshal Law proclamation (as pointed out by Delegate I. Maryani numerously and repeatedly during the negotiations), this possible-a-unlikely exploit is much less likely to occur when compared to the previous regime and its laws.

Relations with Law Enforcement and Secret Service

Despite the inexistence of Marshal Law as a legally recognized phenomenon, NNDP explicitly states that AFNUV decisions hold legal supremacy when and if conflicted with Law Enforcement decisions, despite the fact that such an occurrence is not mentioned anywhere. In contrast to the previous relation and as a significant reform from supremacy solutions in the system of Associated Clans regime, NNDP pioneers the idea of Secret Service decisions holding supremacy over AFNUV (exceptionally to the SF branch) and-or Law Enforcement decisions, extended to grant the Secret Service right to utilize members of the other two as it sees necessary. In spite of not recognizing Marshal Law, NNDP recognizes a State of Emergency, in which it grants the Secret Service legal supremacy in such events operational enforcement. Interestingly, the Secret Service is not granted supremacy over a specific branch of the AFNUV (the Special Forces), it's unknown why this exemption exists.

Special Forces

No legal document (including NNDP) are reliable (complete) sources in regards to the composition, structure, responsibilities nor qualifications of the Special Forces branch. The NNDP solely mentions that a fourth branch within AFNUV will exist, named Special Forces, holding accountability only to the office of Leteseti, which is to serve as its supreme chief and commander. Special Forces are numerically the smallest AFNUV branch with the highest allocated expenditure (half of AFNUVs entire budget). This expenditure plan creates a situation in which the Special Forces are internationally the highest funded military unit as of yet, coupled with unknown qualifications & standards for approved enlistment, it's under reasonable assumption that its members are "elite soldiers by merit".

Special Forces are almost in entirety composed of former members in the Private Special Forces (PSF). PSF were never officially declared during the regime of Associated Clans (1998-2022), were tasked to serve as personal security for the Office of the Head of State and was the only organization to whom the access to "Category 5" equipment of the VAF was delegated. Category 5 equipment included (among other) all nuclear warheads and their delivery systems, all biological weapons and/or modifiers (additionally, access to biological equipment was shared with the FIBR), the vast majority of chemical weapons & counter-weapons (the category of "chemical counter-weapons" was never explained and remains unknown) and "advanced mechanisms aiding social engineering" (also unknown).

The Special Forces drafted and (with Leteseti support) declared their own principle, independent of the NNDP and the rest of AFNUV. It has been operational and active upon public declaration (18th February 2023).

NBC Principle

"The NBC (Nuclear-Biological-Chemical) Principle" is the only AFNUV-related document which was drafted and proclaimed in its entirety by members of an AFNUV branch themselves, without regards to the NNDP. NBC Principle legalizes access to "Category 5" equipment of VAF and its succeeding equipment to all members of the military. However, operational rights (using it or including it in Joint Arsenal of AFNUV) are still prohibited to all non-members in the Special Forces with the exception of the Leteseti-civilian office & highest SF commanding position. Despite seemingly in contrast to the Constitution of 2023., SF has diligently aided the National Union in matters of declassifying information regarding nuclear armament, among other activities showing full compliance (despite such compliance not having legal basis anywhere).

It remains unknown how the SF is obliged to behave in relation to Law Enforcement or the Secret Service. It remains unknown how close the relations between the former PSF and the FIBR were nor if their cordial collaboration persists in the SF. It remains unknown how the SF is structured and what it is responsible for. Due to severe and exceptional lack of regulation regarding the SF, it is assumed that they are to be regulated and guided by precedential law, making it the only State office in the regime of National Union to be defined retroactively in the future.
