Separation of powers

The separation of powers is clearly defined by the Constitution of Kosbareland especially when it comes to the devolution of powers to the administrative divisions. The separation is less clear, especially for the dual role of the Prime Minister which is a member of the Cabinet and the Parliament and also has a seat, though does not vote, on the Council of State which is headed by the State President.
