Inetez (Kretti: Инетëҙ; Austral: No-Somewhere-Thesis) is a country located in Cordilia, home to The End Temple, Mausoleum of Prophecy, Blind Prophet Valley and various other holy sites, including the Mutlaqun Dynasty of The First Caliphate. The preservation of these, to some religiously significant to others architecturally ingenious, locations occurs as a cultural tradition. Namely, every "third generation" is supposed to reconstruct and renovate publicly significant structures if erosion is noticed or damage done to them. Furthermore, it's the host nation of various Dervish Orders, most stretching their roots for at least 400 years continuously.

Only archeological guesswork and fearmongering legends are known of Inetez before the arrival of Mutlaqun. The early Adiluhquni Caliphate was one of the earliest "conquer & convert" empires in Pacifica, a practice which the dynasty would continue well until year 1498. A period of reformation was undertaken by Caliph Ardahn after defeating his two pretending siblings and securing the inheritance. The Ardahni Reformation involved diversifying the conquest culture by creating Landed Generals which provided enough breathing room for people of merit to undertake professions unrelated to war. First among many consequences was the simultaneous appearance of both a "Feud" and a "Merchant" class division, connecting their high status to the rural and the urban, respectively. Traces of this division can be seen in suffixes for administrative/civilian federal units within Inetez ("Vahlayet" for province; "-tukum" for rural settlement, "-prak" for urban settlement...) Creation of the aforementioned Landed Generals would lead to military reforms in 1571., creating "The Imperial Guard". Overall, ruling a vast empire from 1027. to 1684., the Dynasty of House Adiluhqun was among the most successful in the known world.

Today, Inetez declares itself a "Directorate", classifying as an Islamic democracy. This is the result of The Vezier-Ulema Revolution and subsequent adoption of "Law of The State" (1947). Its main industries include Textile, Tobacco, Furniture and Gambling, having a monopoly on the continent in the subsection of slot machine production. Vast, grandiose casinos paired with millennia-old geometrically-decorated architecture make it a tourist destination, though "Tourism isn't traditionally included when calculating statistics because it's unreliable".

Inetez has been considered a great power since the early Adiluhquni Caliphate, though for vastly different reasons ranging from conquest to modern-day cultural and economic influence. Its' status only fell to that of a regional power during the first half of the 20th century, as the Republics' countless wars were unsustainable. Luckily, neutrality during the Great War and post-1947 reforms stabilized Inetez again; Contemporarily considered either a great power or a superpower, though this arbitrary division namely comes from its' conservative policies which can be seen as either controversial or virtuous respectively.

Government

Universal suffrage & closed ballot voting were introduced upon electing the Diyan Vezier (Head of Government) after 1947. in the adopted "Law of The State" within this policy was justified by calling upon "The Shura". The elected Diyan or (closest trans.) "Direction" subsequently chooses his own Grand Portes among the Divan Porte, limited to: Grand Porte of Finances (established 1121 A.D.), Grand Porte of Military, Grand Porte of Law and Grand Porte of External Affairs. Selected Grand Porta then ping back the Divan Porte and employ each "advisor" (MP) to work within one of the four Grand Porti (Ministries). "Law of The State" uses the GP of Law and the GP of External Affairs to relegate matters of civil law, police forces, foreign policies and notably "international contract law" from the religious justices.

Head of State, despite carrying the name of Murshid Maslaha (Guide of Public Interest) is a ceremonial figure elected by the most adequate religious scholars organized within the "Ulema" which by itself is not a permanent government office but a collective of University Directorates. Although Murshid Maslaha is, by "Law of The State" supposed to represent Inetez during international affairs, a common practice has been established that they are better handled by the GP-External Affairs appointee of "Messengers" (Ambassadors).

The government has a two-layered federal structure. "Vahlayet" (Province) is ruled as a civil entity by the elected Aghatep but is ruled as a judicial entity by the Grand Mugha. The Vahlayets are further divided between "Tukum" (rural) or "Prak" (urban); which are again coadministered by the Kaditep (civil) - Mugha (judicial) and the Akhan (civil) - Faqwy (judicial), respectively.

Diyan Vezier is elected for a term of 5 years, with the ability for one person to be reelected once for a maximum of 2 terms of 10 years per life. Grand Portes are not subject to a reappointment limit. However, the Divan Porte as a whole is subject to reelection every 2.5 years, as it is constituted of the preceding Kaditep and Akhan of each Tukum and Prak. The local elections for Tukum and Prak thus occur every 2.5 years. The Aghatep of the Vahlayet of which both the Tukum and Prak are part of is elected by by popular vote within the Vahlayet every 7.5 years.

Economy

Evolution of the Inetezi economy from pillage-based in 1027 through mercantile-manufacture & agriculture based in 1683 to todays' light industry & services were mainly a domino effect of international trends and domestic adaptation to them. Exceptional are the 1489. Caliph Ardahn Reformation and 1859. Republican Tariff Acts; which can be described as centrally forced changes rather than naturally occurring ones.

Inetezi Government Expenditure Plan

"Идаѕ а Џѣсҳй" (literal trans. "Management within Politic") is used when referring to the array of topics (political economy, economic system, macroeconomics, management and organization) related to "Economy". Inetez classifies itself as "the fair Islamic economy" (with modifications), this is in contrast to "the discriminatory Islamic economy". The closest equivalent would be an "(built around) social (insolence) capitalism". As was case in history, the central government avoids codifyng economic policies, seeing it in the analogy of "An ant colony, flooding its soil in great detail, reacting with shock when not all of them die" ("Teachings From The Anima", a Kuwmani, 1309").

In "Universals, Regarding Management Within Politic, Federally Enforced" set of laws adopted in 1951. (last updated 2018), "constitutional laws" regarding the political economy can be found. Sections in Chapter II ("What exists"), Chapter III ("Rules of Relations") and Chapter IV ("Manifesting Visions") enscribe some unique features, among others.

  • Inetez recognizes 7 categories of "property"': Objects of consumption (goods), Priced relations (general services), Chains of constriction (starting capital), Chains of dilation (profit), Force of direction (state property), Force of input (private property), Great collective (social property).
  • Expands the "open door policy" of trade, active since 1121 AD, by eliminating tariffs on all imported goods. Instead, quantitative restrictions may be temporarily enforced.
  • Envisions that the primary duty of government intervention is to detect, substitute and resolve moral hazards.
  • It recognizes both the banking loan procedure and the venture stock market capital as sources of starting capital. Both the Central Bank and the Central Stock Exchange are given autonomy from the government.
  • Public administration is projected to be under the administration of "The Great Triad" (refering to Public Private State agencies), the OIC, the EMA and the CCI are examples. These agencies are given special treatment in the form of market monopoly, are the most regulated actors and are the most restricted from participation on the market.
    • "Lesser Triads" are joint investment and/or holding funds.
  • "The Treasury of Scale", meaning the federal budget, mainly funded by taxes and from which the state may spend, is exempt from the market. It is entirely owned, managed and controlled by the federal executive (Grand Porta & Diyan Vezier).

While on the topic of budget; Persuant and calling on the "jurisprudennce of Islam", all citizens pay "round" annual tax rate every 15-Jun-year, split evengly among the State and the Ulemma. It is rounded by 5's, lowest being 5% and highest being 30%, using arbitrary combination methods to evaluate all 7 categories of "property".

Foreign companies operating within Inetez, either entirely or through import of goods, are expected to give a "round" annual "gift" on the same date. It is also the date when quantitative restrictions on imports must be announced, 6 months before they take effect.

The category of residents are exempt from this tax rate. Due to soil-restrictive citizenship rights, Inetez has a high citizen-to-resident ratio of 3:1, though many avoid citizenships as a legal method of tax evasion.

Textile Industries

It's estimated that the Spinning wheel was invented in the Caliphate period some time around the 13th century. This suggests that even before Ardahn Reformation, Inetez had a growing manufacturing class, the primary material worked on being linen. However, it wasn't until the industrial revolution and the Power loom introduction that the textile industry became vital to the macroeconomics of the country. Continuing the tradition of flax fiber and linen, a series of factories were constructed in 1844. focusing primarily on the production of semi-raw materials and finished products from both, ranging from "linen clothing" to banknotes. "Chataluane Corporation", based in Inetez and tracing its' origins to 1877., today specializes in this specific field both domestically and internationally. Worth an average estimation of $ 3.6 billion, it accounts for 1.5% of the entire global textile industry. Two companies would merge in 1911., one focusing on sericulture and the other on silk comforter production, to create a resource-recreate-reproduce silk chain called "Razvet United". It would rebrand itself by 1980s into "Hyrlic Inc.", noted mainly for its' luxury series of end-products. The worth shouldn't be based off of market speculation as the popularity of the brand inflates how much net profit it produces. Overall, it accounts for 4.8% of the global textile industry. Finally, The Marraki Brothers, who have inherited the trait from a small manufactory dating back to the 17th century, now specializes in luxurious end-product leatherwear. "The Marraki Brothers" name was kept and is probably the most recognizable clothing brand from Inetez. Its' estimated to account for 13.5% of the global textile industry alone. Together with smaller companies, the textile industries of Inetez hold about 27-31% take of the branch's global value.

Gambling

The plan for casino gambling was drafted during the reign of Dahnil II Sahib in 1831. Under the monarchist regime, however, an Hffinndi (noble), such as a military officer, was prohibited from taking part in the gambling industry, as investor or participant. These provisions became subject to radical reforms during the liberal-nationalist period.

The settlements of of 'Yuhvenprak' and 'Zajuntukum', whose local production served as the financial backbone for The Candici Family; were (and are) enjoying lenient taxation and enforcement of religious law. The Teshi Family owe much of their wealth thanks to both legalization of casinos in 1871. and to international financial ventures they've invested in during the liberal-nationalist colonial period.

Mehraz of the Sahibs Porte was an early license, rarely & discriminately granted only to the Merchant families, enabling them to open a gambling house under strict regulation and oversight. Becoming subject to high tax policies, most Merchant families ended up selling these licenses to local craftmasters, paralegals, teachers, medics and other. This would eventually lead to an explicit legal prohibition on gambling altogether durig the reign of Raqsmati II Sahib in 1783. Highest documented value of a purchased Mehraz was worth the equivalent of todays (adjusting to currency & inflation) $3,729,000.

The Candici Family had set up a highly successful casino by 1884., for a while the busiest and most profitable gambling house on the entire continent of Cordilia. It is still operational today under the name of "The Candici Pleasure Dome in Yuhvenprak, though now mostly serving as a tourist destination. A rivalling urban family from Dobriyiprak, who had a lineage of operating a local Dentistry, would appear in 1903. with the construction of the famous Aonsi Casino Hub. The Aonsi Family to this day own & manage the most popular and profitable "gambling hub" on Cordilia.

Today, the Tehsi-ran Inetezi Society of The Eternal Night is the most successful betting venture in Pacifica (Pacifica). As its subsidiary corporations it includes: "Power & Electricity TehsiCom" , which have had a literal world-wide monopoly over slot machine production & distribution; "IslaStay Hosts", operating the largest Hotel in Islaqadprak, "AurySna"; the "Universal Inetezi Dru", which offer investment funds, credit loans and financial & banking services; finally "The Tinetik Cruise" which is the worlds' largest hotel Cruiser offering various different gambling casinos within it during the long routes it takes, boasting a passenger capacity of 8,000 people and a gross tonnage of 281,973 GT.

Tobacco

Commercialization and industrialization of tobacco products started around the turn of the 19th century, under Darian Sahib who was recommended the expansion of tobacco cultivation by the Grand Vezir of Finances. Until then, tobacco in Inetez, albeit a valued recreational cultural custom, mainly involved the cultivation and sun-method curing of the plant in household environments. However, pipe production had already been concentrated into a few capable craftsmen companies.

Expansion of the industry was and is still dependent on foreign imports of needed chemicals, as Inetez avoids reliance on complex, heavy industries such as the Chemical industry. Initially, a surge of imported machines was also noticed, though the national corporations specialized in tobacco production have significantly reduced reliance on foreign machine parts. In 1955., a state-enforced merger of national tobacco giants was instituted, thus creating "Oriental Tobacco Inc."

Oriental Tobacco Inc. was tasked with providing sufficient production and distribution of enough cigarette packs, cigars, shishas, maassel and other to meet the demands of the national market. Given that sun curing tradition was continued in the state monopoly corporation, the so-called "Oriental Tobacco" attracted foreign exports. A contributing factor is that Inetez never ratified the WF Health Committee "Treaty on taxation, commercialization, promotion and regulation of tobacco", making the products of Oriental Tobacco Inc. significantly cheaper than their foreign counter-parts, with the right of running advertising of tobacco products within Inetez.

Furniture

Furniture in Inetez began as part of general carpentry during the Mutlaqun Era (7-9 c. AD) before diversification into decorative woodwork, cabinet construction and table construction, headboard bed construction and making chairs around the 15th century. Opening these workshops were preceded by early woodwork Joinery and developments in Woodturning. Specific style of furniture, nicknamed The Riadi Solution after the owner of the workshop in Yuhven, dominated the furniture manufactury from the 1600s until the industrialization.

What sets apart Furniture from the other "Big National Four" occupations and their subsequent companies is strong government interventionism. As a result of industrialization, the Grand Portes for Finance enforced numerous reforms during the 19th and 20th century. Among them, the most impactful ones were in 1803., 1805., 1949. and 2009.

In 1803., woodworking and timber conversion were limited to using the Teak tree and Cedar. Seeing as this reform caused massive profit loss to final production companies, in 1805. the government explicitly prohibited any company to be oriented around raw material extraction and conversion. The companies which at the time specialized in this process, namely: TayebiTimber, Kaya and Hussa Inc. and Adeli (latter one creatively named after the owner); Were forced into incorporating with either Cabinet End Production companies, Table Bed Chair End Production companies or Furniture Decoration companies.

In 1949., another forced incorporation took place. Corporations producing tables, chairs and beds were to unite into a single conglomerate corporation which would produce the three items in one series. Later in the year, even cabinet-specialized companies would be included. To this day, Furniture in Inetez refers to either "The end product itself" or "The decoration and restoration of the end product". Recently, in 2009., the government incentivized a move towards Natural edge design due to the continual trend of it being more profitable.

Furniture Conglomerates in Inetez today include: "Rayani Solutions" (specialized for mass-production of home furniture); "Akadim Inc." (specialized for the natural edge design); "Klaris Calculations and Consultations" (the largest, tasked with providing partners, materials, financial services and communications between and to the production companies); "New Riadi Solutions Inc." (specialized in expensive decoration and design); "SimplyVazi" (specialized in providing simple decoration and design). Total net worth of the entire industry is estimated to be around $108.93 billion, with the aforementioned megacorporation "Klaris Calculations and Consultations" accounting for $37.52 billion of that total net worth. Due to past and present government supervision over the industry, it is disproportionally taxed among the "Big National Four".

History

Recorded history of Inetez begins during the "Pre-Mutlaqun Era" (Unknown-7. c. AD). Taking in account concurrent historical events, it seems very likely that the Kretti migrated across the mountain ranges, after the 611. Volcanic Eruption, hence encountering the Abrud which converted them to "Faith of the Desert". However, this does not explain the southern mountain range in Inetez being named "The Genesis Gate".

"The Mutlaqun Era" (c. 8-9 AD) is estimated to be named after The First Caliphate, likely coming from the Abrud. Very little is known of The First Caliphate or other descendants, leaving much of it to guesswork. The House of Mutlaqun is estimated to be divided between the northern Arab-Shanyu followers and the southern migrated Kretti followers. However, The Caliphate of Inetez under House Adiluhquni would (supposedly) be one of the heirs to The First Caliphate. Under House Adiluhquni, the north-south followers were forcefully united under Inetez.

"The Caliphate Era" (1027-1684) could further be divided into 5 main periods: "The Pillage Aeon" (1027-1121) ; "The First Golden Aeon" (1122-1340) ; "The Reformation" (1341-1571) ; "The Second Golden Aeon" (1572-1630) ; "The Cursed Aeon" (1630-1684). Latter involving the Adiluhquni Successors War, where "House Ahlampei"' eventually consolidated their control. However, The Caliphate fell to the status of a Sahib. "The Sahib Era" (1684-1856) is considered a period of stagnation & stabilization. Only note-worthy divides come with 1811. CCI creation, 1831. "Parliamentary Establishment Crede" and the fall of the Sahib itself (1854-1856).

"The Republican Era" (1856-1947) is considered the darkest period in Inetezi history. The Yellow-Blue Coalition between the liberal Whigs and the strange National Imperial Club would "try" to introduce modernization reforms, though never follow through them. They Whig partner would gladly engage in pseudo-colonialism (in reality, occupied countries with rigorous assimilation policies) to satisfy the "National-Imperial" partner as long as it satisfied the Whig voting base. Likewise, the "National-Imperial" partner would comply with their "Whig" partner in secularization of society. Naturally, this was unsustainable. The armed forces themselves would begin the revolution in 1939. with a conspiracy, though would not engage in open war until receiving support from the Ulema scholars in 1941.. In 1947., "The Law of the State" and the Directorate regime would establish themselves as legitimate rulers of Inetez, with Republican regime leaders & their supporters at first exiled though afterwards sought after and assassinated. The Directorate Era (1947-) re-introduced socially conservative laws while also accelerating the modernization reforms.

Demography and Culture

Inetez has a very diverse culture that is a blend of various elements of the Kretti, Shanyu-Arab, Austral, "Caliphate-Inetezi" (which itself is a mixture of the former two cultures with religious and local customs) and "Pacifican" culture and traditions; the latter originating during the 'Republican Era' of Inetez. This mix originally began as a result of the encounter of the local folk Inetezi customs and culture with peoples they've encountered during the Caliphate-era conquests. Inetezi culture is a product of efforts to be a "modern Pacifican state", while maintaining traditional religious and ethnic values. Despite its historic position in global affairs as non-aligned Imperialists, "Guardians" of smaller neutral states and eventually non-interventionism/neutrality, the sheer continual power projection of Inetez made this culture influential throughout Pacifica. This occurrence was dubbed "Inetezimilattion" during Imperial conquests and is now seen as a derogatory term of negative or forced cultural assimilation. "Inetezission" was a popularized replacement since 1947., mainly associated with the contemporary Directorate period & attributes of simultaneous diplomatic mediation, political stability, religious values and economic growth ascribed to it.

The Caliphate was a multi-ethnic conquer-and-convert Empire that enabled the culture groups within it not to mix with each other and thereby retain separate ethnic and cultural identities. Upon the fall of the monarchical structure after 1856., the Liberal-Nationalist Republic adopted a ruthless ethnocentric approach, even in colonial possessions which were used as for mere resource management. At the same time, a series of social-political reforms were slowly being adapted, namely inspired by Sedunnic internal political stability. These reforms would be re-instated in the early periods of the Directorate since 1947., this time adopted and accepted at a rapid pace.

Population statistics

Inetez law differentiates its inhabitants between "citizens" and "residents", wherein only the formers total number is used in nearly all instances. In accordance with 2019. estimates (confirmed by 2020. birth rate cross-referencing) there are 174,619,000 citizens and 28,932,000 residents living within Inetez. When factoring in that (with citizens alone), the average population density is ~1,050p/km2; Together with the cold arid climate of Inetez; It should come as no surprise that rent costs are disproportionally high. Housing is a contributinng factor to the overall high-to-average median gini inequality, despite efforts from the government in offering social programs.

Each of the four "Vahleyets", Abru, Doriyi, Islaqad and Yuhven are both regulated and re-adjusted as to containn a quarter of total citizens. This is done for subfederal electoral purposes. However, it does not mean that the four "Praks" (cities) share the same population.
Namely, Islaqadprak is the largest city, hosting a total of 36,332,000 citizens (this also suggests that Islaqad outside of Islaqadprak is very sparsely populated). This is followed by the capital city of Doriyiprak with a total of 27,920,700 citizens. The mountainous and relatively modern (by Inetezi standards, as the city was built in 1889) of Yuhvenprak is home to 16,439,300 citizens. Finally, the ancient settlement-city of Abruprak is dwarfed in comparison, with only 12,834,100 total citizens living withinn it. Apart from the four major cities, Yuhven and Abru have major urban centers within them as well.
A total of 93,526,100 citizens live in the four major cities, with additional urban centers counted in, the total urban population is 127,039,500 or 73% out of the total population. This is only counting citizens.

Urbanization into megaconglomerates such as Islaqadprak is likely tied to the relatively uninhabitable climate of Inetez. The countryside desert temperatures reach above 0 celsius only between the months of December-March, before dropping again.

25,30% of the population are between the ages of 5-18, 21,92% are betweenn 18-40, 28,49% account the ages of 40-70 and finally 22.29% of the population is above the retirement age of 70. A pattern could be noticed, wherein "parental cycles" occur. Namely, the lower percentages of retirees and 18-40, suggests a likely parent-child pattern within these age groups. Inetez appears to have a "generational cycle related to birthgiving", this is confirmed by checking population data on age group percentages from the past.

Foreign Relations

The contemporary Directorate of Inetez practices an "open-door policy" approach in its structure of foreign relations, hosting the world's third-largest diplomatic corpus by 2022 estimate. It is a permanent member of the WF, utilizing it as a channel to express and further its interests through. Private Inetezi businesses and/or academic institutions are often members of intergovernmental organizations. Inetez upkeeps relations with nearly all countries, providing at minimum a consulate for each nation, while the vast majority of Cordilian, Crabrian and Mediterranean countries have active ambassadors. Reciprocatively, nearly all nations host formal diplomatic missions to Inetez.

Inetez would conduct two specified foreign policies upon recovering from the Overthrow of the Republic post-1947: "Guardianship" over SNN's (Small Neutral Nation) during the Iron Century, until ~2005. and non-state interventionism with WF as a focal point from thereon. Commonly shared ambition in the two policies has been establishment of a JAFT (Joint Agreement on Free Trade), which would, at minimum, encompass all WF member-states.

Armed Forces

Throughout its existence, organized militaries in Inetez would lose their influence in both society and central decision-making. The modern AFI was established in 1939. by military conspirators seeking to overthrow the Republican regime. However, militaries of Inetez throughout history have been numerous ("Society of the Lunar Sabre" during the Mutlaqun period; "Brotherhood of Adiluhquni Loyalty" 1027-1571; "The Imperial Guard" 1571-1835; "Grand Porta of War" 1835-1856; "Department of Defense" 1856-1947) and key to internal political influence. Despite the Directorate being established by a Diyan Vezier with professional background as a military officer, the AFI reformation in 1947. would be the first successful modernization effort of the contemporary Vezier-Ulema regime.

Compulsory military service was abolished in 1947. in favour of a minimal compact staff approach. Numbering a total of 470,000 soldiers, the AFI composition consists of over ~70% professional officers and under ~20% volunteers. Sharing 6.5% of government budget expenditure with the law enforcement, the finances have been strategically tunneled into comissioner-officer quality through Service Academies. The comparatively rigorous program includes a dual education approach to simultaneous NCO technical expertise with MOS physical durability.

As result of rigid specialization and standardization of the AFI, they provide the peace-keeping WF forces with above average participation service. In turn, participation in peace-keeping provides AFI soldiers with direct access to equipment which the Inetezi government does not provide the budget for operating, despite demanding expertise in engineering and utilization of said equipment during the Academy.

Secret Services

Established on 1811-10-05 by the "Royal Credential Letter #1-045-432", the Central Communion Intel or Шѐма Билѓѐ Мжќ, it represents the longest active Public-private entity within Inetez, having not changed its statutory law, "(Establishment of The Self Act)", since its inception.

It remains fully accountable only to the Grand Porta and their Superior (currently, the "Diyan Vezier") while partial accountability to its private investment fund is delegated to the financial management section. Speaking of which, the internal structure scheme of CCI is needlessly/purposefully convoluted.

Each "Team" (employees) answers to a particular "Section" (department/management). Upon inception, CCI had 4 Teams (Force Team 5, Contra, ManifestReality, Observation) within 2 Sections ("MIL-COM" and "EXE-SERVE"). Today, it employs 493 Teams under 114 Sections. Notably, the first 1837. expansion included "PolCoop", "SOCINT", "DOC-SEC" & "Financial Management Section". The only defunct Sections include "INCLUSION" (1871-1941), "EnFORCE" (1889-1939), "CABEL" (1911-1989), "SOCINT-External Section" (1914-1949) and "BIOCHEM-COLLAB" (1965-1998). The (first) 4/5 defunct Sections were, as their name suggests, created for colonial occupation management under the Republican regime.

"BIOCHEM-COLLAB" was merged into "EMA", during the first and only reorganization of internal CCI structure during 1997-2002, before which it employed 893 Teams and 341 Sections.

Education and Progress

Education and progress in Inetez refers to a closely intertwined schematic which includes: Education, Research, Culture, Youth and Foreign Aid. As such, the total joint percentage of government spending which these topics receive is 43.8%. However, this figure doesn't take in accounnt the budget categories of "Administration" and "Subsidies" whose finances also aid the category as a whole. Expanditure plans in Inetez are a topic on their own but in general it is both structured to be both stable-static and elastic-dynamic enough to adequately respond in case of unexpected financial oscilations. As such, 'in general, it is safe to assume that Inetez annually allocates ~30-50% of its spending budget to this category, which at face value may seem excessive. In reality, the schematic "Education Research Culture Youth Foreign Aid" (ERCYFA), includes within it numerous different and autonomous institutions within it. This autonomy is guaranteed in Chapter 1; points 2, 4, 5 and 7 in "Law of The State" and it was purposefully included as to let the ERCYFA be mostly self-managed.

The federal government involves itself insofar as to ensure regulations for international standardization, particularly for International Education Standards and International Patent Standards. It does this through the Open Inetez Council ({{IPA:Kretti trans.|"Куѕул ᲇ Аҫмак а Инетёӡи"}}). The {{IPA:"КАИ"}} or OIC is an executive agency of the Inetezi government, which in itself uses 29 total departments; 7 specialized departments and 22 regional departments (the latter number being prone to frequent change).

According to the OIC statistics from 2020 Dec 31, ~12 million children are enrolled in primary education annually. Cross-referencing this number with the number of newborns from 2015 Dec 31 which recorded a total of 12,239,000 births, it's safe to assume that Inetez currently has a 95-100% enrollment rate. Inetez uses a 5-stage system, calling each stage {{IPA:"Ишик"}}, closest translation being "The Light". What are usually called "subjects" aren't divided in Inetezi pre-university education, though they've been coined 'topic' by students and the teaching staff.

Age Regular 5-stage system Standardized Equivalent
3–5 "Preschool" N/A 0
5-10 "Primary education" (partial) "The Grammar Light" 1 (partial)
10–13 "Middle School" (partial) "The Logic Light" 1-2
13–16 N/A "The Rhetorical Light" 3
16-18 N/A "The Maturity Light" 3-4 (advanced)

Durng "The Grammar Light"', the teacher-per-student ratio must be maintained as high as possible, meaning that the student is being exposed to a dynamically changing teaching staff. Curriculum topics' are merely 3: "Containmentaries" (reading and writing), "Realrelationalities" (connecting terms to real-world objects) and "Manifestationaries" (sentence structure).

During "The Logic Light", a standardized approach of 1:50 teacher-per-student ratio seems to have become universal. Almost opposite from the previous stage, the teacher mustn't change. The 'topics' seem to build upon the previous ones, evolving into "Quantities" (basic arithmetic), "Axiomalities" (basic algebra), "Transistorities" (transistor operations) and "Abstractionalities" (basic binary operations). This stage is seen as the most demanding one.

During "The Rhetorical Light"', the usual subject-teacher structure is introduced. This is the only stage where the curriculum follows general subject standard, at least the most. However, 'topics (biology, chemistry, literature, applied graphical art, assembly computer languages, calculus and law) are still taught as uniformly, without dividing them.

Finally, "The Maturity Light", there is no teaching staff employed. The only subject/topic taught is "Geometricals", as it has not been studied at all in earlier stages. However, the entire field is taught through appliances. No standardized tests are taken for two years. At age 18, the student must notify the OIC on what particular application of "Geometricals" they wish to be tested on, 6 months prior to the pre-university education ending. A commission of teaching staff in front of which the student demonstrates and explains the final product which they created. This is more reminiscent of a university essay than standardized testing.

That is done purposefully. Final evaluation of the commission ends with recommendation on which degree the student should pursue. An additional 9 recommendations together with the main one must be provided. The student, noticeably, cannot fail this evaluation. The 5-stage system already grants Standardized Equivalent 3 certification of a "High school diploma" upon the end of "The Rhetorical Light". However, the students are not informed of this and it has become a common socio-cultural standard to keep this a secret from the student until enrollment into a university.
