Techganet (/tɛk.ɡə.ˈnɛt/ TEK-ɡə-net; Hieghilnis: /tjɛɪhɪɡənjɛt/), officially the United Federated Empire of Techganet (Hieghilnis: Sieimpırun Hadiefırtad Vieintuad Tiechihiganiet), is a country located in Cordilia and Keyli that consists of the territories of Bonaugure, Uaiekmist, and Lymnfrees. Its mainland and island territories lie about fifty degrees latitude south of the equator off the southern tip of Cordilia. Continental Techganet shares a land border with Nomayuki, alongside eastern and southern maritime borders with Esfalsa and Volaworand together with Lymnfrees respectively. Techganet's territories are enveloped in three separate littoral waters; the Cordilian Sea to the west, Transcrabrian Sea to the east and the Gulf of Good Omen located in between the mainland and Lymnfrees. The country's territories, besides Lymnfrees, are also composed of 30 states, of which 18 are on the mainland and 12 on the islands, as well as three federal districts.

Since 2018, Techganet has been a member of the Cross Pacific Space Cooperation, and a member of the World Forum since January 2020.

Etymology

The Austral name of Techganet is an australization of the native Hieghilnis name for the country, Tiechihiganiet, which is derived from two historical Hieghilnis words compounded into one, tiechihie meaning people and ganiet, meaning gleeful or genial, making up 'Gleeful People'.

Techganet also has a variety of other names, one among them being the "Red Star" for the abundant use of the colour red in the country and the common passion for astronomy. Another name given by ancient migrants is 'noChıdienun' (Austral: The End) possibly meaning that Techganet was the end of the journey for the migrating people.

The standard way of referring to the people of Techganet is Techanerean or Technerean in Austral and Tiechihiganietpun or Gielritunistieg (latter more suited to the race) in Hieghilnis.

Techganet makes use of a federal presidential constitutional monarchy system where a monarch, the head of state, co-exists alongside a president, the head of government. The President has executive powers vested in them by the Constitution. The monarch has "the right to be consulted, the right to encourage, and the right to warn".

The operations of government are bound by the supreme law of the constitution. The main institution that passes law, the Assembly of Techganet, is a bicameral legislature consisting of the Senate and the Stateshall. The legislature convenes at the Palace of Hachilopt, the capitol building, with the Stateshall meeting in the west wing and the Senate in the east wing of the capitol respectively. The seat of government is in the federal districts of Daheim, Digor Abiesun and Vishnick Fisiugt where all departments of state, embassies, consulates and other government buildings are located. Techganet features the system of devolved government, where executive power is delegated at the state level to state governments so that they are able to self-govern without much assistance or oversight from the central government. Although Lymnfrees is considered Techanerean territory, it still has the ability to be governed independent of the central government and has more freedom than state governments to do so.

The head of state is the Empress, a hereditary position that is equivalent to the head of the imperial family of Techganet and the Masurch of Techganet which commands the national religion of Ailmıs and holds the position of the commander-in-chief in all military institutions. The Monarch's role is largely ceremonial, but wields several important powers afforded to them by the constitution like vetoing or signing a bill into law, resolve deadlock votes by casting their ballot, and declaring a state of war or emergency on the advice of the President. The Monarch's official residence is the Ieainstun Dierwink in Digor Abiesun.

The head of government is the President, who is elected to serve a five-year term, is able to stand for a non-renewable, consecutive re-election and is given the power to exercise the executive power of the federal government as part of the Cabinet. The federal government is independent of the Assembly, and does not require the approval of the legislature to make policy decisions or exercise any executive power except for the drafting and implementation of the national budget and matters relating to the issuance and distribution of banknotes, coins and issues regarding other financial assets. The upper house of the Assembly is the Senate, which consist of Techanerean nobility who inherit the seats from their predecessors. The 100 members of this house correspond to political parties counterpart to those in the Stateshall, which represents the lower house of the Assembly, the members of which are chosen by direct election through mixed-member proportional representation. Stateshall representatives serve twice-renewable terms of 3 years.

Unlike countries where two political parties hold a duopoly over their legislature's seats, Techganet's political scene is diverse and sees differing political parties taking up seats and generating majorities election year after election year. This is due to the evolution and changing of the interests and issues of voters that occurs once every few years. This dynamic allows for all political parties to have a stake in determining legislature and keeping the ruling government in check.

A royal prerogative of mercy, more informally known as a royal pardon, is enshrined in the law as a power of the reigning Monarch and can only be issued by them or their appointed representative.

Techganet is known for having friendly yet stagnant relations with other countries, due to the lack of exposure from the government to the outside influences.

Military

Techganet's military, the Imperial Techanerean Armed Forces (ITAF), is made up of six components, the Imperial Army, Imperial Marines, Imperial Air Force, Imperial Navy, the Imperial Specialised Task Force (ISTF) and the Imperial Territorial Guard, the latter of which consists of the Imperial Coast Guard and Imperial Gendamerie at the the state and federal levels. The ITG is not considered as a military asset as it is classified as civil defence, but nonetheless is a part of the ITAF. The authority of the commander-in-chief of the military is vested in the Monarch, and all military operations are managed and overseen by the President, the Defence Secretary, presidential policy advisers that help to create military policy, Joint Chiefs of Staff and the Defence Committee. Legislation encompassing all aspects of the military are not allowed to be drawn or discussed in the Assembly, and must be instated and implemented by the incoming government in their electoral agenda, though that may change soon due to the possibility of a future national referendum.

Law

The Constitution is the supreme law of Techganet. The text of the Constitution is one of the legally binding sources of constitutional law in Techganet, the others being judicial interpretations of the Constitution, and certain other statutes. Non-binding sources are influences on constitutional law such as soft law, constitutional conventions, and public international law. The Judiciary, consisting of the three courts being the District and Magistrate courts, which oversee civil and criminal matters respectively in each state, and the more prestigious and important Supreme Imperial Court which is comprised of the Court of Appeal and High Court, is in charge of implementing, interpreting and applying the common law that is in practice in Techganet. On advice and recommendation from the President, the Monarch also wields the sole authority of appointing the Chief Justice, Judges of Appeal, Judicial Commissioners and High Court Judges in the Supreme Imperial Court.

The Imperial Bar is a governmental organization that oversees, maintains and represents the lawyer profession in the country and is the sole entity equipped with the ability to induct and admit certificate holders into the profession through examinations at the state level.

Jury trials were established in 2001 alongside capital punishment and the Code of Procedure was amended to require capital offences to be heard before a panel of judges in the Supreme Court when the newly-installed Faddchınor called for fairer determinations of verdicts in the courts. Able-bodied men who reach the age of 18 are legally obligated to serve exactly two years of military service named the Imperial Mandatory Military Service except if they are mentally or physically handicapped. Women of the same age are not obligated to serve but are encouraged to. The country does not employ the use of prisons or correctional facilities, and instead sends convicts and felons to rehabilitation centres for an indefinite amount of time.
