The Sekisei (Pelinese: 赤城), also known as Pelograd Citadel or archaically Chorpeska Citadel, is a walled governmental complex located in northeastern-central Pelograd, Pelinai. It is commonly used as a metonym for both the executive branch of the Pelinese federal government and the Pelinese monarchy due to the presence of the Executive House and the Royal Palace of Pelinai, which share the complex with several cathedrals, museums, and other buildings.

The Sekisei complex encompasses seven major buildings, several minor utility structures, a helipad, the grounds and associated monuments, and the enclosing walls.
Grounds and walls
The Sekisei is enclosed by walls arranged in a rough quadrilateral shape, along with a short internal dividing wall and 21 towers interspersed throughout the perimeter of the external wall. The wall and most towers are constructed from white quartzite with red brick architectural flourishes, while several of the towers are constructed entirely from brickwork; the architectural style used for both is eclectic, combining Gothic Revival style with Baroque. The average height of the walls is 8 meters, with some areas reaching up to 10 meters, while the towers range from 22 to 38 meters high.
Armory
The Sekisei Armory is a large 4-floor baroque structure, dating to 1722, in the open sector. It currently serves as the home building of the Sekisei Armory National Museum, a museum dedicated to housing cultural and natural treasures held by the Pelinese state and monarchy. It is notable for exhibiting the pre-1975 Pelinese regalia and those of Stelossia, Samara, Loshkaria, Yukisora, and Sevaria, as well as other monarchy-owned artifact collections such as the Pelinese Royal Numismatics Collection and the State Precious Mineral Fund.

The Sekisei State Building is a 4-floor Brutalist building intended to be used an office space by staff working at the Sekisei. It is the newest building in the complex, with a construction completion date of 1978, and is currently in service as a workspace and meeting area for non-security government workers of the executive branch.
