Efæn is a member of the Socialist Party of Eflad (SPE) and holds a doctorate in law. Following the 2008 election, Efæn became Minister of Finance in the technocratic government under Böhrer. In 2008, he briefly served as acting chairman of his party. He sought the SPE's chancellor candidacy in 2012, but lost in party elections to Erwitto Fircenza who went on to become the chancellor.

Early Life
He was born in 1962 in Dalheide. His father was a roofer in the larger Dalheide area. His mother was an industrial worker.
Education
He attended the Dalheide grammar school absolving his large Matura. He moved to Münnen (then Tehnograd) to study law after doing his military service from 1980 to 1981. He absolved his State accreditation in 1987. He worked as a junior professor under the professor for constitutional law, until he obtained his doctorate in 1992. His thesis discussed different constitutional principles and their creation.
