Doctor Yan (Chinese: 燕(-), born 14 August 1990) is a current Peony of Huawan and the Monarch of the Peonic Imperial Commonwealth and Cooperative States. Yan is also a physician-scientist, being the general surgeon and Oncologist of the Peonic Imperial Hospital. Yan is also a singer as well as a critically acclaimed fashion model, and fashion stylist.

Born in 1990 in XinYue to her predecessor, The Peony, Akane Yan and Lord-Professor Hikari Yan. Doctor Yan ascended to the position of Nǚwáng in 2015 after the royal crisis of 2015. Yan has been listed as one of the wealthiest monarchs in The South Pacific. Yan is one of the highest-paid models in the region and has been called a global fashion icon due to her frequent appearances on the red carpet, at movie premieres, diplomatic galas and at fashion shows. The Peony is also an avid train enthusiast and oncologist.

As a physician with the imperial hospital, Yan has served the Peonic public health sector in various capacities for more than 10 years. From 2013 to 2015 She has been deputy-director of the Peonic Royal Medical Research institution and has made contributions to lung cancer research and other oncological diseases, before stepping down from office in 2015. Since 2015, she currently serves as the General Surgeon in the Imperial Hospital and a Physician-Researcher under the Faculty of Medicine in Lotus University.

Throughout her reign, Yan has faced global sentiment and criticism of the Peonic imperial governance, particularly after the dissolution of political parties in Huawan, the Peonic expeditionary, and the establishment of the Eastern Government Nevertheless, support for the Royal Peonic Imperial Government in the Huawan has been and remains consistently high, as does her personal popularity.


Early life

Yan is born in the 14th of August 1990 to the reigning Empress, The Peony Akane Yan and Lord-Professor Hikari Yan in XinYue General Hospital. Doctor Yan was the youngest of three children, her oldest brother, Ryuunosuke Yan, was the crown prince of Huawan. Her grandparents had recently abdicated the Peonic throne, and The Peony, Lingxin Yan was the Empress Dowager.

Yan's childhood was reported to be well and happy and she enjoyed activities such as mountain climbing, reading, and gardening. She played with the children of the Imperial Council, particularly her milk sister, High Princess Rin Kagamine. Yan also spent most of her time riding the Lian Metro and Exploring the country through railroads, sparking a lifelong fascination with rail transportation and nature, which she attributed to her incredible interest in the field.

In July 2004, when the Peony was 14, she was sent along with her milk sister to Izaakia, Sedunn, Besern, Techganet and Stoinia for multiple homestays. She was reported to have a very positive experience, which she credited for her fluency in Austral and knowledge of Pacifican culture and ways of life. She was very close with her host family and would travel together often.

Yan was homeschooled in the Royal Palace along with her siblings since the age of four. When Yan was eleven years old she was enrolled in the prestigious Taiyang school system, where many of Huawan's elite families send their children. In senior high, Yan joined the cartographers club, the nature club and the trainspotter club. Yan finished top of her class in senior high school.

Yan also interned in the Lian Imperial Hospital for high school as an administrative officer before shadowing the attending. Yan was reported to be a highly gifted student, and she claimed the experience ignited her wishes to become a medical physician. She quoted the Qur'an's verse "to kill a man is to kill humanity, to save a man is to save humanity." She also credited her passion for health and medicine in order to do her best in caring for the royal family and the People of Huawan.

In 2012 Yan graduated a medical double degree between Lotus University and Southern Grovne University at the top 1% of her class, whilst studying she also performed her internship at Hai Lan General Hospital and the PRiM2 military health brigade as an attending.

Late 2012, Yan was automatically enrolled to take on a double degree masters program in Biomedicine and a minor in Medical Education in Lotus University, she graduated in 2014 with honors. Yan also took an internship for surgical sciences in 2012 and became a general surgeon in 2015.


In her masters she also took up a post as head of the Huawan Medical Student Union and Deputy of the South Pacific Medical Student Union. She attributed her passion in research and medical education from her position in various university organizations and committees.

Yan enrolled for a doctorate and a professorate in Lotus University with an expertise in Experimental Oncology and Biomedical Imaging. She still serves as a Biomedicine and Oncology lecturer in Lotus University. Yan is expected to attain her professorate early 2022.

Career

In her medical internship, Yan served in the Hai-Lan General Hospital and the PRiM2 military health brigade. Whilst studying for her masters she sought after a specialization in general surgery and became a general surgeon in 2015 for the Lian Imperial Hospital, the same place where she did her surgical internship. Yan currently works as a general surgeon and oncologist for the Lian Imperial Hospital with some other capacities and posts, including her own clinic in Lian.

Yan was also active in the Peonic medical research field since her entry into medicine, and from 2013 to 2015, she was given the position of deputy director of the exclusive Peonic Royal Medical Research Institution. She made extensive contributions to lung cancer research and other oncological diseases, she particularly has expertise in biomedical imaging and co-developed imaging technologies for microscopical image processing and fluorescence microscopy.

Yan is also a lecturer for Medical Sciences and Oncology in Lotus University and Hai Lan University, she is also a biomedical imaging lecturer in the Royal Academy of Sciences. Despite her current position as the head of state, The Peony remarks that her passion and activity towards medical research are "better than before and lesser than the morrow"

Fashion and High Life

Since Yan was 4 years old she had in some capacities become a model and child actress for TV shows and advertisements. This is due to much support from her mother, The Peony, Akane Yan, who herself was a critically acclaimed actress, singer and fashion stylist. In her foreign homestay, Yan had also taken some foreign contracts for runway modelling and advertisements.

The peak of her fashion is when she ran for the prestigious Hai Men Fashion Week and the Grovne Fashion Week in 2011. Which kickstarted Doctor Yan's prominence as a fashion model and one of the most sought after models in The South Pacific. She worked with Ella Fitzerald, a Bzerne Couturier. As well as Divenchy, Chafard, Valentina and Hu Fashion Forward. Ever since Yan is a common sight in South Pacifican fashion world. She is also famous in donating much of her proceeds from modelling to charity instead.

Yan was also a private stylist for the elites due to her connections in the fashion world. Her styling team caters to the region's elite, including people such as Pax Draconian Empress Hestia Drakar, Hammerstarian ex-High Paladin Dietrich Fillo Do Xeo, Sedunnic Queen Aenn Innienn, Bruuma's Papa Unclepear, Zollern Princess Karen of Ösnahausen, Frost Crown Princess Remilia Alice Firenze, Izaakian Empress Astrid Iceborn, and her own royal family. Yan expressed that being a stylist is promote the intricacies of the outer human body, and that fashion is an excellent homage to the brilliance of inner and outer beauty.


Although her capacity as a stylist was no longer present after her coronation in 2015, doctor Yan is still a model for various fashion magazines and is still a common sight for the Hai-Men fashion week. In 2021 Yan is dubbed one of the highest paid models in the region and in its 2021 edition, the Clock magazine dubbed her as one of the most "beautiful woman in the world".

The Peony of Huawan

In accordance to Peonic lineage and royal ancestry, Yan was not supposed to have claim to the position of The Peony and remain a princess of the empire. Her oldest brother, Ryuunosuke Yan, and her oldest sister, Shizuka Rowena (née Yan) was the crown prince and the crown princess, respectively. As such she was reportedly excused from the royal tutelage which was subjected to crown prince and the crown princess of Huawan.

In 2011 after the massive HIA 311 crash that killed the crown prince of Huawan, Ryuunosuke Yan, the oldest sister, Shizuka Rowena was next in line to inherit the Peocracy. However the untimely demise of the Empress Dowager Lingxin Yan in 2011, and the death of The Peony Akane Yan and Lord-Professor Hikari Yan in 2014 leaves the Peocracy without a head of state. The royal council enacted martial law until a new monarch was coronated, and that the Royal Premier, Lord-Admiral Zheng He, was to handle state matters.

Upon the approach towards Princess Shizuka Rowena and her coronation. A secret agreement was brokered between the princess and the government of Hammerstar. In the 2014 Winter address to the People's Council, Princess Shizuka unveiled that she refused The Peonic throne and that her dual citizenship as a Hammerstarian hinders her claim to the throne. Her subsequent departure in January 2015 meant that Yan was next in line for the throne. Yan was reportedly distraught by the entire event.

Although she accepted the throne, she was absent at her supposed coronation a month after her oldest sister rejected the title. The country was under the Royal Premier, Zheng He for a full year, until Yan came back to public light in the 2015 Spring Festivals as the unofficial monarch.

Yan was crowned The Peony of Huawan on the March 3rd 2015. She gave her first address in the extraordinary meeting of the Peonic Council. Afterwards, she appeared before the diplomatic corps, court, etc. in the Royal Palace where she gave a speech. Both the meeting and ceremony at the Royal Hall were broadcast live on television.

Following the ceremonies, she appeared on the balcony to acknowledge gathered crowds, and ended her speech with a promise that "We will do our best to ensure the welfare of the Peonic state and her interests, met."

Reign

When Yan ascended the throne, plans were already in place to increase further autonomy of the eastern government and the cooperatives, which will stabilize the overly centralized power balance in Huawan. Yan has advocated the increasing autonomy of the regions by reintroducing the administrator system to streamline legislation and communication from governors to prefectures. Her establishment of the Eastern government of Huawan is also an unprecedented move.

Yan's reign is also marked with increased communication towards other countries and the end of isolation towards international politics. Her staunch actions led to immense diplomatic relations with other states, including Huawan's role in the founding of the World Forum. In her current reign she has done more diplomatic visits than her mother and grandmother combined. She also introduced the "cooperative" initiative, in which Huawan could cater to client states to become a royal dependence of The Peocracy, with Huawan providing defence, international representation and further requested agreements made, each with varying powers. Her signature "Railway Diplomacy" is famous in the region, with Huawan attaining multiple railway contracts in the region and strengthening Peonic diplomatic relations with other nations.

Locally Yan is a strong advocate for environmental protection, healthcare for all, increased sustainable industrial investments and infrastructure development. She also has remarkably increased the defence budget of Huawan, more considerable than her predecessor. Yan has also advocated for increased agricultural and fishery reforms for sustainable food development in the nation.

Though in practice she was almost always the leader of the imperial government. Since the adoption of the current "ruler's edict", the Royal Peonic Imperial Government would undergo a 4 year mandatory review. An amendment by Yan in 2017 led to a 4 year mandatory neutral review of The Peony and her rule by the Imperial council of Huawan, which would apply to subsequent monarchs after her. This led to a monumental decrease of the Peonic monarch's absolute power in the Peocracy. Additionally, the amendment to the ruler's edict meant that bills proposed by the Imperial council do not need imperial stamp, but bills passed must need the royal assent from The Peony of Huawan.

Yan is the foremost representative of Huawan and pays state visits abroad and receives those to Huawan, she opens the annual session of the Imperial Council, chairs the Royal Council held during a change of Government, holds regular Information Councils with her cabinet and receives Letters of Credence of foreign ambassadors to Huawan and signs those of Huawan to foreign nations. Yan also holds the highest ranks in the three branches of the Peonic Military; this is due to the fact that she was the Supreme Commander-in-Chief and therefore she was given military command authority. Although she has relegated duties to the Imperial Chairman of the Joint Chiefs of Staff, Lord-Field Marshall Roland Young.

Although her reign was mired with continuous reforms of what is commonly seen as an archaic rule of law in Huawan, Yan also advocated the abolishment of official political parties in Huawan in 2017 which shocked the international community. Yan was cited that "our officers in the people's council and the royal council must take the needs of the people they represent in utmost priority, not the needs of a non-Peonic agenda or a political interest group that may harm the very people it serves." The move was seen as a similarity with Lingxin's amendment edict which postpones the political parties of Huawan from the attempted communist and capitalist revolutions in 1973.


Yan's reign also restricts further autonomy and civil liberties that may be enjoyed by most in The South Pacific. Primarily in regards to homosexual marriage and birthright citizenship. Although her proponents state that The Peony also enacted laws that forbids the discrimination of LGBTQA+ community, she was also reportedly hesitant to provide marriage rights as well. Furthermore, Yan has continued to ban birthright citizenship in Huawan, and reformed immigration laws pertaining to it.

Yan's increased expenditures for the government also worried economists and observers alike. Fearing that the plans for growth and progress in Huawan may be going too fast for comfort.

A young woman who was crowned the Empress due to various circumstances that affected her siblings, her family members are either ministers, governors, sailors and monarchs. Her mother was the monarch, and she has a certain wanting to match her mother's prowess and kindness towards the beautiful country but realizes that her passion of becoming a doctor greatly hampers it. She does not really like politics, and instead preferred medicine and welfare of the people, leaving state political matters to her ministers. She has a sharp mind, with an IQ of 220, and enjoys warm drinks. Though she looks a bit whimsical and immature, her true strength lies in her cool mind against stresses that are thrown at her.
