The '''Legislative Procedure Act''' was first proposed by Cormac in an effort to limit the location of where legislative procedures was held, wherein it was contained in both the Charter and a general law. Omega, a fellow legislator, suggested that it should be passed on a supermajority, and Sandaoguo opposed to including Assembly voting times in the Charter.
