Okay, so it doesn't really make sense to include Bong Load and Katland, who weren't part of the Coalition, but miss out New Ali/XYZ/Devonitians, who also weren't part of the Coalition. Especially when we are numbering the delegates - Amerion isn't really the 39th. He's neither the 39th de facto delegate or the 39th delegate of the Coalition. Were Bong Load + Katland included here intentionally as a kinda retroactive thing, or was it an oversight when they were first added to a list of legitimate delegates? I don't want to mess with it too much in case there's actually a good reason for it :P
