The Militsiya of Pelinai (Pelinese: ミリツィヤ, Miritsiya; Stelossian: Милиция) is the collective region-level police forces of Pelinai as organized under the State Department of Militsiya of the MVD (GOM-MVD). They are tasked with performing general law enforcement, emergency response, crime fighting, and social order tasks at the regional and local levels.

Organization

General overview

The general organizational structure of Pelinese militsiya is based on a divided administrative/operational control model similar to that utilized by the Pelinese Armed Forces. A federal-level subdivision of the Pelinese Ministry of Internal Affairs (MVD), the State Department of Militsiya of the MVD (GOM-MVD), possesses nominal control of all five regional militsiya organizations; this authority extends primarily to administrative control over matters such as setting of common minimum training standards, formulation of lists for approved equipment of forces, and promulgation of standards in order to ensure sufficient interoperability of forces with other federal regions and agencies. All administrative matters not resolved at the federal level are instead placed under the remit of each regional Department of Internal Affairs (OVD).
Funding for the militsiya formations is also hybrid in nature, incorporating both federal and region-provisioned budgetary contributions. Federal funding is normally provided for spending on particular expenses such as the establishment and maintenance of core department functions, while regional funding is typically free to be used for any legitimate purpose as directed by the appropriate regional OVD.

Operational control of militsiya activities, such as direction of patrols and command of units during crisis situations, is normally vested in the commanding officer of each prefecture-level militsiya department. In the event of widespread civil disorder, natural disaster, terrorist attack, or other large-scale and/or critical emergency situation, command of militsiya units may be temporarily transferred to regional- or federal-level militsiya staff officers, or to officers of other responding agencies in order to coordinate response efforts in accordance with the procedures of the Pelinese Incident Command Structure standard; examples of response forces which may integrate with militsiya in this manner include elements of the Royal Pelinese Civil Defense Force, the Federal Security Directorate, and the Royal Pelinese Homeland Guard. In instances where militsiya forces are redeployed across federal region lines to assist with an emergency situation, their operational command will be transferred to the receiving militsiya formation for the duration of the deployment.

Each regional militsiya operates under a common operational structure defined by the GOM-MVD to simplify cooperation and sharing of resources: this standard organization consists of the Patrol Department, the Traffic Department, the Criminal Investigations Department, the Maritime Department, the Administrative Department, the Druzhina Department, and the Special Officers Department. The Special Officers Department is further subdivided into Motorized Reserve of the Militsiya and the Special Response Forces of the Militsiya.

Regular departments

The regular departments of the militsiya include the Patrol, Traffic, Criminal Investigations, and Maritime Departments, which consist primarily of full-time professional officers. Personnel of the regular departments are the militsiya officers most commonly encountered by the general public in Pelinai and perform the majority of police tasks outside of extraordinary situations. The division of their responsibilities is as follows:

• Patrol Department - tasked with general public presence and response tasks, such as routine patrols, maintenance of public order, and responses to emergency calls. The Patrol Department also retains geographically organized watch officers responsible for maintaining public relations and handling low-level disturbances at the microdistrict level.
• Traffic Department - tasked with enforcement of traffic laws, inspection of automobiles, commercial trucks, and other on-road vehicles, traffic management, and highway patrol duties.
• Criminal Investigations Department - responsible for the investigation of crimes, the apprehension of suspects, and the preparation of cases for referral to prosecution authorities.
• Maritime Department - performs water police tasks such as water traffic enforcement, inspection of boats, response to crimes and emergency calls occurring on near-shore watercraft outside of Coast Guard jurisdiction, and the patrol of harbors and other maritime infrastructure.
• Administrative Department - handles general administrative, financial, basic training, and personnel management tasks. This department is also responsible with the day-to-day management and maintenance of facilities such as militsiya stations and jails.

Motorized Reserve

The Motorized Reserve of the Militsiya is an elite force operated by each regional militsiya for the purpose of responding to severe emergencies. Their primary purpose is the suppression of severe riots, civil unrest, or other widespread public disorder, where they provide a regional-level option for authorities to contain situations without resorting to the deployment of federal internal troops; other purposes include crowd control during large events, response to natural disasters, and quick response against terrorist attacks. Personnel may be assigned to the Motorized Reserve full-time; more commonly, they may work as regular patrolmen in other departments during time periods when it is not deployed.

The Motorized Reserve of each regional militsiya is organized into response battalions with the following structure. A total of 20 brigades with four response battalions each are in operation under the current militsiya organization, for an average of 16 battalions per federal region.

Special Response Forces

The Special Response Forces (abbr. SSRM) are dedicated police tactical units maintained by each regional militsiya and the GOM-MVD for crisis response, serving of arrest warrants for dangerous suspects, and other comparably high-risk situations. They are outfit with equipment and training broadly analogous to PWA infantry personnel, with specializations in close quarters combat, door breaching, and hostage rescue.

SSRM tactical response forces are subdivided into the specialization categories of incident response teams and maritime operations teams, with a further complement of critical action teams maintained under GOM-MVD control. Incident response teams fulfill the majority of SSRM deployments involving situations such as barricaded suspects and the serving of search and arrest warrants, while maritime operations teams perform tasks such as vessel boarding in support of militsiya maritime patrol forces; the majority of both formations are maintained by regional militsiya forces, with a small number of companies retained at the federal level. Critical action teams are more capable tactical units organized at the federal level as special forces for use in responding to hostage situations and major terrorist attacks.

Voluntary Druzhina

The Voluntary Druzhina, or the Druzhina of Voluntary Assistants to the Militsiya, is a civilian volunteer force operated by each regional militsiya. Members work as auxiliary police on a part-time basis and perform tasks such as assisting patrol and traffic militsiony, improving civilian-militsiya relations, working with district officers, and helping with the maintenance of public order in situations such as natural disasters and civil defense environments.
