World Forum Resolution 2 - Establishment of a membership procedure for the WF was making it possible for non-founding states to become members or observers of the World Forum. An application to an observer status is theoretically also possible for non-state entities such as regions, supranational organisations or NGOs.
Background
While Article III of the WF Charter laid out general guidelines on a member or observer status of nations joining the World Forum in the future, the participants of the Grovne Conference have not agreed on a formal procedure for states to achieve these statuses. In December 2017 the Federated States of Omega have put forth a motion on that matter under the title "A Resolution to establish a procedure by which states may become members of the World Forum in accordance with Article III.A of the Charter".
In the subsequent debate on the resolution draft, Gianatla's ambassador Strunk argued, the original draft did not take the "sense of this organisation in mind" by wanting the Assembly to discuss potential merits of a nation joining the World Forum. He also criticised an alleged discrimination of observer states.[1] The proposed changes from the Gianlucian delegate were adopted, albeit editorially changed by the ambassadors of Valkyria and Sedunn. Eventually the resolution was unanimously adopted by the Assembly.
It is important to note, that the resolution does not include any additional formal provisions for the suspension, expulsion or termination of a state or non-state entity from the Assembly. That was also pointed out by Sedunnic delegate Tavtid Lekmienn[2], but as of December 2021 did not lead to further discussions on that matter yet.
Summary
The resolution consists of four sections:
- Section A formulates the procedure by which a state can apply for membership
- Section B describes how such an application can be approved by the Assembly
- Section C lays out the procedure by which a state or non-state entity can apply for observership
- Section D describes how such an application can be approved by the Assembly
Provisions
Section A - Membership application procedure
- A state applying for membership (‘Applicant’) shall in a written application inform the Speaker of the Assembly of its interest in obtaining membership and commitment to ratify the Charter.
- After having received a letter of notification of initiation of the membership approval process from the Speaker of the Assembly, the Applicant may send an envoy to the Assembly to observe the further process.
Section B - Membership approval procedure
- After having sent the letter of notification of initiation of the approval process, the Speaker of the Assembly shall initiate the vote according to Article III.A on accession of the Applicant, which will be open for five (5) days.
- The Speaker of the Assembly shall notify the Applicant of the result.
- If approved and after having ratified the Charter and notifying the Speaker of the Assembly, the Applicant shall be granted membership.
Section C - Observer status application procedure
- A state or non-state entity applying for observer status (‘Observer Applicant’) shall in a written application inform the Speaker of the Assembly of its interest in obtaining observer status.
- After having received a letter of notification of initiation of the observer status approval process from the Speaker of the Assembly, the Observer Applicant may send an envoy to the Assembly to observe the further process.
Section D - Observer status approval procedure
- After having sent the letter of notification of initiation of the observer status approval process, the Speaker of the Assembly shall initiate the vote according to Article III.A on approving observer status of the Observer Applicant, which will be open for five (5) days.
- If approved, the Observer Applicant shall be granted observer status.
- The Speaker of the Assembly shall notify the Observer Applicant of the result.
