World Forum Resolution 6 - Leaders' Debates in the Assembly was a resolution, that implemented the opportunity for Pacifican heads of state and government to convene in the World Forum Assembly on a yearly basis in order to discuss the most pressing topics on the international stage directly and not through any representatives. As such this resolution can be seen as based on Art. I, Sec. B, No. 1 of the WF Charter, which ruled, that the World Forum shall act as a framework to facilitate multilateral discussions. After minor discussions on who shall have the right to speak during the Leaders' Debate and with which priority[1], the resolution was passed at the end of 2018 with an approval of 60%.
Summary
The resolution consists of three sections:
- Section A is the introductory clause
- Section B explains the purpose of the motion
- Section C rules how a Leaders' Debate shall be conducted
Provisions
Section A - Introduction
To foster greater interaction between state leaders, we hereby establish the Leaders Debate in the Assembly.
Section B - Purpose
The purpose of the Leaders Debate shall be to:
- identify the issues that each state is concerned about,
- allow for civil debate to occur between states on various issues, and
- find consensus solutions to the concerning issues of each state.
Section C - Regulations
- The Leaders Debate shall be held in the chamber of the Assembly at least once a year and scheduled by the Speaker of the Assembly.
- The Speaker of the Assembly and leaders of all member and observer states shall have the right to give an initial speech that is no longer than 1500 words in length.
- All member and observer states, including the state that gives the initial speech, are entitled to the right of reply twice for each initial speech, but replies must not be longer than 1000 words in length.
- For initial speeches, the order of precedence shall be as follows:
- Speaker of the Assembly
- Home state of the Speaker of the Assembly
- Member states, then observer states; which shall follow in this order:
- Ranking of state leader in one's government (primary discriminator)
- Heads of state and government take first priority
- Foreign ministers take second priority
- Other officials take third priority
- Date and time of submitting an application to give an initial speech (secondary discriminator)
- Ranking of state leader in one's government (primary discriminator)
- States that were unable to give a speech as scheduled may do so in the order they were supposed to do so.
- A final speech shall be given by the Speaker of the Assembly to provide a summary of the Leaders Debate.
- The Speaker of the Assembly shall be responsible for providing a schedule of the Leaders Debate.
