Main article: Central Bureaucracy Directive

The Central Bureaucracy Directive, or the CBD, is a system of data collection at the very heart of the Bureaucracy as a whole. The CBD governs the production, transfer, security, and destruction of data, and regulates the usage and accessibility of every bureaucratic production in the Alliance. The CBD is housed on a sprawling constellation of space stations orbiting the terrestrial moon of Alvira, and contains every single official documentations in the Alliance's history following the end of the Century of Horrors. The semi-sentient AI, CBD-Assist System or CAS / Cassandra, is the one in charge of the access to the CBD's archives, as well as to help guide billions of bureaucrats to follow regulations as prescribed by the CBD system.
The CBD is accessible to anywhere connected with micro-hyper data relays with at minimum Level 2 bureaucratic access key. Any kinds of official registration or governmental businesses has to have been logged into the CBD, and thus without access to it, no bureaucratic processes can continue without breaking protocols or even several laws.
Bureaucratic Hierarchy
Allied Officials, or more often refered to as 'Bureaucrats' is organized into a hierarchy to determine accessibility of data and authoritative flow. The lowest in the hierarchy is the Level 1 Officials, who work at the forefront of the Bureaucracy, handling all kinds of citizen services, such as citizenship registration, live or death certification, business licenses, tax exemptions, low-level permits, and most importantly, arranging Basic Welfare Access for Alliance citizens. Above them is the Level 2 Officials, who supervise the works of the Level 1 Officials, and also granted the authority to access the CBD. They also conduct higher-stake bureaucratic tasks, such as social and business inspections, patent approval and archiving, and budget appropriation to Level 1 offices. The level went on to Level 7, which is held by a single person, the Chair of the Institution of Memories.
All government officials, civilian and military, are also equated to the bureaucratic hierarchy. In some instances, higher-ranking bureaucrats can even order lower-ranking military or law-enforcement personels.
