The Federal Security Directorate (Karnetvorian: Федеральное Управление Безопасности) is the federal internal security agency of the Kingdom of Pelinai and the immediate successor agency to SMERKOM of the Pelinese Civil War era. Along with the Main Directorate of Military Intelligence and the Directorate of Foreign Intelligence, it functions as a central component of Pelinese intelligence and counterintelligence capabilities.

History

1983-1984 governmental reorganization

The process of forming a new, constitutional and legal counterintelligence organization began in the context of the 1983-1984 reformation of the Pelinese Provisional Government into a fully structured civilian government. As the reformation progressed and other wartime organizations such as the Pelinese White Army, which encompassed the entire Pelinese Armed Forces at the time, were scheduled to be heavily revised in structure and responsibilities, the counterintelligence agency SMERKOM also fell under consideration in November 1983 at the behest of then-Crown Prince Ishikandar IV. SMERKOM had by that point become strongly associated with the excesses of the White Terror, which had been perpetrated during the Pelinese Civil War, and its replacement by a new organization was deemed by the prince to be a necessary part of establishing a legitimate civilian government.

FUB replaces SMERKOM

SMERKOM as an entity legally ceased to exist on January 3, 1984, and was replaced by the newly formed Federal Security Directorate the same day. Approximately 40% of SMERKOM’s employees were transferred to the FUB, mostly administrative personnel and some experienced agents and officers deemed to have relatively clean records, along with most of its facilities, records and files, and other assets. King Ishikandar IV appointed former SMERKOM Major General Valeriy Koroleviko as the FUB’s first director in 1984.

Counterintelligence

Counterintelligence operations against foreign espionage efforts form a core part of the FUB’s sphere of responsibility; representative duties in this sector include the identification of foreign intelligence agents, protection of sensitive governmental, technical, and military information from theft and transfer abroad, suppression of attempts to disseminate sensitive technical or other information publicly, and the identification and arrest of illegal espionage agents. The Pelinese Ministry of internal affairs does not publish detailed statistics regarding counterintelligence operations, but a spokesman has previously stated publicly that approximately 250 foreign intelligence agents and informants are successfully prosecuted or removed from the country every year.

The Federal Security Directorate inherited most of its early counterintelligence capabilities and responsibilities from the preceding agency, SMERKOM, which it replaced. After the post-war contraction in size of the counterintelligence and military components of the Pelinese government, the FUB is estimated to have expanded significantly in size since 2015.

Counterterrorism

The role of counterterrorism in Pelinai is a joint responsibility between the internal troops of the Pelgvardiya and the the Federal Security Directorate; the FUB normally performs investigative, surveillance, and arrest functions, along with crisis response tasks using special forces in some cases.

Estimates given by the Pelinese Ministry of Internal Affairs state that the Federal Security Directorate typically prevents approximately 50 to 70 instances of terrorist activity per year, along with 3 to 5 “major acts of terrorism.” Counterterrorism operations executed by the FUB in Pelinai normally focus on communist terrorists and Belogoran loyalists, of which 14 groups are recognized by the Supreme Court of the Kingdom of Pelinai as terrorist organizations.

Surveillance

As an internal security and counterterrorism agency, the Federal Directorate of Security is responsible for most internal surveillance measures within Pelinai at the federal level; this includes Pelinese SIGINT programs, such as GLAZ and VESNA, as well as the FUB’s digital hacking department.
