Tsugunare (Pelinese: つぐなれ; Samaric: ܬܣܘܼܓܘܼܢܵܪܲܐ, Tsugunāra), is a major city in eastern Samara, Pelinai. It is a specially administrated federal city and is the largest urban area in the Samara Federal Region, with an estimated total of 11.5 million long-term residents within the Tsugunare city limits.
Tsugunare has remained a major city in Milayakh since the Iron Age, when it was made the capital of the expanding Neo-Samarahi Empire in 784 BC. It is now currently the largest city in the Kingdom of Pelinai by both population and land area, and possesses multiple nationally significant universities, cultural centers, and industrial areas.

Tsugunare possesses a humid subtropical climate, similar to the wider Milayakh and South Bailtemmic Plain regions. It has short, cool winters with roughly 25 nights yearly of below-freezing temperatures, along with sporadic snow and freezing precipitation, while summers are marked by high humidity, temperatures, and precipitation comparable to tropical rainforest climates like northern Sevaria. Precipitation is consistently high throughout the year, with an average of 1,340mm of yearly rain and snowfall.

The Tsugunare Museum of History is a major museum in the Belareka District of Tsugunare that specializes in the study and display of historical artifacts from cultures that have existed in and around the Marahu Delta and broader Milayakh region. Its largest collection of artifacts pertains to the Middle Samarahi and Neo-Samarahi states, while other significant artifacts in its inventory originate from the Phaloecians, Tolosans, Hunyars, Loshkars, Arcanian Livanans, and Stelossians. The largest technical museum in Pelinai is the Tsugunare State Museum of Technical Achievements. Its display collection includes a wide variety of examples and replicas of historically significant devices, such as early Pelinese heavier-than-air aircraft, vacuum tube based computers, and multiple sections of a DY-4 rocket of the type used to launch the first Pelinese satellite into space in 1998.
