The Bailtemmic Cooperation Organization, or the BCO, is a regional intergovernmental organization and economic union of 9 member states established to promote the shared development, prosperity, and wellbeing of nations on the continent of Bailtem.

The primary activities of the Bailtemmic Cooperation Organization include the facilitation of trade between member states, the establishment of bloc-wide regulations on product safety, finance, conduct of business, and other commercial matters, the planning and construction of electrical, transportation, and other infrastructure to connect member states, the joint planning of agricultural and other private sector subsidies implemented by member states, the harmonization of environmental protection standards, and the creation and promulgation of technical standards to establish the inter-operability of industrial and consumer products from different member states. It also works with the Bailtemmic Infrastructure Investment Bank and other regional and international financial institutions to fund infrastructure-based development, capital formation, and other economic growth programs for the benefit of the wider union. Other, non-economic functions of the BCO include the coordination of national law enforcement and security force efforts against international criminal and terrorist activities, the pooling of search and rescue resources, and disaster preparedness/response activities.

Objectives

The core objective of the Bailtemmic Cooperation Organization is to establish and sustain the shared economic prosperity and wellbeing of Bailtemmic nations through the facilitation of economic integration, policy coordination, and cooperation between governments in the name of shared interests. The organization adheres to a principle of minimal interference and limits its scope to non-military affairs that substantially affect other member states.

Membership

The Bailtemmic Cooperation Organization is composed primarily of full member states, which possess the right to participate in its governance and must adhere to all binding directives and legislation issued by it. Sovereign states may also choose to apply for classification as a Specially Designated Partner (SDP), which are non-member states that receive prioritization from the BCO for greater engagement in certain aspects of security cooperation, infrastructure, economic development, and other activities.

Observer states

Observer states of the Bailtemmic Cooperation Organization are non-member states that have been granted the ability to attend and speak at certain meetings and summits. It is the most limited type of formalized engagement with the BCO.

Economy

Common market

The core economic feature of the Bailtemmic Cooperation Organization is its common market for goods. While not a fully integrated market in areas such as movement of labor, the Unified Economic Zone of the BCO possesses tarriff-free trade, standardized business regulations in a wide variety of areas, and shared financial markets. Capital movement is also unrestricted in most instances, though mechanisms are retained for the implementation of capital controls by the BCO or member states in the event of a severe financial crisis.

A number of grant programs are operated by the BCO to distribute funding for economic and social development projects in member states in support of continental advancement, the largest of which are the Bailtemmic Cooperative Investment Funds. Grants provided for initiatives in education, healthcare, and sanitation are administered by the Bailtemmic Regional Development Fund, which distributes funding every three years; the primary applicants & recipients of BRDF grants are national and sub-national governments, followed by private non-profit organizations and other entities. A second grant program, the Bailtemmic Science Program, funds nonmilitary scientific research at Bailtemmic universities, while the Bailtemmic Rural and Agricultural Development Fund supports development and services in rural areas and the Bailtemmic Infrastructure Development Fund supports hard infrastructure. At its discretion, the Bailtemmic Commission may also award one-time grants to special projects deemed to possess significant public benefit commensurate with its expenses.

Security cooperation

Member states of the BCO coordinate on security matters through the BCO Office for Countering International Criminal and Terrorist Activity. Principal areas of cooperation include combatting organized crime, cross-border smuggling and trafficking activities, and piracy, as well as counterterrorism.

The Bailtemmic Cooperation Organization possesses observer status in the World Forum and regularly participates in meetings concerning topics such as the global economy, health, and environmental protection.
