The First Congressist of Anserisa (Anserisan: Primo Congressisto d'Anserisa) is the head of the Congress of the Republic, the General Representative is de facto the First Congressist.
The First Congressist is responsible for the agenda of the Congress.
It is the only high position in the government of Anserisa that has a dual role.
As a member of the National Convention, the term of First Congressist is of two years without term limits.
Origin
The origin of the role of First Congressist comes with the establishment of the Congress which was simply upon the first joint sitting of the two houses after a two-day debate, the role of First Congressist was determined to belong to the leader of the lower house, the National Convention, this was preserved within the Constitution of Anserisa adopted in 1815.
Powers and duties
The Constitution of Anserisa does mention the First Congressist specifically within Chapter 4[1], which is about the Congress of the Republic. As First Congressist, the powers and duties are to determine the agenda of the Congress and the right to establish a caucus of members. The Constitution makes it clear in Chapter 4 that the First Congressist is automatically the General Representative, the only high position which is attributed de facto to another member.
Selection process
Elected as General Representative, the First Congressist is generally the leader of the political party which elects the most Representatives at the general election. To be General Representative the leader must be an elected candidate in one of the electoral districts of Anserisa.
Political affiliation
The First Congressist is affiliated to a political party, since elected as General Representative, and generally the political affiliation is the same as the candidates to the office of President.
