General Representative
According to the Constitution,[1] the General Representative is responsible for the agenda of the Convention and can assemble into a caucus of members to establish the agenda. Normally, the General Representative will consult with the Principal Councillor to establish the common agenda of the two houses of Congress but when the two are members of opposing parties such collaboration is not necessarily followed.
Chair of the National Convention
The Chair of the National Convention is responsible for the application of the rules of the Convention. It is also the de facto Deputy-President of the Congress, along with the Acting-President of the Congress, the Speaker of the Council of Regions
Oppositor Representative
The Constitution provides for a Representative to become the Oppositor Representative with powers to establish a caucus of members and to submit motions of censures against the caucus of the General Representative.
Powers and functions
The Convention has powers to propose and adopt bills to be approved and adopted by the Council of Regions.
De facto all the Representatives are also members of the Congress of the Republic and thus can also execute those powers.
Envoys Building
The sittings of the Convention happen in the National Convention Building, a building that was build in 1995 because the other building used was getting too small. It is the same building that is housing the Congress of the Republic mostly because the chamber of the Council of Regions is too small to host all the Congressists. There have been demands by many to build a new building which would be able to hold both houses.
The Chamber of the National Convention is also used for the sittings of the Congress.
