The World Forum Representative of Anserisa (Anserisan: Représentativo d'Anserisa o Forumo Mondialo) is the head of the Anserisan World Forum Mission Coordination Administration, more commonly referred as the Anserisan Delegation to the World Forum.

The World Forum Representative is responsible for the expression of the wishes of the government on the international matters discussed over at the World Forum and its committees.

Origin

In 2018, following its reelection, President Columbo Septimum appointed Paulina Moussum as the head of the Department of External Affairs and the South Pacific, a former Councillor that had been an advocate of stronger ties with other nations and introduced bills notably to expand the powers of the Republican Commission to create and maintain ties with other nations which was previously rejected by the Congress of the Republic. This led to the application and the subsequent admission of Anserisa to the World Forum in March 2020.[2]

Powers and duties

The Anserisan World Forum Membership Act gives the power to the World Forum Representative to vote in the Assembly of the World Forum on the proposals, according to the wishes of the government and to submit proposals adopted by the government on the floor of the Assembly. The World Forum Representative is responsible to the Republican Commission and more importantly to the Department of External Affairs and the South Pacific and its responsible Commissioner.

The World Forum Representative can also be elected by the members of the World Forum to the position of Speaker or Deputy Speaker[3] The powers vested into the World Forum Representative are to conduct the votes in the World Forum and to declare the resolutions as adopted or not adopted, to review the submitted resolution and refer them to the Committees, to nominate a Deputy Speaker all while retaining their rights as a full voting member in the Assembly.

Selection process

The World Forum Representative is nominated by the President on the advice of the Republican Commission. It's nomination is subject to the approval of the Council of Regions.

Political affiliation

The World Forum Representative is normally affiliated with the political party leading in the Republican Commission.

Form of address

The government of Anserisa recognizes His/Her Excellency as the general form of address for the World Forum Representative, although it is not a formal requirement.

Speaker of the Assembly

The World Forum Representatives of Anserisa have been elected to the position of Speaker only once, in July 2020. Virginia Vogélium was elected on 5th July 2020 and became the 5th Speaker of the World Forum.[4]
