The Allied Nations of Alvira, commonly referred to as Alvira, is one of the several interstellar nations in the A1-0 Sector. The citizenship of Alvira comprised of predominantly Alviran Terrans, with the Valtorans coming in second by number. Alvira is organised under a Grand Council that oversees and leads the gargantuan Alviran bureaucracy. The Council is housed in the terrestrial moon of Alvira, orbiting the planet Alvader in the trinary star system of Abingdon. The Alliance's most populated and economically significant world however is the ecumenopolis world of Bloudia, located in the Nagkoningin System. Other major systems with significant Alviran presence include Ebbehout, location of the Valtoran homeworld of Valtor, Nuwe Hawe, and Eikehart. Most Alviran citizens live within the major core systems while the peripheral quadrants are predominantly settled in rural fashion and economically specialised to agriculture and extraction with small-scale industry.

History

Century of Exploration
The year 371 BBT marked the sudden appearance of a rogue asteroid V-121-E, swung from its orbit by the gravitational push of the three stars. The asteroid hit the northern hemisphere of Alvira, destroying an entire continent and bringing the planet into a debris winter. An alliance of nations was created to subdue this apocalyptic cataclysm, pushing for technological advancements to guarantee Alvirans survival. In 350 BBT, the winter was subdued and Alvirans developed rudimentary interstellar transportation.
The next 100 years saw Alvirans exploring the surrounding stars. In 342 BBT, Alvira founded its first permanent colony in the Nagkoningin System, calling the new settlement Bloudiamant, later shortened to Bloudia, referring to its blue-ish ecosystem. 60 more colonies were founded between 342 BBT to 300 BBT, and by the 250 BBT, Alviran explorers has mapped sectors and stars in the radius of 400 lightyears from Abingdon System. Between 250 BBT to 200 BBT, the population in these newly founded colonies doubled, and Alvira developed new habitation and even terraforming technologies. In 200 BBT, Bloudia passed Alvira as the most populated planet controlled by the Alvirans.

Century of Expansion
The first contact with a neighbouring spacefaring entity brought massive concern within the Alliance. The nation pushed for the creation of terrestrial and orbital stations in the direction of the Slavonyyans and Damseaarde to secure their territorial hold, and finally began to expand its armed vessels into a proper interstellar naval force. The nation also pushed for the expansion and colonisation program. The United Church sponsored a massive birth program, and the government allowed the use of cloning technology to support the population boom. Colonised planets nearer to Abingdon and Nagkoningin systems developed quicker and experienced a high level of industrialisation, while the farther planets were specialised to agricultural and resource extraction activities. By 100 BBT, the Allied States' overall population reached 10 trillion, and the planet Bloudia was finally enclosed within a global city - an ecumenopolis serving as the economic and industrial heart of the nation.
Astrography
Alvira’s territories are separated into 4 major quadrants for registry purposes, three peripherals and one core quadrant. There are between 300 - 600 inhabited systems within each of these quadrants. Alviran territories are boredered by the Slavonyyan Federation and the Damseaarde Federation.
Politics and Government
Grand Council

The Grand Council is the de-jure highest organ of governance in the Allied States. It initially consisted of the original 126 states that formed the Allied States in Alvira, but has since bloated to more than 2,000 members. The Grand Council is the highest law making and representative body in the Alliance, and has the overall executive and legislative power in Alvira. These representatives are factionalised into hundreds of factions, most grouped themselves into the five primary coalitions: the Coalition for Prosperity, United Church Coalition, Welfare Coalition, Conservative Wing, and the Allied Union Coalition. The Council is led by the Grand Herald, who acts as its primary speakers, adjudicating debates and enforcing council protocols. The Grand Herald also serves as the nominal Head of State of Alvira, as well as the nominal Commander-in-chief of the Alviran Military, only receiving this power after being given approval from the Council.
Principal Committee

The Principal Committee is an executive council, supposedly serving under the Grand Council. The Committee comprised 7 Rectors, each heading the 7 Allied Institutions of Alvira, the main composition of Alvira’s government and administration. For almost a hundred of years, the Committee has been the de-facto executive organ of the nation, as debates within the council have gone to stalemates more often than not. Each Rector has the privilege to announce Institutional Directive within each Institution, giving them a massive influence over the day-to-day administration and politics of the Alliance.
Allied Institutions

The Principal Institutions of Alvira function through billions of administrators and bureaucrats in a gargantuan and often excruciatingly complex ‘red-tape empire’. The Rectors, in the absence of a properly functioning legislative body, administer Alvira through Institutional Decrees, which are often authorised on an ad-hoc basis. To prevent directive clashes and jurisdictional problems, the bureaucrats often placed additional clauses and criterias, while also, in an ad-hoc fashion, creating lesser bureaucratic bodies to deal with directive and jurisdictional clashes. As a result, Alviran bureaucracy became bloated and rather corrupt. There are seven Principal Institutions of Alvira:

Sub-Governments

Alvira’s territories are separated into 4 major quadrants, three peripherals and one core quadrant. Each quadrants would've been separated further into System-Groups, and underneath them, System-Administration. For especially densely populated system, each planet, and even regions within the planets might be granted a local Terrestrial and Sub-Terrestrial Administration. System-Groups will be governed by an appointed Governor-General, together with an elected Council of Representatives and a Secondary Committee, the bureaucratic machine that runs the day-to-day governing of a System-Group. In similar fashion, incorporated System-Administration is led by a Governor-Major, or usually referred to as a System-Governor, an elected System-Council and bureaucrats within the Tertiary Committee. Unincorporated systems, systems that are uninhabited are directly managed by System-Group Administrations, or in special cases, the Central Government itself. Newly colonialised systems are put through a 'Transitionary Period' where a Governor-Major will be appointed by their respective Governor-General to manage the colony before a System-Council could be established. This 'Transitional Period' in principal is supposed to be temporary, but the vast majority of inhabited systems are governed this way for decades before public pressure caused by political failure would push for a democratic change.
The overlapping parallels and bureaucratic nature of the Sub-Governments made them highly inefficient and at times, very corrupt. At times, citizens would prefer requesting assistance from the military to overcome the bureaucratic burden that they need to went through just to solve their local problems.
States of the Alliance
Parallel to the Sub-Government hierarchy of the Allied States is the States themselves. To date, the original 126 founding states of Alvira existed, and was the main proprietor of expansion during the early years of the Centuries of Exploration. However, today, they held more-or-less cultural and registration significance for the populace. Within registrations, each Alviran citizens of the Alliance needs to be associated to certain states. In Alvira itself, they have completely lost all control of their former territories, and their local languages have been enmeshed into the greater Standardised Alviran or into a form of creole. However, states still have their old administration intact, mostly to supervise and advise the actual government of Alvira. States are also one of the biggest sponsor for exploration and colonisation efforts, and their members would be given priority to form new System or Terrestrial Administrations in newly colonised systems. States also held cultural and sometimes religious exhibitions, and try to preserve what little cultural distinctions that are still in existence.
Valtoran Feudal Hierarchy
Within Valtoran society, their Dynasties remained very powerful and influential. Valtoran expansion within the Alliance's territory is rigidly regulated by treaties, and deals made between Dynasties. As Valtorans are rather territorial and held more conservative believes than Alvirans in general, they kept systems colonised by them strictly for themselves, and directly answers to the Dynasty that established them. There are more than one thousand Dynasties within Valtoran's feudal hierarchy, but the highest and most influential ones, the Royal Dynasties, now only numbered 16. The old homeworld, Valtora, is respectively split in 16 ways, with regards to historical precedent and treaties. Alviran Sub-Government hierarchy is still in effect on Valtoran Systems, but only non-Valtoran citizens really adhered to this structure. The usual feudal hierarchy of Valtorans comprised of a Monarch of a Royal Dynasty, whom underneath serves the Dukes, and then the Counts, and finally the Barons. There are hundreds of exceptions to this hierarchy, depended on agreed feudal contracts and treaties, which cause further confusion amongst the citizens.

Institute for Infrastructure created massive hyper-relay networks in between the major core worlds and resource rich peripheral sectors. These networks are constructed and maintained by joint cooperation between the Institute and the engineering mega corporation, Marion Corp. These Hyper-relay Network allowed direct access of the Hyper network on orbital station rather than anchoring on a star's gravitational well, exponentially increasing travel time between worlds. However, tariffs are imposed to use these networks, making the usage of these relays dominated by the corporations that can afford to pay to use it. Government transit systems has direct access to utilise the Hyper-relay stations, and those who can't afford the tariff can just use the government's transit and distribution services.
Demographic
There are around 16 trillion citizens within Alvira, with Alvirans comprising the large majority of around 13.5 trillion, and the addition of the approximately 3 trillion Valtorans. There are approximately 2 trillion non-citizen residents within Alvira’s territory, predominantly living in Alvira’s core worlds, especially on the planet Bloudia. These high resident number is due to Alvira's lax and somewhat corrupt immigration process, allowing thousands of migrants from different species and languages to come to Alvira. Residents are not not accounted for in nationwide censuses. They also don't have democratic rights to vote. However, they are exempt from conscription and other civic duties that a citizen would need to do. These residents are also allowed to freely migrate between systems or leave, but have to undergo the process of becoming a resident all over again once they return.

Culture
Alvirans cultural heritage dominated the nation, brought and inspired by the natural positions of their home world of Alvira, a terrestrial moon of the ringed blue gas giant, Alvader, and Abingdon System’s three stars. This natural beauty features a lot in Alviran artistic, musical, and literature heritages, even sometimes dictating where colony ships will establish a new settlement. The Seven-Pointed-Stars, an artistic feature widely used across the nation, was popularised by the United Church, pointing to the holy Seven Tenets of Life. Conservative values ran deeply amongst the upper echelons of the society, however the lower working class are more pragmatic in their approaches to life. Alviran Terrans are rather cold toward strangers, rarely smile in public spaces and are pale in complexion, serving to bolster the cold and unfriendly persona of Alvirans. However, they held familial values closely, and are therefore are very loyal within relationships. This value however became one of the accused cultural values that fueled Alvira's bloated bureaucracy with nepotism and favour systems.
Clothing
Alvirans dressed modestly, rarely wear excessive jewelry outside necklaces or diadems with precious gems. Female Alvirans also wear tiaras on formal occasions. The Valtoran wear a similarly modest garments, especially those that already has colourful feathers. Outside of their colonies or designated habitation zones, they also wear harnesses and other mobility supporters integrated to their clothing, especially in planets with harsher gravity.
