The Commonwealth Of Empires, more commonly known as the COE, CoE, ComEmp or Coempirium, is a powerful Interstellar Multiclade Archailect MetaEmpire in Sector A1-0, founded in 20 ABT after the unification of the Galactyan Empire and the Common Republic Of Colestia, following the fragmentation of the Republic. The Commonwealth, being a Direct Archailectocracy, is ruled by the Pentavirate, a cluster of Fifth Toposophic Archailects based on a large number of processing megastructures such as Jupiter and Moon Brains, Dyson Swarm Nodes, Dyson Spheres, Matryoshka Brains and other smaller processing nodes spread out over tens of thousands of star systems. The Commonwealth is the largest, most populous and most diverse empire in the Sector, having more than 206 trillion citizens divided into hundreds of thousands of virtual and embodied, sapient and transapient clades, that coexist in more than 61300 star systems.

Astrography

The COE's territories are all located in the corewards and spinwards part of Sector A1-0, more commonly referred to by many nations as the Sector's "North-West". They cover approximately 25,520,170 cubic lightyears and contain 61310 Stars, most of whom have at least some orbital stations and habitats of various nature around them. A similar amount of planets and moons is also present within Coempireal territory, mostly being used for habitation, wildlife reserves and other such projects, while a small number of them are used for industrial manufacture and resource production, especially in the younger and less developed areas of the Commonwealth. Highly colonized and populated systems with expansive infrastructure concentrate in most of the Galactyan and Envari Volumes, and in a sphere of around 100 light years around Luxa Magna. Originally, the COE's territory contained trillions of asteroids and comets, mostly located within in Asteroid Belts and Oort Clouds, although their number has been steadily decreasing over the years due to most of them being collected for construction projects of various nature, such as megastructure construction projects, planetary and lunar colonization and surface or orbital infrastructure construction.

Territorial Divisions

The COE's territories are divided in three main "Volumes", known as the Galactyan, Colestian and Envari Volume.The Galactyan Volume corresponds to the entirety of the Galactyan Empire's territories; the Colestian Volume corresponds to most of the Republic Of Colestia's territories (with a large volume of space missing from this figure, claimed by the Empire Of Fallen Kinds); the Envari Volume corresponds to the part of the ex-Envari Core conquered by the Galactyan Empire during the Enver War (5-11 ABT). The Colestian and Envari Volume are contiguous, but are separated from the Galactyan Volume by 690 light years of foreign (albeit mostly allied) space. While initially travel through this separation had to happen through foreign territory, after 17 ABT the development of Wormhole technology allowed for the creation of the Capital Wormhole Tri-lane, the first network of Wormholes in the Commonwealth, connecting the COE's three capitals. The COE's Volumes are then further divided into 52 administrative subdivisions known as Regions. 20 of them are in the Galactyan Volume, 30 are in the Colestian Volume, and 2 are in the Envari Volume. Each Region is jointly administered by the various local governments and organizations present inside of it, all of whom have to report to the Pentavirate or their lower toposophic emissaries. The creation of a new Region generally follows astrographic features such as Star Clusters, Nebulae and Bok Globules.

Important Systems

The COE has three capital systems, Ourem, Luxa Magna and Hovrani, that act as the central wormhole Plexi of their corresponding volume, and are connected to one another by the Capital Wormhole Tri-lane. All three are the most heavily developed systems of their corresponding volumes, hosting populations in the trillions, large megastructures, and many ISO Nodes belonging to the Pentavirate's Archailects and other transapients.

Subpolities

The COE, as the name suggests, is entirely composed of many different polities, commonly referred to as "Subpolities", that all together number in the tens of thousands. The individual nature of Subpolities varies incredibly, and with it their society, culture, traditions and ideologies follow as well. Subpolities may act as "traditional" nations, others as close analogues to Megacorporations, Collective and Hive-Minds, and many more kinds of large-scale Associations of sapients and transapients. Some Godlings and Archailects are known to run their own Subpolities (such is the case for the Herrosaurian Archonate and the Rainbow Coalescence), but most continue to either become part of the polities as citizens, members or helpers, or to keep to themselves. Subpolities possess their own local governments and organizational structures, and most possess great regional autonomy within their own territories, being allowed to expand to uncolonized and unclaimed star systems, planets, and moons. Regardless of this, all Subpolities must follow the Core Laws and Values of the Commonwealth, both politically and culturally speaking. These values are aggressively enforced by the Pentavirate and their emissaries on non-conforming polities (a rare occurrence, but polities whose ideals involve non-equality have historical precedent). Subpolities are allowed to form alliances between one another, but are not allowed to form individual alliances with foreign powers. Diplomatic visits and the establishment of trade relations are however allowed, if found to be beneficial to the wider Commonwealth.

The side of Subpolities, like their nature, can also vary immensely: some Subpolities may be as small as single habitats and small megastructure, while others might cover dozens of star systems, with the few largest ones covering hundreds of them.

Environmental Hazards (Basic Hazard Rating Scale)

The hazard rating of the COE varies by polity and location: most worlds and habitats have a rating between 0.7 and 2, with some special locations in the COE having ratings even lower than that, with the three capital systems having a general hazard rating of 0. While exceptions do exist in regions of newest colonization and distance from the three Cores, there is no inhabited location having an hazard rating much higher than 3. Industrial Environments are the only ones possessing ratings higher than that, as they are not made to be safe for embodied sapients, who oversee their autonomous processes remotely. Still, Industrial Environments never reach ratings much higher than 6. Importantly though, there are certain off-limits locations that the Pentavirate has surrounded with restriction swarms that have hazard ratings of 7 or 8.

Government & Politics

The COE is a Direct Archailectocracy ruled by five S5 Great Archailects, collectively referred to as the Pentavirate. Though eir methods of carrying out eir control may vary widely, the tens of thousands of polities within the Commonwealth are strongly controlled by the Archailects, and nothing that occurs within them should be considered to be outside of their knowledge and agreement. Most of the time however the control of the Archailects is passive, leaving the various Subpolities a large amount of government autonomy.

Pentaviral Hierarchies

The Pentaviral Hierarchies, more commonly known as just "The Hierarchies", are a key component of the COE's government. Each Archailect of the Pentavirate acts as the head of their own subordinate Hierarchy which they can use to carry out their will, to streamline administration and control, or both. While the main purpose or operational ethos of each Hierarchy may different widely from the others, all Hierarchies share a common structure that follows the toposophic levels of the Baseline Friendly Scale, with Great Archailects (S5) at the top, and Low Transapients (S1) at the bottom.

Karheismas' Hierarchy

Karheismas' Hierarchy defends the COE from any external threat, as well as maintaining order between the COE's Subpolities, intervening if situations escalate outside friendly competition and to military conflict or sabotage. They are in charge of the Coempireal Armed Forces, handling the entirety of the COE's military production in 35 specialized and highly developed star systems, and also controlling all Coempireal Warships, Military Units, and all common surveillance and defense arrays. The Hierarchy also researches and develops all kinds of new weapons and military technologies, and works to improve already existing ones. They also use virchworlds to test out newly developed weapons, develop new military tactics, and to play out alternate scenarios. The levels of the Hierarchy are:

Nixhoeils' Hierarchy

Nixhoeils' Hierarchy looks after all natural garden worlds within the COE (such as Galactya, Silvalia, Enver, and many others), ensuring the stability of their biospheres, and defending them from outside threats, whether they be natural phenomena or sapient dangers. They create new embodied and virtual, subsapient, sapient and transapient species and clades, as well as modifying or creating offshoots of existing ones, and resurrecting those that went extinct. They create and look after many megastructures, habitats, virchworlds and engineered planets and moons, that are either used for habitation of both embodied and virtual Coempireal citizens, as special ril or virch reserves for subsapient species and clades, or both. The levels of the Hierarchy are:

Chezeqiel's Hierarchy

Chezeqiel's Hierarchy tends to the entirety of the Coempireal Wormhole Nexus' wormholes and weylforges, maintaining (or actually being) their support and stability systems, controlling traffic through wormhole mouths, creating new wormholes and expanding the public part of the Nexus to new systems. They are also responsible for many more works of metric engineering all throughout the COE, such as the largest Deep Well Industrial Zones, and Tipler Oracles and others. They research and develop new technologies and theories pertaining to all fields of metric and spacetime engineering, ranging from the optimization of weylforges and of the creation of singularities, to influencing time-dilation in localized areas, to studying new ways to interact with the brane. The levels of the Hierarchy are:

Aetnexum's Hierarchy

Aetnexum's Hierarchy organizes the entirety of the COE's foreign relations and policy. They administrate and handle all foreign embassies, oversee and regulate trading and immigration, work to maintain all treaty agreements, and constantly survey all political events and economic trends in the rest of the Sector. They also work inside the COE itself, mediating differences between Subpolities, regulating and overseeing the COE's internal market, making sure that Subpolities follow the Coempireal Constitution in terms of legal systems and resource distribution, and exerting memetic manipulation and control to tweak certain cultural and social characteristics of Subpolities and groups that are deemed not compatible with the COE's metaethics and metapsychology. The levels of the Hierarchy are:

Ilephnisom's Hierarchy

Ilephnisom's Hierarchy administrates the Coempireal Net (the COE's interstellar holonet), maintaining it's relay systems and data banks, moderating self-replicating advertisement memes, and eliminating any who are deemed too hazardous. They are the administrators, editors and reviewers of the Encyclopaedia Coempirealis, an encyclopedic collection providing an organized reference to the sum total of Coeampireal knowledge, that includes constantly updated and detailed maps, models and articles on each celestial body, system and structure ever explored, charted and observed by the COE: the hierarchy in fact handles all exploratory missions outside and inside the COE, and maintains and administrates the Eidoboros Array. The levels of the Hierarchy are:

Coempireal Constitution

The fundamental principles and legal basis of the COE are defined by the Coempireal constitution, known as the Principles Of Common Radiance, written by the Pentavirate during the Commonwealth's foundation in 20 ABT. The COE possesses a complex Civil Law system similarly based on comprehensive legal codes and pronouncements by the Pentavirate. This higher legal system is overlayed with lower, regional and local legal systems, that vary by subpolity, organization and culture.

International Astropolitics

The COE is an Industrial, Economic, Technological, Political and Military Superpower. The Commonwealth is Xenophilic, Expansionist and Interventionist, but only in economic and diplomatic matters, as the Pentavirate will generally refrain from involving the COE with any armed conflict that doesn't directly affect it, preferring to grow and expand their empire; inside the Commonwealth, this international attitude is known as Resplendent Isolation. Generally speaking the COE is peaceful, and prefers diplomacy and trade as methods to establish and grow it's power: however, it can become extremely aggressive if any of it's citizens, worlds or habitats are threatened or attacked by foreign or internal forces. The COE is not part of any supranational organization, although it does manage a complex net of individual trading and economic alliances with other foreign powers. After the beginning of the Commonwealth's period of Resplendent Isolation, most alliances that included any kind mutual-defense have been modified through diplomatic visits, but a few exceptions remain, like Alvira, Kalgyul and Ferristia.

The COE is perhaps one of if not the most exotic and peculiar "nation" in the Sector. It's sheer cultural, political and biological diversity is very foreign to most other nations, and even those who are themselves quite diverse are so in much smaller scale compared to the Commonwealth. Additionally, it being an Archailectocracy further complicates things, as many nations in the Sector shun sapient AI and do not have any transapients at all, much less ones as large as the fifth toposophic Great Archailects of the Pentavirate. Regardless of this, the COE still has positive ties to many other nations, and it's cultural and social values (much like the preceding Galactyan Empire) continue to spread through the stars.     Calerost's relations with the COE are weak to nonexistent, and what does still remain is saturated with disdain from both parties. Although the alliance between Calerost and the Galactyan Empire was one of the earliest and oldest alliances in the history of the Sector, lasting for more than three centuries, it was one born out of Calerostan necessity and fear, and was always riddled with diplomatic incidents, cultural misunderstandings and Calerostan discrimination that soured many on both sides. While during the Enver War relations between the two states had grown to be relatively better than they usually were, the foundation of the COE was a very drastic turning point: the Pentavirate decided to completely sever all of the diplomatic connections the COE had inherited from Galactya and Colestia, ceasing all trade, and closing direct immigration. This was done because the Pentavirate did not want a repetition of Galactyan-Colestian relations for the COE as well, and the frequent diplomatic incidents and near-constant discrimination that relations with Calerost would entail were seen as too much of an hassle for an alliance that made little sense anymore. In the current day, Calerost general perception of the COE is one of disgust and hatred: regardless of this, it’s policy for dealing with the COE is one of no direct interference, with political slandering being the most they are willing to do. However, it should be noted that there are some small but still existing fluxes of Calerostan immigrants that quietly enter the COE either through third party nations, such as the DCI or Ferristia, or through “underground” operations carried out by Subpolities such as the Kingdom Of Luinil.

National Calendar

The Coempireal Calendar is based on the Cotsworth Calendar, which is itself based on the ancient Terran Gregorian Calendar. The Coempireal Calendar starts with the foundation of the Galactyan Empire in 9698 BBT; each year is divided into 13 months, each month is 28 days long, and each day lasts 24 Standard Hours. An extra day is added at the end of every year, which doesn't belong to any month or week, bringing up the total to 365 days. On Leap Years however, that happen when a year's number is divisible by 4, but not if divisible by 100 unless also divisible by 400, there are 366 days.

Since the Coempireal Calendar was designed to be suitable for any Subpolity in the Coeampireal MetaEmpire, it's thirteen months were named after large categories of sapients, in order to properly represent any pre-existing or emerging culture and polity within the COE. In order, the months of the Calendar are named as follows:

As of 20 ABT, the Commonwealth Of Empires has a population of 157,148 trillion (∼76%) embodied and 49,666 trillion (∼24%) virtuals, bringing the total population count to 206,814 trillion sapients.

While a count of the total population is constantly maintained and updated in real time, a proper count of the COE's number of species is not possible, due to the widespread usage of personal augmentations, provolution of sub-sapient species, the creation of neogens and lazurogens, and virtuals not being bound by any biological or physical constraint: said processes are constantly fluctuating and increasing the number of existing species and clades, and the integration into the COE of new xenosapient species that are then subjected (in most cases) to these processes further increases the base from which new species can develop. Regardless of this, most estimates place the number of existing sapient and transapient species in the hundreds of thousands. Transapients

Out of the nearly 207 trillion beings residing within and associated with the COE, 4,137 trillion of them are transapients belonging to various toposophic levels, who all together represent approximately 2% of the COE's total population. Here can be found a breakdown with the known population numbers of each toposophic within the Commonwealth:

  • S5: the five members of the Pentavirate Great Archailect Cluster are the only S5s residing within Coempireal territory.

Welfare & Equality

The COE has some of the highest Galactic Development Index values throughout Sector A1-0. Said value varies by region, location and Subpolity, but generally never gets lower than 0.8 even in the outernmost worlds and habitats. In the Middle Regions, most have a GDI of 0.95 or higher, and in the three Cores many locations have incredibly high and utopian GDI values of 0.99 and 1. Quite different however is the situation for the Gini Coefficient, whose value can vary widely depending on the Subpolity's economic philosophy. Regardless of this, all citizens within the COE still enjoy utopian standards of living, and receive all of their basic needs, as per order of the Pentavirate.

Society & Culture

Metapsychology & Metaethics

While it can vary widely from one Subpolity to the other, when considered at large the COE's metapsychology tends to be experimental, explorative, contemplative and technophilic, with technological advancement and exploration rarely seen as a negative thing, cultivating and supporting the ascension of lower toposophics. It's also joyful, empathic, hedonist and idealistic, with genetic, toposophic and qualitative diversity and cooperation between all clades and species being considered founding pillars of civilization. Most importantly, it is also libertarian, celebrating personal identity, individuality, creativity, self-expression and self-development. The COE is supportive of sapient rights for all species, clades and toposophic levels regardless of origin, though the exact approach taken to support said rights varies by Subpolity.

Language

While a large number of languages, dialects, protocols and other methods of non-verbal communication (such as telepathic, pheromonal and direct link communication) are used throughout the COE's various Subpolities, systems and worlds, Cosmoempireal is the official language of the Commonwealth: created from a fusion of Standard Galactyan and Colestian Standard, Cosmoempireal is used for official communications, documents and public proclamations by the Pentavirate and their subordinate Hierarchies. Besides Cosmoempireal, Standard Galactyan, Colestian Standard and Envarian, together with their related dialects and variations, still continue to be widely spoken by many trillions of citizens, but are not recognized as national languages.

Infrastructure

Out of all the Empires and Nations located within Sector A1-0, the COE is probably the one with the highest amount of infrastructure built on and around it's stars and worlds: orbital megastructures hold a good percentage of the Commonwealth's embodied and virtual population, and it's industrial megastructures are unrivaled all throughout the Sector. The COE is also known for it's enormous and very ambitious construction process, and it's access to industrial-scale manufacturing of magmatter allows the Commonwealth and it's Subpolities to build some of the largest megastructures in the Sector.

Habitation

Surface large-scale infrastructure and megastructures such as Arcologies, Chandelier Cities, Aerostatic Habitats and others are widespread and present in a very large percentage of Coempireal Worlds. Orbital megastructures, such as O'Neill and McKendree Cylinders, Stanford Tori, Bernal Spheres, Bishop Rings, Dyson Trees and Diskworlds host a large portion of the embodied and digital population, and can be found in all Coempireal systems, even around stars that are not orbited by planets. Swarms and clusters of these habitats are common, especially in Lagrange Points and inside Bok Globules (in which case, they are known as Bok Swarms).Very large megastructures, like circumstellar Niven Clouds, Dyson Spheres, Bank's Orbitals, Topopoli and Rungworlds are present in the COE and especially in the three Cores, but they are very few in number and still sparsely populated.

Transportation

  • Land: Walkways and slidewalks, automated maglev pods, vacuum trains, and supersonic levitating shuttles, as well as more traditional networks of driveable roads, highways and high speed railroads.
  • Liquid: Sail boats, motorized ships and submarines of various size, submarine walkways, slidewalks, vacuum trains, roads and railroads.
  • Aerial: Supersonic levitating shuttles, vacuum dirigibles, aerostats, hot air baloons, helicopters and ornithopters.
  • Surface-To-Orbit: SpacePorts, geosynchronous cable elevators, tower elevators and shuttles.
  • Interplanetary: RFTL shuttles, relativistic ships, rotovators, slow speed mobile habitation megastructures.
  • Interstellar: space-time catapults, RFTL passenger cruise ships and freighters. Both passenger and cargo ships typically use either the Hyperlane Net and/or the Coempireal Wormhole Nexus.

Industrial

Coempireal Industrial Infrastructure consists mostly of a series of Dyson Swarms, Starlifting Arrays and large arrays of orbital refining, manufacture and production stations. In most systems, these structures work in tandem with one another: starlifting arrays provide the raw resources and the dyson swarms provide the necessary energy to the refining and manufacture arrays that refine and assemble the raw resources into construction materials. Dyson Swarms also provide energy to the rest of the colonies and settlements in their system, which are used by other sets of orbital production arrays that use the materials provided by the primary manufacture arrays to produce everything needed by each settlement. In the Cores and richest areas of the Middle Regions, Deep Well Industrial Zones are also common in systems and areas with a notable lack of heavier elements, such as stars with low metallicity, or clusters of very old stars.

Military Production Systems are powered by large multiple Dyson Swarm Arrays, typically concetric spheres and tori, that provide both materials and energy to the rest of the orbital production megastructures. These structures usually have very low to zero gravity environments for easier transportation in the inside and to the outside. Said structures include all kinds of orbital megastructures, such as O'Neill Cylinders, Stanford Tori, Bernal Spheres, McKendree Cylinders, Bishop Rings, Diskworlds and Mass-Stream Orbital Rings.

The COE has a Gross Domestic Product (GDP) of 12,352 Sextillion, expressed in Interstellar Credits (₹). The Commonwealth's economic structure is that of a Post-Scarcity Autotopia, in which the entire economic and industrial structure is handled by autonomous AIs with modosapient and transapient oversight. To achieve this, the COE uses a combination of bot workers, non-sapient AI and molecular nanotechnology, which allow for enormous efficiency and are capable of achieving an almost 100% efficient recycling of resources. The COE's current economic system employs both Basic Universal Income and Direct Social Provision to distribute resources to it's citizens; this common system then overlaps with the very diverse local economic systems that each Subpolity has.

Currency

The Sovereign (), previously known as Galyl, is the official currency of the COE's internal market. However, local currencies, or the lack thereof, are also quite common throughout the Commonwealth. Sovereigns are a mostly digital currency, although they can also be physical. Their physical form consists of a series of nano-stamped coins with different rounded shapes, with their value being indicated through a number displayed on both sides, as well as their color. The coin with the highest value, for example, is a multicolored, circular coin with engraved concentric stars and a radial prismatic coloration, numbering at 10'000 Sovereigns.

Military

The Coempireal Armed Forces (CAF) are the military of the COE. While they are the vastest and most powerful military organization and institution in the Commonwealth, they are not the only one, as most Subpolities do possess militaries and armed forces of their own. While these are mostly independent, the armed forces of any Subpolity can be called to become part of the CAF, especially in cases of emergency or need, although this remains a very rare occurrence. The COE spends about 2.8% of it's GDP on it's Armed Forces, whose ships, units, weapons and resources are fabricated en-masse in 35 enormously developed and massively defended star systems that are entirely dedicated to military production. 20 of them are in the Galactyan Volume, 13 in the Colestian Volume and 2 in the Envari Volume. However, many other systems, worlds and habitats have their own smaller military production arrays and facilities.

The Coempireal Armed Forces possess around 600'000 warships of various sizes and classes that can be deployed in an armed conflict. These warships are not manned, and are instead guided remotely by Karheismas' subordinate Hierarchy of transapients, or by Karheismas' herself. In addition to these ships, the CAF possess xxx Surface, Atmospheric, Space-Based and Multi-Environment combat units: said units are all pseudosapient and capable of carrying out campaigns and operations mostly on their own, although orders are still imparted by Karheismas' Hierarchy, or directly from Her. There are dozens of types of military units, that cover every kind of role required by a proper sub-orbital and orbital army.

Technology

The Commonwealth Of Empires is a High Energy Emission Civilization (HEEC), controlling and emitting much more energy than a hypothetical Kardaschev Type II civilisation, distributed over tens of thousands of stars.

Coempireal technology is perhaps one of the most advanced in the Sector, effectively surpassing even Drakari technology thanks to the initially gradual and then sudden fusion of the previously equally-advanced Galactyan and Colestian technologies. In most locations Hitech and Ultratech are widespread, with the closer a location is to the three Cores, the more advanced it will be. This is not to say however that Outer worlds and habitats don't have their own fair share of very advanced technology. Regardless of this, Middletech, Lotech and even Primtech (in more "extreme" cases) can be found anywhere from the center of the Cores to the outernmost of colonies, thanks to Lotech and Prim societies and individuals that deliberately choose to live in much less advanced environments. On the opposite side of the spectrum, Godtech can be found in a handful of places, in correspondence to the presence of the Pentavirate's S5 processing nodes.

Biotech, Syntech, Drytech and their nano-scale correspondants, as well as Infotech, are all present and widespread throughout Coempireal territories: depending by the Subpolity and nature of the location, certain technologies may outscale the others, technology types may be mixed together, or be purposefully kept separate. Coempireal technology doesn't typically utilize exotic materials, although Magmatter is currently facing a great increase in usage for megascale engineering projects, energy production, computational processors and other uses.
