The Principal Councillor of Anserisa (Anserisan: Consélaro Principalo d'Anserisa) is the head of the Council of Regions.

The Principal Councillor is responsible for the agenda of the Council of Regions.

As a member of the Council of Regions, the term of Principal Councillor is of six years without term limits.

Origin

The origin of the Principal Councillor dates from the Council of Envoys established by the Treaty of Envoys, it was however established on a rotation basis between the Envoys of the different counties. The powers of the Principal Envoy was normally to preside over the meetings of the Council and to sign the suggestions made to the counties. With the evolution of the Council, the role of the Principal Envoy was split in two with the Principal Councillor receiving the powers over the determination of the agenda, while the presidency of the sittings was given to the newly created position of Speaker of the Council.

Powers and duties

The Constitution of Anserisa does mention the Principal Councillor specifically within the Chapter 6[1], which is about the Council of Regions. As Principal Councillor, the powers and duties are to determine the agenda of the Council and the right to establish a caucus of members and to submit a motion of confidence.

Selection process

The Principal Councillor is generally the leader of the political party which elects the most Councillors at the general election. To be Principal Councillor the leader must be an elected candidate and thus is normally the first name on the submitted party-list.

Political affiliation

The Principal Councillor is affiliated to a political party and generally the political affiliation is the same as the candidates to the office of President.
