The November 2021 Local Council election was an on-site election held in the South Pacific from 5‒30 November 2021 to elect a new Local Council. The three seats up for election were contested by a record number of 19 nations (of which however one was disqualified and two withdrew before actual voting began, and another two after the elimination polls closed), causing the election to drag on for almost the whole month. Ultimately, Drystar, Canadian Dominion, and Apatosaurus emerged on top of the pack and were elected.
Background
Local Council elections are held regularly in the South Pacific, with all three seats up for election in the months of March, July, and November. The exact date for the election to commence isn't set in law; instead, the sitting Local Council can decide when the election is called, as long as the start of the nominations period falls into one of the aforesaid months. Local Councillors PenguinPies, Murelia, and Concrete Slab scheduled the election for November 5th, 2021.
Electoral System
The Local Council Elections Act stipulates that two principal rounds of voting will be held to determine the three winners; voters cast their single vote in each for their most-preferred candidate. In the first round, the candidate with the most votes wins (equating to a first-past-the-post, or, more generally, a single non-transferable vote system), and all other candidates move on to a second round, where the top-two candidates win (a two-winner SNTV system).
Due to NationStates poll restrictions, a single poll can only allow for 11 candidates and the Re-Open Nominations option at a time, so should there be more than 11 candidates running, elimination polls will be held, with the field of candidates split evenly between them, and voters casting a single vote in each, with the top-eleven candidates advancing to the main round. This effectively constitutes an 11-winner limited voting system, with each voter having as many votes as there are elimination polls.
The candidacy declarations period would last three days, followed by another three days of campaigning, after which the polls would open. Each poll would last three days, with one day of downtime in between each.[1]

This election constitutes the single longest Local Council election to date, with two elimination polls, one runoff elimination poll, and the two main polls, all of which lasting for three days with one-day pauses between each, amounting to a grand total of 19 days for the voting phase.
