The Registered Cossacks of the Kingdom of Pelinai are a Pelinese military organization that functions as the region-based military reserve component of the Pelinese White Army and the Royal Pelinese Air Force. The Registered Cossacks provide uniformed services support to federal regions in a variety of localized emergency situations as well as serve as a fully equipped and trained reserve force of the regular Pelinese military.

The Registered Cossacks are organized by the federal regions of Pelinai with both regional- and federal-provided funding; they are under the operational control of the regional executives during peacetime when not federalized by the federal government, while administrative control is exercised by the Directorate of Cossack Troops under the Pelinese Ministry of Defense. Peacetime activities of the Registered Cossacks include the assistance of civil defense forces during local natural disasters, the suppression of civil disorder, and the provision of security assistance to police during major events. In the event of military conflict, the Prime Minister of Pelinai may exercise the power to federalize the Registered Cossacks and place them under the operational command of the relevant branches of the Pelinese Armed Forces in order to provide them with additional forces: in such situations, deployed formations of the Registered Cossacks fight under military command as regular and non-regional reserve troops of the Pelinese Armed Forces do. Cossack troops that have been federalized may also be deployed in severe civil disorder situations through invocation of the Internal Security Act, in which case they act as in region-ordered deployments and/or in support of deployed internal troops of the Pelgvardiya.

The Registered Cossacks of the Kingdom of Pelinai trace their history back to the use of ethnic Loshkar cossack military forces during the early 19th century wars of Pelinese unification and up to the institution’s abolition in 1907. The cossack institution was later revived in Pelinai 74 years later, in 1984, in response to the need to provide a region-level military and security force to the newly created federal regions of Pelinai; this resulted in the creation of five new cossack hosts, including both the old Loshkarian and Samarahi Hosts as well as new Stelossian, Yukisoran, and Sevarian Hosts in regions where the historical institution was never widely established.

Modern implementation

The modern incarnation of the cossack institution in Pelinai was implemented as a consequence of the new federal governmental structure adopted by the postwar state. The Registered Cossacks were created in 1984 as a region-based military force that could maintain a reserve of high-quality troops to be mobilized for the broader Pelinese military in wartime: additionally, they were also expected to provide a locally-raised law enforcement option for use in medium-level civil unrest situations that were too severe to be handled by normal civilian law enforcement, but not severe enough to strictly require the usage of internal troops or other high-level federal security forces. Over time, the Cossacks also acquired new responsibilities in providing manpower assistance to civil defense and public health personnel during large-scale, regional natural disasters such as hurricanes.

Troops of the Registered Cossacks of the Kingdom of Pelinai may be federalized, placing them under the operational control of the Ministry of Defense in line with the regular military forces, under two separate laws. Article Five of the 1984 Act Authorizing the Organization of Cossack Troops allows for their federalization and subsequent use in conventional military conflicts at the discretion of the Prime Minister whenever Pelinai is placed in a declared state of war or other comparable military conflict scenario. Article 94 of the 1988 Act Concerning the Nature and Operation of Domestic Security Forces bars the use of federalized Cossack troops for internal security deployments unless the Internal Security Act is invoked by the Prime Minister, thus limiting such employments of federalized Cossacks to extraordinary, severe, and continuing disturbances to public order and security.

Organization

The Registered Cossacks of the Kingdom of Pelinai are organized into the categories of Cossack Ground Forces and Cossack Air Forces, which act as reserve elements of the Pelinese White Army and the Royal Pelinese Air Force, respectively. Both branches of service are organized under the administrative control of the Directorate of Cossack Troops, a directorate of the Pelinese Ministry of Defense, while operational control passes between regional governors and the Pelinese Minister of Defense when units are federalized or de-federalized.

Within the Directorate of Cossack Troops, formations are divided by federal region into Cossack Hosts. Each federal region, including Samara, Loshkaria, Yukisora, Stelossia, and Sevaria, possesses a Cossack Host, which is itself then divided into terrestrial and aerial warfare branches that then contain the operational formations.

Relationship with other uniformed services of Pelinai

As a regional military reserve component of the Pelinese Armed Forces, the Registered Cossacks of the Kingdom of Pelinai maintain close ties with the regular military and participate in military training exercises in order to ensure effective cooperation when Cossacks are federalized. Additionally, Cossack troops may also participate in training alongside or trade officers with other uniformed services and law enforcement agencies of Pelinai that they may operate with during domestic deployments: this includes the Pelgvardiya, the Commissioned Medical Service of the Ministry of Health, the Civil Defense Troops of the Ministry of Emergency Situations, and the Directorate of Customs, Immigration, and Border Security.
