In common usage, the word “drug” in the context of illicit substances typically refers to narcotics, hallucinogens, certain types of stimulants, and other comparable substances that may be consumed for recreational or performance-enhancing purposes. National and sub-national policies regarding the existence and degree of prohibition on the manufacture, distribution, and possession of drugs vary widely across the Sector.

Prohibitions by nation

Below is a table showing prohibitions on various commonly illicit or controlled substances by nation, including alcohol and other substances capable of affecting a sapient's system. For commonality purposes, degrees of prohibition are divided into six categories:

  •      Prohibited: prohibited in most or all cases.
  •      Restricted: prohibited in most or all cases, but only to specific groups of people, either subgroups of a species or multiple species themselves, for a variety of reasons.
  •      Controlled: partially legal, such as prohibition on recreational usage but not prescribed medical usage.
  •      Legal: legal or effectively legal in most or all cases, though possibly with usage or purchase restrictions based on age, location, or other criteria.
  •      Absent: due to levels of technological advancement, the lack of the required resources, or cultural, societal or biological reasons, the substance is not consumed, available or even known.
  •      Hedonic: created and/or produced and distributed by the nation itself or by groups within the nation, while also being fully accepted both socially and culturally. It is therefore more than legal, but age and location restrictions still apply in most cases.

While Engineered Drugs are by far the most widely used within the empire, all kinds of drugs and psychoactive chemical substances are used by one group or another. This is because Imperials are generally immune to the negative effects of even the most potent drugs, thanks to their nanotech medical systems, implants and specialized genetic augmentations. Engineered drugs are the most commonly used ones due to the fact that they are much more customizable in both the intended effect and its potency, and that they have no negative effects, meaning that personal medisystems aren't needed to consume them safely. This instead is only true for a handful of other substances, such as Cannabis, Alcohol and LSD. Drug design is an activity central to multiple groups within the empire, with virtual drugs having the richest tradition of designers thanks to the sheer scope of what they allow, as well as the diversity of their "consumers".
