Tarsis Vitruvia, born 2nd of August 1902, was a Livanan Army officer and politician who served as the 15th President of Livana between 1952 until his death in 1980. His 28 years in office was notorious for egregious violations of human rights, and severe oppression over all political oppositions under a brutal dictatorship regime that is now referred to as the Tarsis Regime. Vitruvia came into power after his mutiny against the loyalist army under President Hunters during the Livanan Civil War, replacing the deceased leader of the rebellion, Andreas Willington.

After the fall of Livonia and the death of President Hunters, Vitruvia was sworn in as the new President of Livana on the 5th of March 1952. He went on to create the Conservative Party after purging his former supporters within the Freedom Fighters faction (Libertatem Pugnatores) after an attempted coup in 1953. The Tarsis Regime went on to murder more than a thousand people, and imprisoned more than 5,000 until its end. Vitruvia presided over a temporary economic boom in the 60s and early 70s, however his economic policy was not sustainable, and eventually led to bankruptcy in 1979. His advanced age also caused health complications, which he received treatment for abroad, increasingly neglecting the growing partisanship within his regime.

The anarchy of 1980 eventually led to Vitruvia's supporters to turn against him, including his Vice President Amber Lyson and eventually to his arrest on January 1980. He was killed during the Livonia General Prison Fire on 10th of March 1980 while awaiting his trial.
