The Royal Pelinese Civil Defense Force is the armed service of the Pelinese Ministry of Emergency Situations, responsible for conducting civil defense and disaster response operations both within Pelinese territory and abroad. As a service under the MoES, its primary tasks include the raising and deployment of trained personnel, heavy equipment, SAR units, security forces, and other disaster response forces to assist regional and local personnel in responding to hurricanes, earthquakes, floods, volcanic events, CBRN events, and other disaster events. During military conflicts that Pelinai is a party to, the Civil Defense Force moves under control of the Ministry of Defense as an additional branch of the Pelinese Armed Forces and is additionally responsible for protecting the civilian population and important industrial assets from the effects of airstrikes and other military attacks.

Formations raised by the Royal Pelinese Civil Defense Force consist of a wide variety of specializations, primarily including civil defense engineers, medical personnel & field hospitals, search and rescue forces, CBRN response teams, search and rescue teams, material aid & supply transport forces, and area security forces. The RPCDF uses a system of task-organized battalions for most disaster events in order to tailor the equipment and capabilities of responding forces to the particular needs of the incident, though major incidents requiring an exceptionally significant response may receive an allocation of whole brigades or divisions instead.

Mission

The mission of the Royal Pelinese Civil Defense Force is outlined through three primary objectives, encompassing both its peacetime and wartime functions:

• The organization and preparation of all civil defense forces necessary for the effective insurance of the survival of the Pelinese national population and of critical infrastructure, industrial, and other assets during destructive events of natural, accidental, terrorist, or military natures.
• The preparation of personnel necessary to implement preparatory and mitigating measures against the effects of adverse events, such as the provision of civil defense training to the population and the preparation of effective response plans for possible future emergencies.
• The maintenance of formation, unit, and personnel readiness necessary for the rapid containment and liquidation of adverse events and their consequences, encompassing both natural and man-made events.

In addition to its core objectives, the Civil Defense Force also engages in other activities like the execution of disaster response operations abroad through its participation in the shared disaster response force of the Bailtemmic Cooperation Organization.

Organization

Branches

The Royal Pelinese Civil Defense Force is subdivided at an administrative level into a variety of branches organized by their general function. Operational units like battalion task forces regularly change their composition on a by-deployment basis to suit the expected situation, but will typically incorporate personnel from most of the services under the CDF in any given configuration.

CBRN response

The Royal Pelinese Civil Defense Force CBRN Forces are the RPCDF branch responsible for providing CBRN defense equipment and personnel to CDF units operating in hazardous environments. It additionally maintains the RPCDF Critical Incident Response Brigade as a quick reaction force specializing in the immediate containment and mitigation of both accidental and hostile-perpetrated CBRN incidents.

CBRN units of the RPCDF operate a variety of decontamination and reconnaissance equipment used to detect CBRN contamination and remove it from CDF materiel, including personal, vehicle-mounted, and semi-stationary systems; most equipment used is identical to models operated by CBRN defense troops of the PWA Special Troops. Due to the heightened risk of contact with armed & hostile personnel, troops of the Critical Incident Response Brigade are more militarized and possess training & individual equipment similar to that of CBRN-equipped motor rifle troops.

Civil defense engineers

The Civil Defense Engineer Forces of the Royal Pelinese Civil Defense Force are the branch responsible for tasks such as gap & river crossings, rubble clearing, road & railway repair, earthworks construction, and other similar activities. Because of their role in facilitating the passage of vehicles and supplies by removing obstacles and repairing transportation infrastructure, they are typically among the first units deployed in most disaster response operations.

Civil defense engineer units of the RPCDF utilize a wide variety of engineering vehicles & equipment. Its principal items of equipment include heavy construction vehicles such as bulldozers, military engineering vehicles, bridging vehicles such as assault bridges & pontoon bridge layers, and railway-laying vehicles. Engineering units also make use of some types of manually deployed crossing equipment, such as Bailey bridges.

Medical

The Medical Forces of the Royal Pelinese Civil Defense Force provide emergency medical treatment capabilities to RPCDF units operating in disaster areas, including both battalion aid stations, field hospitals, ambulances, and air medical units. RPCDF medical detachments specialize primarily in emergency medicine, battlefield medicine, and CBRN-related injuries.

Search and rescue

The Search and Rescue Service of the Royal Pelinese Civil Defense Force is the branch tasked with raising forces for SAR operations in disaster zones. RPCDF SAR units retain capabilities for operations by a variety of means, such as ground vehicles, watercraft, and aerial drones, as well as dedicated detachments for collapsed structure situations.

Principal items of equipment used by SAR forces of the RPCDF include light utility vehicles, trucks, and rubble clearing equipment. Specialized units also operate systems such as airboats, hovercraft, and repurposed ISTAR unmanned aerial vehicles.

Security

The Royal Pelinese Civil Defense Force Security Forces are the RPCDF branch responsible for performing internal security and law enforcement roles in disaster zones. They are tasked with protecting relief and assisting local police in maintaining order; during wartime operations, they also protect CDF personnel and civilians from attacks by hostile partisans, paratroopers, and other irregular forces.

Personnel of the RPCDF security forces use much of the same individual equipment as motor rifle troops of the Pelinese White Army. They do not operate most heavier systems such as artillery, but do receive transportation by LVM-281 military light utility vehicles, LPM-1 infantry mobility vehicles, and BTP-03 armored personnel carriers.

Relationships with other military and paramilitary entities of Pelinai

The Royal Pelinese Civil Defense Force possesses working relationships of various types with many other government and government-adjacent organizations. It frequently receives personnel augmentation from regional Registered Cossack units during disaster response operations, as well as from other entities like internal troops of the Homeland Guard in particularly severe situations. It also works with a variety of MoES-affiliated volunteer organizations to raise national resilience to adverse events by training factory workers and other civilians in basic first aid, disaster response, and civil defense procedures.
