The General Staff of the Armed Forces of the Kingdom of Pelinai (Pelinese: ペリナイ王国軍参謀本部, Perinai Ōkoku Sanbō Honbu; Stelossian: Генеральный Штаб Вооруженных Сил Пелинской Королевстве, General’nyy Shtab Vooruzhonykh Sil Pelinskoy Korolevstve), also known informally as the Pelinese General Staff, the Genshtab, or the GSh VS KP, is the general staff and highest military administrative structure of the Pelinese Armed Forces. It is the central management, organizational, and operational-strategic planning entity of the armed forces, responsible for long-term capabilities development, creation of operational-strategic level military doctrine, coordination of mobilization resources, formulation of military plans, operation of military education institutions for higher military officers, and the operation of the military intelligence service.
The GSh VS KP is led by the Chief of General Staff, whose office oversees all activities of the General Staff; the post is normally held by a former Director of the Main Directorate of Operations. A deputy Chief of General Staff assists the Chief of General Staff in management of day-to-day operations. Both posts are appointed by the Prime Minister.
History
The current iteration of the Pelinese general staff was formed in 1979 following the White Revolution, with predecessors in both the General Staff of the Belogoran People’s Army and the pre-1975 Pelinese general staff. During this time it functioned as the main military representative body of the Pelinese White Army and the executive component of the Supreme High Command, with the Directorate of Military Operations above it fulfilling primarily administrative tasks such as managing material support for the White Army, directing the mobilization of personnel, and coordinating military support activities with other components of the Provisional Government. Its primary responsibility was to translate the strategic directives of the Supreme High Command into military plans and direct the armed forces in the execution of such directives.
Following the conclusion of the Pelinese Civil War and the need to restructure the Pelinese Provisional Government and the military for the organizational requirements of an established state, the General Staff was included in the scope of the 1983-1984 Pelinese military reform. Under the military reform, operational control of the new High Commands of Forces was reassigned from the General Staff to the newly created Minister of Defense position and the General Staff was re-tasked with strategic planning, long-term capabilities development, and organization of the conscription/mobilization apparatus.
Tasks
Primary tasks assigned to the Pelinese General Staff include:
- The advancement of military science and theory of the Pelinese Armed Forces, evaluation of the current and future character of war and other military activities, and identification of the social-political-technical characteristics that define current and future war;
- The strategic evaluation of current or possible adversary nations, their military capabilities, and their relevant strategic/military doctrines, and the publication of materials detailing these evaluations:
- The development and dissemination of the operational-strategic military doctrine, or operational art, to be employed by the Pelinese Armed Forces;
- The development of military plans, including strategic deterrence plans, contingency plans for military conflicts, attack plans, and other similar entities;
- The evaluation of the organization and structure of the Armed Forces, and the issuance of recommendations to the Prime Minister and Minister of Defense concerning such organization and structure;
- The operation of certain military educational institutions for officers and contract NCOs of the Pelinese Armed Forces, the development of the curriculum utilized by them, and the selection & training of officers for military staff assignments;
- The identification of system capabilities to be required now or in the future by the Pelinese Armed Forces; the issuance of directives for the creation, modification, and/or abolition of organizational structures, training, and/or procedures to obtain immaterial capabilities required for the Armed Forces; and the initiation, supervision, and oversight of military procurement initiatives assigned to the Material-Technical Support Service to obtain material capabilities required for the Armed Forces;
- The supervision of technical research and development programs undertaken by or on behalf of the Pelinese Armed Forces or the Ministry of Defense, and the issuance of recommendations concerning research areas to be pursued by military-technical research entities of the Material-Technical Support Service;
- The operation and oversight of the military intelligence service and its associated forces, including the operational control of all associated special operations forces not delegated to High Commands of Forces;
- The development of the high-level communications and command and control (C2) systems and procedures to be employed by the Armed Forces, including the operation of the National Security Command Center, as well as coordination of the development of communications and C2 systems employed by operational-strategic level formations of the Armed Forces;
- The provision of strategic-level combat service support (CSS) planning for the Armed Forces, including the determination of reserve materiel and strategic resources to be held in stockpile, the administrative oversight of military districts, and the organization and administration of national service;
- The maintenance and regular confirmation of the readiness of the Armed Forces;
- The oversight of the conversion of the Armed Forces to its wartime structure when ordered by the Prime Minister, including the transfer of C2 chains to the Ministry of Defense, the reorganization of units and formations to initial wartime configurations, and the movement of mobilized personnel to cadre units;
- The creation and dissemination of cartographic, oceanographic, and related works required for use by the Armed Forces;
- The creation and issuance of certain reports on the structure, capabilities, disposition, operational planning activities, and other characteristics of the Pelinese Armed Forces and foreign militaries as directed by the Minister of Defense or the Pelinese State Parliament;
