The Royal Pelinese Homeland Guard (Pelinese: ペリナイ州兵, Perinai Shūhei) is the internal security branch of the Pelinese Armed Forces, responsible for performing counterterrorism, riot control, disaster response, border control duties, and maritime security, as well as performing auxiliary support and rear area security operations during wartime.

The RPHG administers Pelinai’s internal troops, border troops, coast guard, federal-level riot control personnel, quick reaction forces, facility protection forces, and other associated security forces. Unlike other branches of the Pelinese Armed Forces, the Homeland Guard is normally placed under the administration of the Ministry of Internal Affairs and is only transferred to MoD control during military conflicts.

Mission

The core mission of the Royal Pelinese Homeland Guard is the protection of the Pelinese people, the prevailing public order, and the constitutional authority of the Pelinese state within the territory of the Kingdom of Pelinai. This is subdivided into distinct tasks as follows:

• Suppression of civil disorder and insurgency
• Support to Militsiya and other applicable responding forces in extraordinary situations
• Rear area protection of armed forces
• Response to terror attacks, hostage situations, and other applicable situations
• Enforcement and patrol of Pelinese terrestrial and maritime borders
• Enforcement of Pelinese exclusive economic zones and maritime law
• Interdiction of unlawful traffic across Pelinese borders
• Security of certain federal facilities
• Security of port facilities
• Provision of maritime search and rescue capabilities
• Construction and maintenance of maritime aids to navigation
• Management of the Pelinese national ship registry

Pelgvardiya

The Pelinese National Guard, or the Pelgvardiya, is the internally oriented security service under the Royal Pelinese Homeland Guard. It is tasked with duties in the areas of riot & civil disorder suppression, aid to Militsiya forces in crisis situations, security of federal facilities and sensitive locations not under the purview of other force protection personnel, counterterrorism, and counterinsurgency operations; in times of military conflict, troops of the Pelgvardiya may also perform anti-partisan warfare, rear area security, and anti-infiltration tasks in support of other branches of the Pelinese Armed Forces.

Combat troops of the Pelgvardiya consist of 8 divisions of internal troops (3 active and 5 reservist) and an undisclosed number of quick reaction force personnel in 8 special response battalions. An additional ~14,000 facility security personnel are employed under the Non-Departmental Security Service.

Royal Pelinese Border Service

The Royal Pelinese Border Service is the external security component of the Royal Pelinese Homeland Guard, responsible for terrestrial and maritime border control, prevention of cross-border trafficking, administration of border checkpoints, defense of border integrity, and performance of coast guard duties; it incorporates both the Border Troops of Pelinai and the Royal Pelinese Coast Guard. It was established in early 1984 as a new service alongside the Pelgvardiya in order to replace Militsiya forces which were previously assigned to guard the land borders of the PPG-controlled zone of Pelinai and prevent desertion.

The Border Troops of Pelinai is the service responsible for terrestrial border control, border security, and checkpoint administration: it consists of 13 brigades of border defense troops, 2 training brigades, 4 helicopter flights, 4 UAS flights, and supporting construction, signals, special response, headquarters, material support, and other units.

The Royal Pelinese Coast Guard is the service that performs maritime security and law enforcement, EEZ enforcement, anti-smuggling and anti-piracy, maritime search and rescue, and the construction and maintenance of sea marks, lighthouses, and other aids to maritime navigation. It also handles functions such as vessel inspections, enforcement of ship safety regulations, and the administration of the Pelinese ship registry. It operates a fleet of 239 cutters, patrol craft, and auxiliary vessels, supported by maritime patrol aircraft, unmanned aerial systems, and utility helicopters.

Relationships with other security forces of Pelinai

The Royal Pelinese Homeland Guard and its subsidiary entities maintain cooperative relationships with multiple other law enforcement and security forces of Pelinai, especially regional Militsiya agencies, the Federal Police Directorate, and the Special Police Directorate. Units of the Pelgvardiya Internal Troops also frequently train for interoperability with both Motorized Reserve units and the Registered Cossacks due to partially overlapping duties in anti-riot and civil unrest response operations.

During disaster response operations, elements of the RPHG may be deployed to assist responding authorities at the request of the regional governor. Normal tasks performed during such deployments include the maintenance of public order and assistance to local militsiya officers, the provision of assistance to search and rescue operations, and the securing of shelters, aid distribution centers, and other relevant locations.
