Livana (Livanan pronunciation: [li.vaa.nuh]), officially the Confederacy of Livana (Livanan: Coniuratio Livana, Livanan pronunciation: [ko.nyu.ra.tyo li.vaa.nuh]) is a small island nation of around 6 million people located in the South Pacific region. It is situated east of Mauquibie on the northern shores of the Mediterranean Sea. It shares sea borders with Somurias to the north, Insulae Libertatis and the Ubesii to the southeast. Livana is famous for its Mediterranean shores, exclusive winery, and the world renowned Livanan Marina.

Livana consisted of three landmasses; Liv Island which is the largest, Cinis Island, and Aften Island. Most of the 6 million citizens of the nation reside in Liv Island, including the capital and largest city of Livana, Livonia. Liv Island is dominated with farmlands, especially in the Northern Liv and industrial centers in cities such as Arcana and Canna. The Cinis Island is dominated with mining facilities and refineries, centered around the city of Varana. In total, Livana covers the area of about 11,574 square kilometers.

Livana is a confederacy of three states; Republic of Southern Liv, State of Northern Liv, and Union of Cinis. The Confederacy was formed following the fall of monarchies throughout the isles in the early 19th century. The fall of the Theocracy of Livonia, the Kingdom of Canna and the Kingdom of Arcana during the Years of Insurrection brought democracy and rule of law to the isles. Local polities that had risen up from the former monarchies amalgamate into the Republic of Livana after the signing of the Article of Confederation in 26 September 1848. Democracy in Livana continues uninterrupted until the mid-20th century when a corruption scandal involving the majority of the government called the Vizier Scandal was uncovered. Livana filed for bankruptcy in late 1950, and experienced a 9 month long civil war in 1951. The civil war led to the rise of the Tarsis Regime led by Colonel Tarsis Vitruvia. The Tarsis Regime ruled over Livana with an iron fist, restricting public freedom and suppressing the press. A brief economic boom ensued during the Tarsis Regime, however, Livana then fell into yet another bankruptcy in 1979, and living conditions declined. This led to the downfall and subsequent death of Tarsis in 1980. The new Livanan Constitution of 1983 was approved after a brief period of emergency government. The Reformation Era ensued the fall of Tarsis, restoring living condition and prosperity to Livana. However, Livana is still burdened by debts, and political cohesion in Livana, mired by squabbles and rivalry dating back to the Civil War has made Livana's political atmosphere tense and turbulent.

Today, Livana is a semi-presidential federal republic based on the Constitution of 1983. The President shares power with the Prime Minister and the Parliament of Livana, overruling the former Republic of Livana which was an exclusively a presidential republic. Checks and balances is preserved and since the fall of Colonel Tarsis, the military is sidelined from political affairs.

Etymology

Livana, in Livanan language means literally 'the land of Livs'. The term 'Liv' has no clear origins, but are speculated to be derived from Livanan word for fertile which is 'luvi'. 'Liv' is also the name Livanan gave to the main island in Livana, Liv Island. This strengthen the theory that 'Liv' means fertile condition, reffering to the island.

History

Pre-Historical Migration

Livanan are descended from migratory nomadic tribes which arrived in Livana in late 3000 bce. These nomadic tribes settled primarily in coastal areas, as evidences of fishing villages and coastal communities are abundant. The early religious pantheon of nomadic Livanan is oceanic, and many religious relics are still being found throughout Livana's coasts.

First Polities

First civilization in Livana dated back to 1500 bce through analysis of ruins in Southern Liv. The so-called pre-Austral Livanan society exists uninterrupted into the 12th century ce. This civilization boasted a marine lifelihood where many aspects of Livanan life surrounded the life of a fishermen. Polities in the form of city-states and enlightened tribes was trading with each other, establishing the earliest road network in the isles. These polities centered on the ancient city of Hiron, which now is a heritage site 10 miles outside Livonia. The civilization engaged in technological sharing, and during the 8th century, began to receive foreign influences from the mainland. Foreign arts and cultures amalgamated with local heritages and were transformed into the precursor of modern Livanan society.

The biggest technological achievement throughout this era was the irrigation system, which developed through the 4th century ce. Established irrigation systems led to centralised leadership in various corners of Livana, where local strongmen began to use advisors to administrate their subjetcs and started to call for the locals to take up arms and defend their land. By the 6th century, petty kingdoms and rich city-states appeared and were either rivaling or trading with each other. The biggest of these polities was ancient Hiron, which evidently went on numerous conquest through southeastern Liv, and engaged in trade with the mainland as well as the polities in Cinis. Hiron reached its golden age between 7th and 8th century, when the city was led by the semi-mythical King Argone 'The Beast'. He evidently almost conquered most of Liv, and even led some raiding to Cinis, while also established some mining posts in Aften. The death of the king in mid 8th century ce brought this mighty civilization to destruction, as his heir's legitimacy was in doubt.

Cinaian Conquest

Around 782 ce, Foramil The Conqueror crossed the Cinaian Strait and laid siege to Hiron. Foramil was largely an unknown leader in Liv up to that point, however he and his father had united the tribes in Cinis, and formed a prosperous domain centered in the city of Beruna (now modern Varana). His siege in Hiron lasted almost a year, and he was almost defeated by a relief force from an alliance of inner Liv city-states in the Battle of Gurther in mid 783 ce. After the fall of Hiron, Foramil conquered all city-states that joined the alliance that attacked him and led incursions into the tribes in the slopes of Mount Carna. Foramil's conquest was the first to truly unite the island chain. Foramil used his military to built massive public services, such as the Grand Acqueducts which improved the irrigation systems already existing in Liv. He also accepted many foreign advisors from accross the Mediterranean Sea. His era saw the very first national unity and the invention of a Livanan identity.

Foramil died in 803, on the 20th anniversary of his conquest of Hiron. His 12 sons and 4 daughters however, couldn't maintain his domain, and soon split the island chains between themselves. Some of these states wouldn't survive into the 10th century, as the isles splinter even more into smaller states and polities.

Monarchies and Theocracies

Following the collapse of Foramil's domain, the island chains fell into strives and conflicts. Hiron was sacked by one of the descendant of Foramil, causing the city's populace to move into the area now known as the city of Livonia. Varana, Canna, and Arcana also found it modern founding around the era between the 9th to the 12th century. In Livonia, the High Priest of Hiron organized a theocratic elite as the city's administration. Livonia became a center of trade and culture especially between Liv and Cinis, while offering a save haven for trade barges sailing through the Mediterranean Sea. The city was already the biggest city in the island chain by the dawn of the 15th century, supported by the theocratic government. Around the 14th century, Austral influences from the mainland began to infiltrate the isles, amalgamating with local Livanan cultures. Austral name, in particular, was and still is very popular amongst Livanan. The language itself transformed Livanan Language into its modern form.

In the hinterlands, feudalism began to take shape as local lords offered lands in exchange for fealty. The system brought stability into Livana, and together with the theocratic government in Livonia, connects the entire isles in a web of command chain. Livonia was seen as the center of this power-sharing scheme, securing legitimacy and offering protection to lords in the hinterlands. These lords then paid tributes to the Livonian theocracy, while still being primarily independent and going to conflicts with each other. Wealthy lords transformed their lands into centers for commerce and culture throughout the 13th and 14th century ce. The city of Arcana and Canna was the most evident of the so-called Livanan Renaissance. Both cities rivaled Livonia in its magnificence, only failing to rival Livonia's population and great harbor.

The system that existed between Livonia, and the feudal lords continued until the 17th century with the arrival of enlightenment ideals, and rising apathy towards religion.

Years of Insurrection

By the 18th century, many feudal lords had lost their influence, and four cities dominated the island chains. The Kingdoms of Arcana, Canna, Cinis, and the Theocracy of Livonia became the only polities still execerting great influence. The dual system between feudal lords and the theocracy was already defunct, evidently after the Great Liv War in 1782, which was a war of territorial disputes between an alliance of Varana and Canna against Arcana. The war exposed bitter feuds between the nobilities, showcasing the High Priest's declining influence over the isles. This bitter feuds came in a time of interconnection and the resurfacing of a Livanan identity, which was decaying since the death of Foramil. Arcana went into another war with Canna in the Third Carna War in 1831 which lasted for six years.

The so called Livonian Uprising happened due to many causes, but it was mainly due to the failure of the High Priest to prevent another war between Arcana and Canna. The war dealt a negative effect on Livonia; stopping food supply and other essential goods. The city was on the brink of famine, and the High Priest began to pay foreign merchants for food. In 1833, Livonian Merchant Guild banded with the Craftsmen Guild and petitioned the High Priest at the time, Nicolaus XII, to found the People's Council with 40 members from both guilds to manage and help the payment for foods and clothing. Nicolaus XII accepted the offer, and the new council was summoned, elected by the people of Livonia and the theologians in the very first election of Livana, the Elsction of 1833. The council poured money collectively, and managed to levied the city out of the dire situation.

When the war ended, Nicolaus XII demanded the People's Council to be dissolved, citing that its work was already done. However, the council rebuked the High Priest's request and then posted newspapers in defiance of Nicolaus XII's demand. The Theocracy began to amass the Holy Guard to the city, and on 16th of June 1837, the guards attacked the Council's meeting hall (today's Caifre Exhibition By-The Sea, killing at least twelve men, and arresting the rest of the counselor. The attack enraged the people, and on 17th of June, a huge mob gathered around the Hiron Cathedral, demanding the rest of the counselors to be released, and that everyone involved in the murders is sentenced. The mob gathered for about three hours, before a cavalry contingent of the Holy Guard charged them in the Theocratic Plaza. However the mob was armed as they was organized by the Merchant Guild which bought the armaments. The cavalry charge was repulsed, and the mob stormed the cathedral. The event that would colloquially known as the Livonian Uprising, saw Nicolaus XII and many members of the Theocracy arrested, while the Holy Guard disbanded. The theocracy was dissolved after Nicolaus was tried on 20th of June, and imprisoned.

Revolutionary War

Soon after the Livonian Uprising, Arcana and Canna formed an alliance to restore the High Priest. A holy war was declared by the Alliance, and Arcanan forces were the first to arrive in the periphery of Livonia on July 28th. The forces quickly surrounded the city and began laying siege. The siege lasted for one month without any advantages gained by the Arcanan forces. During the duration, Livonia declared the founding of the Citizen Republic on July 30th and conscripted the male populace of the city to repulse the siege. On August 26th, an Arcanan fleet attacked the Livonian Harbour, but was quickly defeated by the Livonian fleet which mainly consisted out of the city's merchant ships, in the Battle By The Sea. The defeat discouraged the Arcanan forces which withdrew the next day. The Livonian forces advanced behind the withdrawing Arcanan forces, and clashed in the first land battle of the war, Battle of Calmer on September 2nd, 1837. The Livonian won the battle, and scattered the Arcanan forces with limited casualties, mainly due to the brilliant strategy of Citizen-General Andre Guilles. Amongst those killed in the battle was King Paulus III of Arcana.

The victory at Calmer threw Arcana into political disarray. The Arcanan heir, Paulus IV, was a five-year-old boy and was heavily influenced by the royal court. Arcanan citizen and guild, which were already in contact with the Citizen Republic, staged an uprising on September 10th, 1837, coinciding with Paulus IV's ascension. The uprising was crushed, however, and Arcana was put into military administration while young Paulus was transported to Hurtie, a town 6 miles north of the city. The regent of Arcana, Duke Halicar of Hurtie took control of the kingdom and re-amassed the Arcanan army. When the Livonian forces finally arrived in Arcana in late October (a delay happened during the march north), their troops were defeated by the Arcanan. In December, Cannan troops finally reinforced the Arcanan and together pushed the Livonian back to the south.

On January 12th, 1838, Livonian forces led by Andre Guilles received reinforcement from Livonia, and finally stopped their retreat. They formed a defensive line near Gutthingen Village and camped through the night. In the morning of January 13th, the Alliance forces, led by the King of Canna, Luther XI and Duke Halicar arrived on the battlefield. The Battle of Gutthingen lasted for six hours, and resulted in 20,000 deaths on both sides. Andre Guilles' superior tactics were credited as the Livonian won the war, capturing both King Luther and Duke Halicar. The victorious Livonians marched north and arrived in Arcana by February 2nd. They captured King Paulus IV the next day, effectively ending the war. All nobility in Arcana and Canna was dissolved, and both kings are held under house arrest in Livonia. Arcana declared a Citizen Republic on February 16th, 1838, while Canna declared their republic after the Livonian forces arrived in the city and took it without any resistance on March 10th.

Republican Era

Royalist War

The three Citizen Republics of Liv survived for another 10 years since the Battle of Gutthingen. In 1839, Livonia allowed the theologians to form a religious administration in Hiron Cathedral, but solely for religious purposes, and was restricted from any political power or influence over the republic. Nicolaus XII was not allowed to be put forward as a candidate for High Priest, and died in house arrest on July 1840. In 1845, the then teenage Paulus IV escaped his house arrest and ran to Cinis. The news of his escape insinuated a Royalist Uprising in Arcana on April 1845. The uprising turned into a full blown war, when Paulus IV returned to Arcana with a huge Cinaian Fleet led by King August II of Cinis. The royalist forces defeated the republican of Arcana and forced the Council of Arcana to flee into Livonia. On June 2nd 1845, the council of Arcana and the Arcanan republican troops was incorporated into the Livonia Citizen Republic. Livonia marched north and defeated the Royalist-Cinaian forces in the Battle of Caltroupe on June 15th. Arcana was retaken, and on the ensuing chaos, the thirteen year old Paulus IV was murdered.

The war then entered a stalemate. Even though Arcana was amalgamated into Livonia, Cinis never sues for peace until layer in the war. The stalemate ended in July 6th 1848, after the merchant guild of Livonia hired mercenary ships and used them to land republican forces on Cinis. The landing was uncontested, and King August II surrendered the next day. By August, Livonia controls the entirety of the isles except for Canna. In a declaration of unison made by the council of Canna on August 28th, Canna gave up its independence and was amalgamated into the Livonian Citizen Republic. The Citizen Republic was finally dissolved in September 26th after the signing of the Article of Confederation which declared the creation of the new Republic of Livana.

Old Republican Era

Throughout the 19th and early 20th century, Livana entered into an era of stability and growth. Commerce returned to the isles, as the Mediterranean Sea gained newfound importance with the rise of nation states. Arcana and Canna undergone significant architectural renovations which altered the city's skyline into the familiar shape they have now. The very first skyscraper in Livana was built in Livonia in 1926, the Ephenereal Building which was opened during the Livanan Exhibition of 1927. Following its construction, Livonia's skyline transformed into a jumble of highrises and dense residences. The railroad network connects the three cities of Liv, offering lanes for commercial as well as industrial purposes. Across the Cinaian Strait, the city of Varana saw an explosion of population as Liv populace as well as migrants moved into the city to work in its coal and ore mining industries which were very lucrative at that time of industrial expansion. Coal mining and iron smelting businesses boomed in Cinis, as ores were frequently discovered in abundance throughout the island. The then newly constructed Cinaian ferry harbor which was finished in 1865, eased migratory movement into Cinis, further increasing its population.

In Northern Liv, the republic renovated the old Grand Aqueducts with steam machinery, improving the irrigation system in the whole region and practically doubled food production by 1900. Food abundance led to exceptional population growth throughout the 19th century. The population of Livana doubled in mere 30 years between 1880 to 1910. The industrialisation of Livana was followed with the introduction of electricity and phone. In 1918, foreign made cars entered Livanan markets, and by early 1920, Livana is in dire need of paved roads. The government carried many infrastructure projects through the '20s and '30s, including road paving and asphalting, airport constructions, and new ferry services. Livonia's city government built Livana's first subway tunnel in 1922 that run through between Old Livonia and Canis Market. When the project was finished in 1924, similar projects were already on construction in Canna and Arcana. The nation was seen as an emerging power in Pacifica and heavily engaged in trade. Livana was experiencing its first economic golden era under a democracy. Due to its proximities and strategic location within the Mediterranean Sea, Livana was able to export its productions efficiently, leaving businesses and the government in surplus account every year. However, in the later years of the 20th century, the dangerous and repulsing patronage system of Livanan politics and businesses circles of these eras was exposed, ending the economic expansion altogether.

Livanan Civil War

Democracy in Livana continues uninterrupted until the 1950s, when a corruption scandal involving the majority of the government, the Vizier Scandal was uncovered. The scandal involved almost the entire breadth of the Livana government, and was revolving around money laundering operations for bribery and corrupted money through Vizier Harbor in Varana. The investigation was led by the journalist Adam Saunders whom was murdered after his reports were made public. His murder led into an uproar throughout Livana, while in Livonia, a massive protest in June 16th 1950 errupted into a chaotic shoot out with Livanan police (the day now known as the Bloody June), which killed at least 200 protesters and 15 polices. President Hunters enacted an emergency decree the day after the riots and martial law was put into effect in Livana's biggest urban centers. The effects of the martial law were not good for Livana's economy, as investors began to withdrew their investments from Livana. Livana filed for bankruptcy in late 1950, and famines began to reappear in the cities. Shortages was confounded with the advent of the Great War which only made Livana's fragile stature worsened. On January 1951, a group of students from the University of Arcana raided local infantry barack and stole armaments including some tanks and artillery pieces (possibly with help from a traitor inside the government). Their action sparked the conflict that would be known as the Livanan Civil War.

The civil war was fought between President Hunters' Nationalist, and the Freedom Fighters (FF) which was led by a former Arcanan activist and professor, Andreas Willington. The FF grew from around 500 militias into more than 20,000 personnel during the course of the conflict, while mutinies were abounds in the Nationalist's forces whom often disobeyed orders of shooting their own countrymen. The war was mostly guerilla in fashion, fought within the forests and hills in the foot of Mount Carna. Some rebel factions also fought in Cinis. The FF manages to capture the entirety of Aften in September 1951, and was in control of most of Liv and Cinis' interior by that time. The war took a drastic turn after the FF, with help from the mutiny of the 12th Varana Regiments led by Colonel Tarsis Vitruvia, defeated the Nationalist and took over the city of Varana on 22nd of February 1952. Tarsis soon became the leader of FF following the death of Andreas Willington on February 27th. On March 1st, President Hunters escaped Livonia by the sea, but was captured by a rogue FF vessel, just 4 hours after his departure. He was promptly killed by the rogue sailors whom then dumped his body to the sea. Vitruvia and FF forces marched into Livonia on March 3rd, ending the war. In the end, there were around 5,000 military casualties, and up to 12,000 civilian one, mostly dealt by the Nationalists. The FF however was also accused of war crimes, especially during the capture of Arcana when women and children harassments were reported.

Tarsis Regime

Vitruvia was sworn into office by the new FF government of Livana on March 5th, with Amber Lyson one of FF speakers as his vice president. His ascension was met with enthusiasm in Livonia and Arcana, while sentiments for the Nationalists were still around in Cinis and Canna. The Tarsis Regime would go on to rule over Livana for the next 27 years with almost no power limitation. Vitruvia's hold over power began to grow after his first year as president when he dissolved the FF-filled parliament in 1953. He then formed the Conservatives and made the new party his new power basis. This antagonized the FF, which attempted a silent coup in December of 1953. The coup failed, and most FF leaders and members were imprisoned. Those who didn't get caught in Vitruvia's purge emigrate from Livana. Throughout the remainder of the '50s, Vitruvia's so-called Tarsis Regime rebuilt the countryside, and revitalize the infrastructure, while at the same time suppressing media freedom and restricting civil rights.

The Tarsis regime brought temporary stability and 10 years of economic progress and recovery. The Conservatives were soon joined by the Labour and Worker Party, consisting mostly of Vitruvia's allies in the workers union throughout the country. This party acts as the opposition, although they rarely defied the Conservatives, let alone Vitruvia. A more radical party, the Syndicalist Party formed in 1965 but was soon forced to disband in 1966. The party only exists illegally throughout the rest of the Tarsis Regime. Many syndicalists went on to be Labour MPs while secretly bringing leftist leaning to the parliament. By 1974, Livanan national politics has become partisan and factionalized once more, and Vitruvia's hold on the legislative seemingly waning. The President's own health became questioned after he began to constantly cough, as he was a heavy smoker.

Livana's economy maintains its momentum until 1979. The government nationalized the Mediterranean Marble Mining company into the National Aften Mining in January 1976. The Tarsis Regime had been reliant on foreign investment and was heavily indebted to many Bailtem countries. The nationalization and the growing factionalism in Livana drove many investors away from the country, forcing Livana to take more debts by 1977. Livana fell into another bankruptcy in December 1979, finally unable to cope with its own debts. A massive protest broke in the nation, on the so-called January Uprising in January 1980. Five students from the University of Arcana were brutally murdered by riot police on January 5th. The murders led to mass hysteria in Arcana throughout January, where approximately 15 people were killed. Vitruvia was on a trip abroad and was unable to act flexibly as if he was in Livonia. around 10,000 Livonian protesters occupied the Livanan Parliament, demanding Vitruvia and his cabinet to stand down. The gathered students in Livonia founded the Freedom Faction on January 7th. The Faction arrested Vitruvia when he landed in Livonia on January 10th under charges of embezzlement and human rights abuses, together with several murder charges which were never proven to be true. The President was pending his impeachment trial when he was killed during the Livonia General Prison Fire on March 10th.

Transition to Confederation

Amber Lyson was worn as the new President and was mainly inactive, leaving the Great Reforms to the newly created title, Prime Minister of Livana. Jeremy Clinton was the first Prime Minister elected by the parliament. The new Livanan Constitution of 1983 was approved after a brief period of emergency government. The enactment of the new constitution reformed Livana as a confederacy, and saw the drastic reducing of the president's powers, and a new balanced look with greater emphasis on the parliament. New bureaus was established to overlook the government's conduct, while the power to appoint Supreme Court Justices are now in the hand of the PM. After Lyson's tenure ended in 1985 due to the newly put term limit, the Freedom Faction founded the Liberty Coalition with the Conservatives, winning elections in 1990, and 2000. In 2005, the People's Coalition finally won its first election, and won another in 2010, before losing the election in 2015.

This era following Lyson's resignation is known as the Reformation Era, and its still considered as the current socio-political era in Livana. The government concentrated on restoring living condition and prosperity to Livanans. Many modernisation program ensues, and Livana's condition economically was restored to pre-1979 level in 2000. However, due to the final years of the Tarsis Regime, Livanan politics is now dangerously factionalized, and with the advent of paramilitary groups throughout the nation, without any restriction on their political alignment, political violence could potentially erupts once more. Livana is currently still burdened by debts. But the burden is reducing annually, and the government see a prospect toward the future to finally restore Livana as a power in South Pacific.

The island chains that made up Livana is volcanic. There are three volcanos that essentially forms the island chain; Mount Carna in Liv Island, Mount Nis in Cinis Island, and Mount Gurd in Aften Island. Mount Carna is the largest of the volcanos and are the primary body of Liv Island. It is approximately 4 kilometers high, and currently active. Mount Carna's last eruption was a phreatic eruption in 2015, which was only in the form of ash clouds and dust. The volcano has not experienced explosive eruption since 1974. Mount Carna's volcanic ash has been the main reason behind Liv Island's fertility, and sometimes are attributed to Livana's excellent wines and olive oils. Mount Nis' last explosion was in 2016. The explosion damaged many mining facilities in Cinis Island, and its ash clouds reached Livonia and its suburbs. The damage was estimated to be around ₣922 million, and displaced more than 20,000 people in Cinis. The eruption forced the government to declare national emergency and ferries are freed to help the island's evacuation. At least three people were killed by the eruption, and another 212 people by lung complications due to the ashes.

There are no major rivers in Livana. Most water are channeled through irrigation systems, or drainage systems. Livana's mediterranean climate gives its landmasses low-volumed but persistent rain, maintaining Livana's lands fertile.

Urban Areas

Cities and urban areas in Livana are dominated by suburbs, with a core Central Business District rarely sprawl more than two kilometer from the city's epicentral. Most cities in Livana are planned in the 19th century, and features heavy use of grid-pattern streets layout, with services and public spaces equidistant to each others accordingly suiting local demographic and service threshold. However, this is not the case for the City of Livonia. Livonia organically grows from Old Livonia, and already sprawled uncontrolled in the 19th century. Attempts to formalize the city's road patterns failed in late 1890's, and until now, the city and all of its services are adapting to the city's situation rather than accommodative to future developments.

Most large cities in the Liv Island are serviced by at least one highway and railroad connection. Livonia and Canna also has a dedicated ring road to service fast travel inside the city without the need to encounter traffic lights and jams in both cities. Suburbs are also built in grid-pattern until late 1990's when developers began to use cul-de-sac pattern in exclusive suburbs to provide more green area and open spaces between the abstract road layout. This also led to the growing number of domestic hydroponic farmers and household glasshouses in suburbs. Locals in these new suburb developments held its own harvest festival, and use their crops as additional income. In industrial sites, however, companies provide high density apartment residence for its workers and their families. These apartment blocks are serviced with local amenities (taverns, sporting field, shops, etc.) and public services (eldercare, kindergartens, medical clinics, etc.) partially owned by the company, or subsidized by the government.

Government and Politics

States of Livana

Livana is a Confederacy of three republics; Republic of Southern Liv, which included our capital Livonia, State of Northern Liv, and the Union of Cinis in the Cinis Island. Each republics has the right to raise its own taxes, apart from the federal taxes, has its own constitutions and edicts that is not contradictory to the constitution, and are responsible to the central government. However the republics have high degree of autonomy in terms of law enforcement, cooperating with other republic's police force in some cases, all coordinated by the Ministry of the Interior. The republics oversee the day-to-day running of local emergency services, which they adjudicate to lower local government.

Each republics are divided into Counties and Cities, with counties being larger but rural, while cities are essentially urban areas. Counties and Cities are responsible to allocate central funding into local services such as education, healthcare, and others. Both are subdivided into Wards, which usually dealt with local water and gas services, local eldercare, community gathering, and charities.

Each republics sent two Seers to the capital to form the College of Seers. The college participates as a de-jure upper house of our parliament, with authorities limited to drafting and repairing bills proposed by the parliament. It also ceremonially inaugurates the President.

Livanan Presidium

The Livanan Presidium is the executive branch of the government. It consisted out of the Head of State which is the President, the Head of Government which is the Prime Minister, and the Ministries. The current Livanan Presidium is the result of the 2020 Livanan General Election. The President, as the Head of State, is the highest office in Livana, holding the title Commander in Chief of the Livanan Military, the High Inspector of Livanan National Police, and has the responsibility for managing Livana's diplomatic relationships, including declaration of war and/or peace (with Parliament approval). The President is elected for a term of five years, and can only be re-elected once more. Due to Livana's voting system, every elected President always comes from the winning party / coalition.

The President also has rights involving the legislation, such as proposing his/her own drafts, and most importantly giving Assents to edicts passed by the Parliament. Another right of the President is the ability to declare Emergency Situation nationwide, and promulgate Emergency Edicts in the duration of the Emergency Situation. Finally, the President decides the leadership of each ministries, and can form or dissolve ministries with Parliament's approval.

The Prime Minister is the Head of Government and leads the majority faction in the Parliament, as well as Cabinet Meetings between ministries. He/she manages the running of the cabinet and its agenda, as well as being the de-jure leadership of the Civil Service. Apart from that, the Prime Minister, with the Parliament's approval, can give executive pardons and suspend punishments for pardoned people. He/she is entitled to choose candidates for the Supreme Court from a pool of candidates provided by the Judicial Commission. The Prime Minister is elected by the majority party / coalition in the Parliament for a term of five years, and can only be re-elected once more.

Livanan Parliament

The College of Representatives is the de-facto main legislative branch of the government. It is a lower house of the legislative, (the upper house belongs to the College of Seers) and has certain rights and responsibilities that is enshrined in the constitution. The College consisted of individual representatives, elected in local electorate districts (usually aligned with local wards) for a term of five years, and can be re-elected for unlimited terms. The representatives are responsible for representing their local electorates in the Parliament, to vote on government measures, edicts, the annual budget, and the diplomatic stance proposed by the President. This responsibilities come with certain rights, such as the right to promulgate and propose draft edicts, right to overseeing government's conducts and the annual budget allocation, and goes as far as the right to impeach and put any member of the governments, including the President to trial.

Livanan Voting System is based on first-past-the-post system, in which candidate from each electorate district which won more votes than any other candidates is declared the winner. The Livanan Voting Commission is the only authority to count and certify votes. Any candidates that wish to declare their candidacy must enter their candidacy form to the commission, following the rules and terms on existing edicts regarding candidacy. The commission has its own local branches in each electorates, ensuring that votes are counted locally without too much movements and are always transparent for the people to oversee its counting process. In Livana, 4th of January every 5 year (years with either 0 or 5 as its last number) is the only voting day for every elected position in the government, from local mayors/regents in cities/counties, governors of each republics, local republics legislative members, all the way to the parliament, and the presidency. This means that every 5 years, there's always a massive change in political structure in the nation. Nationwide, candidates are allowed to begin campaigns on 30th of September, and all campaigns ended with a series of debates (Mayoral/Regent's Debate on 26th of December, Governorate Debate on 28th of December, and Presidential Debate on 30th of December). The 31st of December is a non-political date in which all candidates must stop campaigning in all platforms.

1st to 3rd of January are 'Normal Days' on which candidates may continue to campaign, but only indirectly (mostly pamphlets or through adverts). on 2nd of January, all Military Bases closed down their bases and isolate every personnel inside their barracks until the vote counting complete on 5th of January. This is a tradition since the 19th century, to prevent the armed forces from interacting with politics, especially in voting periods. The counting is done openly, and every member of the public can see the counting process. By 4 am of 5th of January, every electorate district must already certified their election results and handed it to the Voting Commission Headquarter. Election results are declared on 5th of January at 9 am in local electorate voting centers, and in the Parliament, where Governorate and Presidential election results are declared.

Voting in Livana is different. When a citizen votes, they vote for the party they wish to win in every level of governments. No particular names are given in the ballots, except for independent candidates. However, each political parties must already declared someone into a candidacy by September, so the votes can only went to that candidate if the party is chosen, and the political parties did not get to dictate how the vote is used. The ballots is separated in three main form; County/City Level Election, State Level Election, and the Confederate Election. In County/City Level Election, there are two queries, Mayoral/Regent selections, and Local Council selections. The same goes with State Level Election, in which there are Governorate selections, and State Assembly selections. In the Confederate Election form, there are only one query, which decides both Parliament representatives, and the Presidency election. The ballots are printed locally, so it can represent local electorate in Confederate level, all the way to Counties/City level without mistake. The printing process is open for publics to see in local Voting Commission branch.

Military

The Livanan Armed Force is the official military of the Confederation, and are headed by the Commander in Chief, the President of Livana. The Armed Force is headquartered in the Ministry of Defense, in the old Fort Livonia near the Parliament Complex. The Ministry of Defense organized and administer the day-to-day running of the military, including its budget allocation and its supply rationing decision. The Ministry of Defense is headed by the Minister of Defense. The Minister oversaw the works of the Army Chief of Staff, the Navy Chief of Staff, and the Air Force Chief of Staff (Each positions respectively filled by three General of The Army, an Admiral of The Fleets, and a Chief Air Marshall). The Chief of Staffs run the administration of each respective branches.

Overall there are around 80,000 military personnel in Livana. Most high ranked personnel are trained in the Simone Military Academy in Canna, while lower ranked personnel are mostly high school/vocational school graduates. In times of war, the government can mobilize the nation through Conscription Policy which encompasses men older than 17 year old and younger than 55. Conscription training are held annually in a region-to-region basis (rotating between cities and counties across the three republics) and only eligible for 17 to 30 year old. There are also numerous women volunteer organizations managed by the Army.

Many paramilitary, martial art and self-defense group exist and are chartered by the Ministry of Defense. Members of these organizations are not obliged to follow conscription training because they're already trained full time and are considered part of the military, ready to be mobilized in times of need.

Army

The army consisted out of 65,012 personnels, and is the largest branch of Livana's armed forces. Livanan Army is seperated into three Corps. These Corps are based on the furthest periphery of the nation. The corps are divided into divisions, which are divided into regiments, battalions, and lastly companies. Each command levels has its own staffers, and its own dedicated bases. Corps are led by Lieutenant Generals, divisions by Major Generals, regiments by Colonels, battalions by Lieutenant Colonels, and companies by Captains. In regimental command level, battalions of different combat utilities (Infantries, Artilleries, Motorized) coordinate together.

Navy

There are 14,154 personnel serving in the Livanan Navy. The navy is seperated into two main fleets. Each fleets are headed by a Rear Admiral. Each fleets has its own staffers and dedicated naval bases, with provisions supplied by numerous supply ships. Although not sizeable, Livanan navy is more than capable to patrol and defend its extensive waters due to its cooperation with local civilian ships. The pride of the navy, the cruiser LCS Martena, was built in 1995, and is constantly upgraded. It sports a helipad for quicker supplying by air, and a host of detection and targeting computers built into the system.

Air Force

The Air Force is seperated into 4 squadrons and is consisted of 3,240 personnel, making it the smallest of Livana's armed forces branches. Each squadrons are led by a Chief Master Sergeant (CMS). Each squadrons has its own staffers and dedicated air bases. The bulk of the Livanan Airforce are made out of propeller fighters built in 1970's and 1980's, which are quite outdated. Livanan Airforce also owned some propeller bombers, which are also built in the 70's. The newest aircrafts in the Air Force are the jet fighters, ordered in 2014, equipped with latest targeting computers and high level of digitalization. Lastly, the Air Force owned some combat helicopters, mostly a reinforced and modified civilian helicopters armed with missiles and targeting rudals.

Marines

The Marines is an autonomous branch supervised by the Army and the Navy. The Marines is led by a Lieutenant General, and has its own staffers and base. The Marines operates in coastal regions, and specialized in amphibious warfare and seaborne landing. Some forces in The Marines also works with the Air Force, primarily in specialized combat training such as raiding and parachuting. There are 10,621 personnel serving in the marines.

Law Enforcement

Livanan National Police

The Livanan National Police is the main law enforcement branch of Livanan government. It has certain powers and rights granted by the constitution and edicts (predominantly the Law Enforcement Edict of 1826, which was updated each decades) to function as a law enforcement body. The National Police sits under the authority of the judicial system and the court ruling, although its daily management and its assets are supervised and managed by the Ministry of the Interior. Each counties and cities has its own Police Department. Each departments is led by a Chief Inspector. In each wards there is at least one Sectoral Police Post, which is led by a Sergeant or an Inspector in urban areas. Each Sectoral Police Post has its own dedicated facilities (radio communication, temporary holding cells, vehicles and emergency services). A Police Department manages Sectoral Police Posts as its branches. Police patrols are held in shifts, and are placed strategically in center problematic areas.

Most police officers are graduates from the Yoren Police Academy in Varana and Simeon Military Academy. However the local Police Departments open their own recruitment scheme, such as in Livonia where talented students (both academic and non-academic achievements) from high schools / vocational schools can be recruited with easier processes.

Livanan Supreme Court

The Livanan Supreme Court is the highest judicial body in Livana. Its is headquartered in the Supreme Court Building in Liberty Square, Old Livonia. The Supreme Court has the highest judicial authority in the nation, and can overrule lower courts with its own decision. The Supreme Court individual cases with nationwide consequences (civil liberty and rights, act of treason by public officials, corruption and embezzlement cases, etc.) or cases regarding the constitution.

The Supreme Court justices are chosen by the Prime Minister of Livana from a pool of 10 candidates proposed by the Judicial Commission after some selective processes are held. After being chosen, the candidacy is put to vote in the College of Seers. If the vote carries, the candidates would be inaugurated as Supreme Justices. Supreme Justices serves for the rest of their live, or until they resigned.

The Judicial Commission responsible for managing the running of the court, as well as overseeing the actions and conducts of the Supreme Justices. It has the rights to propose candidates for empty candidacy in the Supreme Court, as well as filing a Complain Motion against Supreme Justices that broke the court's code of conduct deliberately. The Judicial Commission consisted of the Livanan Attorney General represented by the Chief Prosecutor, and 13 members of the Judicial Commission elected by the College of Seers.

Foreign Relations

Livana maintained neutral but active approach to other countries in South Pacific. Livana is a member of the World Forum and maintains close relationship with its neighbors.

Economy

The urban population in Livana is noted for its commercial enterprise. Livana has one of the highest rates of skilled workforce in its population. This has led to an active investment market in Livana's proper. The Investment Development Authority of Livana was established with the aim of promoting investment in the nation. In 2001, the Edict of Investment Regulation is passed by the Parliament to strengthen the organization's role in managing investment in Livana. The agricultural sector employs 22% of the total workforce. Agriculture contributed to 24% of the country's GDP in 2020. Livana's major agricultural produce includes grapes (and wine), olives, barley, and lemons.

The port of Livonia

The commodities market in Livana includes substantial coal production, centered on Cinis. Oil has recently been discovered offshore east of the country, and in the seabed between Southern Liv and Cinis. Talks are underway between the states to reach an agreement regarding the exploration of these resources. The seabed surrounding Livana is believed to hold significant quantities of crude oil and natural gas. Industry in Livana is mainly limited to first-level manufacturing and commodity refinement. In 2020, industry ranked first in workforce, with 36% of the Livanan working population, and first in GDP contribution, with 42% of Livana's GDP.

Nearly 28% of the Livanan workforce attain employment in the services sector. The GDP contribution of this sector amounts to roughly 34% of the annual Livanan GDP. Main service employments are in the tourism and banking sectors. The rest of the Livanan workforce are self employed in household industries. Livana has a very low unemployment figure compared to other Pacifican nations.

Industry and Manufacturing

Southern Liv is Livana's manufacturing heartland. Large number of industrial installations are concentrated in the periphery of Greater Livonia (Livonia's urban metro area) due to the availability of cheaper, well educated labor workforce and proximity with the country's highways. The most prominent industries are steel production and coal refinery. Steel production accounted for 22% of Livana's manufacture and employed around 450,000 people. The biggest amongst steel manufacturing companies is the state owned Livanan Steel Corporation which hold 32% of Livana's steel market. The corporation has been established during the Tarsis Regime, and was entirely controlled by the state, before being partially privatized after the 1979 bankruptcy. Some production lines centered around steel do exist, mainly in appliances production. However, most steels produced in Livana are exported. In Southern Liv, there are 12 manufacturing centers for daily appliances, collectively employing around 60,000 people. Most of these installations are owned by Terrence and Bentham Industries which is privately owned by the Bentham Family and since 2010, has dominated Livana's appliance market, with 70% market share. The company has been in close cooperation with Livanan Steel Corporation. In 2010, the government bought 20% of the company's share and managed to lower appliances price with subsidy which eventually led Terrence and Bentham Industries to dominate the market.

Coal refinery is the second biggest employer in Livana's industry, employing between 350,000 to 400,000. The industry mainly centered in Cinis, due to its abundance of coal mines. Most coals are refined in the island and are shipped to Livonia before being exported. The biggest coal refinery company is the Gunther Refinement, which accounted for almost 30% of refined coal production in Livana. Most coals mined in Livana are refined to increase their price when they are exported. Steel manufacturing and state owned coal power plant is the biggest buyer of coal domestically.

Agriculture and Mining

Northern Liv holds almost 60% of Livana's farmlands, and are considered to be Livana's agricultural center. Livana's largest agricultural product is wine, which accounted around 15% of the country's total agricultural output. Livanan vineyards and wine production are fairly decentralized, with the biggest vineyard and wine producer in the nation, Gavarfa Vineyard, only holds 7% of the domestic market, and 12% of Livana's wine export. Most of the vineyards are concentrated near coastal areas in Northern and Southern Liv. The wine production is followed by wheat production (13% of total output), and dairy production (10% of total output). Most wheat consumed in Livana is imported, due to Livana's small territory which limits the production of wheat. Dairy products such as cheese and yoghurt are exported in large number, and are dominated by Huffer Dairies which accounted to about 40% of Livana's domestic dairy market and 60% of dairy exports. Cattle growing are still the biggest market for domestic wheat producers.

Mining and prospecting are some considerable employers in Livana. The biggest mining corporation in Livana, the state owned Livanan Mining Corporation employs almost 100,000 people, mostly from Cinis. The company diversified its mining and prospecting activities to various kinds of ores, but is dominated mainly by iron ore and coal mining. Some branches of the company also mined for precious ores and minerals. The Livanan Mining Corporation holds 40% share of domestic market, and only 2% of ore export. Private companies mining in Livana are mostly foreign owned, and/or export oriented. Marble mining is advent in Aften Island, and are dominated by Kuril Marbles which owned almost a quarter of the island. Unsustainable mining activities in Livana has seen criticism in the last few years, and some parts of the government and the legislation are pushing edicts for a more sustainable approach in resource management.

Tourism

Livana is a well known tourist destination in Pacifica. Tourism contributed almost 13% of Livana's GDP, and employs around 450,000 people. Livanan coast is world renowned due to its mediteranean climate. 60% of tourists visiting Livana for activities surrounding Livana's beaches. Many resorts and hotels opened after the end of the Tarsis Regime, but the most historic hotels has been around since the Years of Insurrection. The most luxurious of these hotels can be found close to the coastal area. Beaches such as Vannery Beach, offers waterfront resorts and surfing. More preeminent beaches also offered yachting facility and sheltered harbor for additional protection. Surfing is best in Livana's eastern coasts, while the western coast offers smaller waves and a better place for snorkeling.

Cultural tourism is second to coastal tourism in term of number of tourists. Most cultural tourism revolves around historic areas inside Old Livonia, and plantation visits. Villages and townships in Mount Carna's vicinity offers local lodging and good guides and accomodation for visitors vsisiting plantations. Most plantations offered exhibition and wine tasting for visitor, some goes as far as to add lodging in the plantations. Public transports helps tremendously to access remote plantations and villages which are preferred by foreign tourists. The transports offered tourists cheaper means to get around the country. Bus and taxis are also subsidized for foreign tourists.

Ferries and small planes services are available to visit Cinis Island and Aften Island, with discount for foreign tourists. In both islands, most visits surround the Aften National Park which is the second largest national park in the nation which preserves local Livanan Black Eagle and the Great Marble Cliff.

Livanan Marina

The Livanan Marina is a group of sheltered ports inside The Marina Bay, mainly serving yachts and cruise liners. The Marina is renowned for its beachside promenade and exclusive villas across the shorelines, five star hotels and high-end boutiques. The ports are being administrated by the Livanan Marina Guild, a council of representative dating back to 1851 consisted out of various leisure corporation that held businesses in the area and the local government of South Liv.

Since 1990, the area has seen massive increase of tourist, resulting in the government granted it a special economic area administered by the Guild in February 1991. The Marina is serviced by the Livonia International Airport, with direct commuter line link to and from the airport built after the special economic area declared. The 2nd Highway, running between Livonia and Arcana, experienced a renovation with the installation of a new access way to the area. In 2019, around 1.5 million visits are noted in the area. The Marina is a prime spot for foreign tourists to enjoy the Mediterranean sea. Most visitors are southerners from colder climates.

Demographics

Livana conducted nationwide census once every decade. This 'Main Census' usually carried in mid June, and encompass queries such as residency status, cultural heritage, monthly income, employment, marriage status, insurance information, average expenses, etc. However, every 5 year, a smaller census is held. The 'Secondary Census' also held in mid June and only accommodate for population number and demographic statistic.

According to the 2020 census, the total number of residents in Livana are 6,856,721 with 14,669 of them are non-citizens. It leaves the real population of Livana at 6,842,052 citizens. Livana has a bigger percentage of women than men, with total number of woman in Livana reaching 3,584,900 while the number of men reaching 3,257,152 (more than 200,000 in difference). Most Livanan aged below 40, with the largest population belonging to the age of 0-20 year. With averagely good living condition, there are more than 100,000 Livanan aged more than 80 years.

Languages

The Livanan language is related to Mauquibian Language and has tremendous influence from Austral Language.

Culture

Livanan culture revolves around its historical heritage and traditional Mediterranean culture. Through trade and interactions with the rest of the Mediterranean states, Livana garnered an almost cosmopolitan mixture of cultures. However, national identity and a Livanan culture is still existing, in the form descended from Livanan Renaissance and Foramil's conquest.

Arts and Literatures

Excellent classical arts still survived and are preserved in Livana. Modern Livanan society has various artistic lines, and many artists form local artistic movements and held exhibition annually. The largest artistic movement in Livana revolves around naturalism and realism. Mount Carna and Aften Island has been great sites for naturalist painters and artists, while Livana's history, mainly during the renaissance, is highly depicted in realist lines. The National Museum for Art in Livonia is the biggest currator for painting and sculpture in Livana. The museum has a joint partnership with the Livanan Art Institute and many local exhibitions. The Museum also held annual scholarship competition for high school and college students in the form of fine and applied arts.

Livanan literature developed firmly through the Livanan Renaissance and the Republican era. Famous Livanan writers are mainly fiction writers, with novel publishing reached its peak in the 19th century. One of the most famous writer in Livana's history is Jean Gilucca which wrote in the early 20th century. His most acclaimed writings are the novel The Shining Altar and A Maiden from Cinis which focused on the lives and struggle of poor Livanan, questioning equity and fairness in Livana's civilization. Poetry is taught in schools as part of the curriculum, and can be pursued in many universities in Livana.

Music

Livanan music are greatly influenced from Mauquibie and Somurian music. Musical instruments are imported through globalization in the 19th and 20th century. Today, the Livanan government held annual music festival in major cities in each republics called the Solstice Festical which is held in June, lasting between 15th - 22nd. The festival includes school drumband competition, city musical parade, country and folk song concert, and is closed with a classical concert and fireworks. The festival is considered to be a protected cultural heritage, and has been ongoing since the beginning of the Confederacy.

Food and Cuisine

cuisine based heavily on seafood and pasta. Livanan households held weekly Festum Dinner on which great courses are served, centered on tuna based dishes. Apart from Festum, daily Livanan cuisine revolves around seafood and Mediterranean produce. Olive oil and grapes are extensively used in dishes, especially in Liv. Wine is cheaper in Livana, but is only drunk in festivities and long holiday. Traditional Livanan culinary includes three courses. Bread based dishes is served in the first course, fishes and meat in the second course, and dessert in the final course. Livanan also enjoy pasta, but can only import most of it from aboard due to the lack of wheat production domestically. Dairy products such as milk and cheese are very popular, especially with the older generation. Most dairy products are imported, with exceptions that are locally produced, such as the Carnian Cheese which is a local product of Northern Liv.

Fruits and vegetables consumption are rising throughout the country, spearheaded by healthy diet trends of the younger populace. Many restaurants now offer vegetarian variants of their dishes, and the vegetarian industry is emerging overall. The Ministry of Health is actively campaigning for healthier diet since 2010 and granting additional benefits for the fruits and vegetables production.

Football is the most popular sport in Livana. Most school in the country sports at least one football field. Localities in district and state level usually have their own local football club, representing their district in state, or national level competitions. The largest of football competition in Livana is the Presidential League which ran through summer. The league involves the winner of state level eliminations. Cannan Rubrum is the dominating footbal team of Livana, with most wins on the league in the past two decades (8 out of 20). Apart from football, basketball and badminton is pretty popular. Most people can play badminton and badminton competitions are also held side by side with football competitions. The National Badminton Cup is held in the autumn, seen as the highest national badminton competition. Sport in Livana is heavily sponsored and involves huge contribution from the private sector.
