The Pelinese Auxiliary Radio Corps is a civilian auxiliaries program established under the Pelinese Ministry of Defense in 1989. It serves to organize amateur radio operators in Pelinai who volunteer to provide communications support to agencies of the Ministry of Defense and the Ministry of Emergency Situations through the provision, setup, and operation of RF-frequency telecommunications systems.
The Auxiliary Radio Corps was first established by executive action in 1989 as a fallback communications system to be used by the Pelinese Armed Forces; its scope was later extended to include requests for assistance by other ministries and by regional governments, though the only other federal ministry to make use of PARC volunteers as of 2024 has been the Ministry of Emergency Situations. Volunteers join the PARC by completing a series of technical skill tests and typically do not receive more than cursory instruction through the program, though the vast majority of members have obtained radio telecommunications education from the Pelinese National Sports-Technical Association. Most equipment is volunteer-provided, with a modest equipment budget also provided to participating units for the purchase of approved hardware.

Though the Pelinese Auxiliary Radio Corps is placed under the administration of the Pelinese Ministry of Defense, it is also authorized to provide similar communications systems support to other ministries of the Pelinese federal government, as well as regional and local governments. The only other federal ministry to utilize PARC systems as of 2024 has been the Pelinese Ministry of Emergency Situations; other users have included the regional governments of Yukisora, Stelossia, and Samara, where PARC volunteers are often called upon to provide emergency radio support to responders after hurricanes, as well as a number of prefectural and other local governments.
The Pelinese Auxiliary Radio Corps has a close relationship with the Pelinese National Sports-Technical Association. The PNSTA is, through the radio certification courses offered under its technical education Service, the primary trainer of radio operators who volunteer in the PARC. PNSTA personnel also organize and participate in many of the same radio events as the PARC.
