The Royal Pelinese Civil Defense Force is the armed service of the Pelinese Ministry of Emergency Situations, responsible for conducting civil defense and disaster response operations both withinin Pelinese territory and abroad. As a service under the MoES, its primary tasks include the raising and deployment of trained personnel, heavy equipment, SAR units, security forces and other disaster response forces to assist regional and local personnel in responding to hurricanes, earthquakes, floods, volcanic events, CBRN events, and other disaster events. During military conflicts that Pelinai is a party to, the Civil Defense Force moves under control of the Ministry of Defense as an additional branch of the Pelinese Armed Forces and is additionally responsible for protecting the civilian population and important industrial assets from the effects of airstrikes and other military attacks.
Formations raised by the Royal Pelinese Civil Defense Force consist of a wide variety of specializations, primarily including civil defense engineers, medical personnel & field hospitals, search and rescue forces, CBRN response teams, search and rescue teams, material aid & supply transport forces, and area security forces. The RPCDF uses a system of task-organized battalions for most disaster events in order to tailor the equipment and capabilities of responding forces to the particular needs of the incident, though major incidents requiring an unusually significant response may receive an allocation of whole brigades or divisions instead.

Civil defense engineers
The Civil Defense Engineer Forces of the Royal Pelinese Civil Defense Force are the branch responsible for tasks such as gap & river crossings, rubble clearing, road & railway repair, earthworks construction, and other similar activities. Because of their role in facilitating the passage of vehicles and supplies by removing obstacles and repairing transportation infrastructure, they are typically among the first units deployed in most disaster response operations.
Civil defense engineer units of the RPCDF utilize a wide variety of engineering vehicles & equipment. Its principal items of equipment include heavy construction vehicles such as bulldozers, military engineering vehicles, bridging vehicles such as assault bridges & pontoon bridge layers, and railway-laying vehicles. Engineering units also make use of some types of manually deployed crossing equipment, such as Bailey bridges.
Medical
The Medical Forces of the Royal Pelinese Civil Defense Force provide emergency medical treatment capabilities to RPCDF units operating in disaster areas, including both battalion aid stations, field hospitals, ambulances, and air medical units. RPCDF medical detachments specialize primarily in emergency medicine, battlefield medicine, and CBRN-related injuries.
