The Constitution of Anserisa (Anserisan: Constitutio d'Anserisa) is the founding document of the Republic of Anserisa. Adopted by the newly established Congress of the Republic on 21st September 1815, it was drafted prior and adopted by the Republican Council on 15th July 1815.

It was amended 4 times, with the most recent being on 8th May 1995.

History

During the Republican Revolution of 1810-1815, a group of Republican revolutionaries began the writing of a Constitution, to be prepared for a smooth transition from the Anserisan Empire into the new Republic to be formed. This group was composed of people like Calpurnio Fabricium and Auréliano Régulum. The first draft was completed in 1813 and after many reviews it was finalized and presented to the Republican Council on 15th July 1815 and was approved to be adopted and proclaimed along with the Republic of Anserisa, which happened on 21st September 1815.

The Constitution has been amended 4 times, the first time in 1911[1], which established Chapter 2 of the Constitution. A second modification occurred in 1947[2], often called the Commissioners' Amendment which established parts of Chapter 3, mostly the articles concerning the definition and the roles of the Commissioner and changed the name of the Republican Commission. The Governmental obligations were adopted in 1984[3] established Chapter 11 of the Constituton. The most recent amendment is the Declaration of Rights which was adopted in 1995[4], which established the Declaration of Rights which is Chapter 12 of the Constitution.

The Constitution of Anserisa is divided in 12 Chapters and 7 Schedules. The Chapters are then divided into Articles.

Chapter 1

This chapter named Founding principles establishes the main foundation of the Republic with articles about the Constitution, National Identity, Values, the Territorial Composition and the Majorities of the votes.

Chapter 2

This chapter named Separation of powers establishes the division of government of the Republic with the Executive powers, Legislative powers, Judicial powers and the establishment of the Head of state and Head of government.

Chapter 3

This chapter named Republican Commission establishes the foundation of the executive branch of the Republic, the Republican Commission with the Composition of the Commission, the Rights and powers of the Commission and the different roles and the Rights and powers of the roles like President, Vice-President and the Commissioners, and establishes the Departments.

Chapter 4

This chapter named Congress of the Republic establishes the principles of the first part of the legislative branch of the Republic, the Congress of the Republic, with the Composition of the Congress, the Rights and powers of the Congress and the different roles, like the First Congressist and the terms for the Appointment of the President and the Removal of the President.

Chapter 5

This chapter named National Convention establishes the principles of the lower house of the Congress, the National Convention, with the Composition of the Convention, the Rights and powers of the Convention and the different roles like the General Representative and the Motions of confidence and Motions of censure.

Chapter 6

This chapter named Council of Regions establishes the principles of the upper house of the Congress, the Council of Regions, with the Composition of the Council, the Rights and powers of the Council and the different roles like the Principal Councillor and the Motions of confidence and Motions of censure along with the procedures for the Approval of the nominations of the President

Chapter 7

This chapter named Supreme Court of Justice establishes the foundation of the judiciary branch of the Republic, the Supreme Court of Justice, with the Composition of the Supreme Court of Justice, the Rights and Powers of the Supreme Court of Justice and the role of Principal Supreme Judge.

Chapter 8

This chapter named Legislative procedure details the Legislative initiative, the Legislative approbation, the Proclamation of laws and the Presidential veto.

Chapter 9

This chapter named Electoral procedure details the General elections, the By-elections and the Elections of the Representatives and the Elections of the Councillors.

Chapter 10

This chapter named Constitutional procedure determines the procedure for the Constitutional modifications initiative, the Constitutional approbation and the Proclamation of constitutional modifications.

Chapter 11

This chapter named Governmental obligations is one of the major amendments to the Constitution and establishes the obligations that the government must maintain in Anserisa and provides extensive services for citizens like Health Care, Housing, Income, Public transit, Democracy among others. It was adopted in 1984.

Chapter 12

This chapter named Declaration of Rights is one of the major amendments to the Constitution. It provides extensive protections for citizens mainly Democratic rights, Equality rights, Equity rights and Non-discrimination among others. It was adopted in 1995.

Schedules

The Schedules are linked in the Constitution to specific articles and provide further information on certain elements of the Constitution. Mostly providing graphical information for the Flag, the Seal, the National anthem, the Inauguration oaths of office and the lists of Departments and Electoral districts.
