The Congress of the Republic (Anserisan: Congresso da Republica) is the legislative branch of the Republic of Anserisa. It is led by the First Congressist of Anserisa and it is where all bills are debated and adopted to become laws. It is composed of two houses, the upper house is the Council of Regions and the lower house is the National Convention. It is only when having a sitting of the Congress that this terminology is used. It's origins dates back to the Imperial Congress.
The Congress is responsible for the redaction, the debate and the adoption of all the laws of Anserisa. It is also responsible for the appointment of the President.
The President being appointed by the Congress, he is responsible to the Congress of the Republic but the Republican Commission, that the President is heading, has the power to convene and to dissolve the Congress which puts the two organs in a delicate balance of powers.
Members
The members of the Congress of the Republic are de facto the members of both houses. The 35 Representatives of the National Convention and the 15 Councillors of the Council of Regions are automatically members of the Congress. When they are meeting in a sitting of the Congress they are called Congressists.

First Congressist
According to the Constitution,[1] the General Representative is de facto the First Congressist. Although not in the Constitution, by tradition, if the General Representative is not available, the Principal Councillor is taking on the office of First Congressist.
Congressional Co-Presidents
The Constitution also defines that the Speaker of the Council is the Acting-President of the Congress, while the Chair of the Convention is the Deputy-President of the Congress. Their tasks is simply to apply the rules of the Congress, similar to the tasks they each have in their respective house.
Powers and functions
The Congress has powers over the appointment and the removal from office of the President. It also has the power to remove a presidential veto. The two houses each have powers over the Commission but not when convened in Congress.
The Congress is also convened when foreign heads of states or heads of governments are visiting Anserisa. The Congress is also meeting for the traditional annual Speech to the Congress which happens on 15th November, a tradition that dates back from Emperor Hadriano.
National Convention Building
The sittings of the Congress happen in the same building that is housing the National Convention mostly because the chamber of the Council of Regions is too small to host all the Congressists. There have been demands by many to build a new building which would be able to hold both houses.
The Chamber of the National Convention is used for the sittings of the Congress.
