Military-industrial complex of Pelinai (Pacifica)
The Military-industrial complex of Pelinai encompasses all Pelinese organizations currently involved in the development, production, and delivery of weapon systems, vehicles, munitions, military supplies, fuel, maintenance parts, and other similar products to the Pelinese Ministry of Defense, Ministry of Internal Affairs, and other government consumers at the federal, regional, and local levels. Approximately 120 primary firms and many more second- and third-level suppliers are counted in plans of the Main Directorate of Organization and Mobilization of the General Staff as being currently involved in defense production as of 2025, with approximately 30 additional firms listed as highly suitable candidates for mobilization to defense use in the event that a war economy is declared.
Defense production in Pelinai is characterized by levels of state intervention, planning and support that are highly elevated even in comparison to the broader Pelinese economy. Approximately 91% of first-level (complete system) suppliers, 77% of second-level (first-level subsystem) suppliers, and 58% of third-level suppliers and below are partially or wholly state-owned.
The Pelinese military-industrial complex is extensive, heavily hardened against both sanctions and direct attack, and closely integrated with military authorities in matters of industrial coordination. Estimates and budgetary documents produced by the Pelinese Ministry of Defense for planning purposes place maximum yearly peacetime productive capacity at 120,000 rifles, 600 howitzer artillery pieces, 1,500 tanks, 5,000 other armored vehicles, 144 tactical aircraft, 650 cruise missiles, 200 tactical ballistic missiles, 120,000 aircraft bombs, 100,000 guided bomb modules of all types, 3.5 billion rounds of small arms ammunition, and 2 million artillery shells, while full-scale wartime production can reach up to 7.5x peacetime figures depending on weapon type. These figures could be further increased during wartime by addition of new facilities through economic mobilization.

Factories, warehouses, design centers, and other structures associated with defense production are subject to elevated requirements concerning civil defense due to the frequent presence of highly energetic substances and due to their status as high-value targets during wartime. Buildings authorized to house defense production are built to higher standards of durability, pipes and storage tanks for materials and products are placed underground, and heightened security measures against unauthorized access are required. On-site staff at such facilities are also required to receive basic damage control training and organize additional site-based civil defense teams subject to regular verification by local civil defense authorities.

Below is a table showing the manufacturing capacities of the Pelinese military-industrial complex as of January 2026 according to FY2026 budgetary and planning documents of the Main Directorate of Organization and Mobilization. “MSR” is the minimum sustaining rate of production necessary to keep all active manufacturing lines open, “1-8-5” is the standard rate of production at one shift of 8 hours five days a week, “maximum” is the maximum surge rate of production using current facilities, and “mobilized” is the projected maximum rate of production if a war economy is declared and useable civilian facilities are mobilized to defense use.
