The President of Anserisa (Anserisan: Présidento d'Anserisa) is the head of state and head of government of the Republic of Anserisa. The President is also the head of the Republican Commission of Anserisa.

Chapter 3 of the Constitution of Anserisa defines the Republican Commission and within this chapter, the role of the President. Powers included are to appoint the Vice-President, the Commissioners, the Supreme Judges and all general magistrates of justice, and to sign laws or apply a veto on laws and the budget.

The President is also responsible for the internal and foreign policies of Anserisa and is acting as the General Commander of the Anserisan Armed Forces.

The President is indirectly elected, since the members of the Congress of the Republic is responsible for the nomination of the president, which is often the chief of the political party which elected the most members in the Congress. Before 1930, the president nominated was often a member of the Congress, today the presidential candidate are not running for a seat in the Congress.

The President is nominated for a mandate of four years and there are no term limits, the president with the longest term is Maximiliano Nervum, president from 1864 to 1868, for 24 years. Only one president resigned from office, Cassio Herminium in 1850 and only one died while in office, Liviano Arisum in 1889.

Columbo Septimum is the 25th President of Anserisa. He was nominated on 6th June 2014.

Origin

Following the deposition of Emperor Hadriano by the republicans in 1815, it was decided that most of the powers and responsibilities of the emperor would be transferred to the President with the exception of lawmaking. Lawmaking was given to the Congress of the Republic, which had lost this function during the Anserisan Empire period. The other notable difference was that the president would be nominated. At first, the idea to elect the President to universal suffrage was discussed but ultimately, the republicans decided to nominate the President among the members of the Congress. This measure was applied for the last time in 1922, today the presidential candidates are not running for a seat in the Congress.

Powers and duties

The Constitution of Anserisa does mention the President specifically within the Chapter 3, which is about the Republican Commission. As the head of the Commission, the President has some powers and responsibilities within this institution. He is responsible for the appointment of the Vice-President and the other members of the Commission, the Commissioners. In that matter, the President is indirectly responsible for the internal and foreign policies of Anserisa since the President is responsible for the nomination of the people at the head of the Departments. The President is also giving a traditional annual Speech to the Congress on 15th November.

The main constitutional powers of the President are to sign or veto the laws adopted by the Congress. Since the President is appointed by Congress the veto is not often used but as been used in the past, since the removal of a veto needs a strong majority in the Congress and because the President is nominated for mandates of four years, and some members of the Congress are elected for two years and others for six years.

Selection process

The President is nominated for a mandate of four years without any term limit. The election is done by the members of the Congress of the Republic which is composed of all the members from the both houses, the National Convention and the Council of Regions, they reunite for a special meeting in the chamber of the National Convention for the election of the President.

The Congress is also the only institution that can remove the President from office, needing a two-thirds majority. It only happened 5 times in the history of Anserisa.

Succession and disability

The President is succeeded by the Vice-President when the President is either incapacitated, removed from office, resigns from office or dies while in office. Since the Vice-President is already representing the government, it as been assumed that when the President is abroad, the Vice-President is Acting-President in Anserisa. A Vice-President that succeeds a President is given the term Acting-President, the term President is only given by a Congressional Resolution taken by the Congress of the Republic.

Normally Presidents are going to complete their 4 years term, even if the political parties represented in the Congress are not the ones that nominated the President, although this was notoriously not respected five times in the history of Anserisa.

Political affiliation

The President, being nominated by the Congress, is affiliated with a political party. There have been Independent Presidents in the past, but not since 1848. Also, since 1922, the Presidents are also not obligated to run for a seat in Congress, normally in the National Convention, but are still the representatives of their political parties during the election times, especially Major Elections Years in which the terms of the Council of Regions, the National Convention and the President are all coming to an end, the next one being in 2026.

Travel

The President travels with a special chartered plane from Anserisana Airlines which is designed to assist the President in all presidential tasks while in the air and on foreign ground. The aircraft is an Aviana AV-50. The plane is sometimes accompanied by planes from the Anserisan Air Force.

Security

The security detail of the President is the responsibility of the Republican Guard a branch of the Anserisan Gendarmeria, part of the Armed Forces.

Form of address

The government of Anserisa recognizes The Honourable as the general form of address for the President, although it is not a formal requirement. and is mostly used by foreign officials when addressing the President alongside the internationally recognized His/Her Excellency.
